坦桑尼亞住房項(xiàng)目的PPP模式建模研究

  住房產(chǎn)業(yè)是現(xiàn)代社會(huì)經(jīng)濟(jì)發(fā)展中非常重要的行業(yè)之一。有人用“生活就是房子”來強(qiáng)調(diào)住房產(chǎn)業(yè)對促進(jìn)社會(huì)經(jīng)濟(jì)發(fā)展中的作用,因?yàn)闆]有運(yùn)作良好的住房產(chǎn)業(yè)的社會(huì)就像是一個(gè)沒有生命的社會(huì)。由于坦桑尼亞政府部門在上個(gè)世紀(jì)七十年代在增加正規(guī)住房供應(yīng)時(shí)的失敗,私營部門已經(jīng)獲得許可可以在設(shè)計(jì)、融資、建設(shè)、運(yùn)營和維修房屋的過程中起主導(dǎo)作用。不過,此舉不但沒有促進(jìn)住房質(zhì)量的提高,反而導(dǎo)致低質(zhì)量、不可靠、高價(jià)格的房屋在計(jì)劃外的住區(qū)比比皆是。另一方面,美國、英國、加拿大、澳大利亞、中國等國家在基礎(chǔ)設(shè)施部門特別是交通部門成功運(yùn)用PPP模式,取得了不錯(cuò)的成績。這一事實(shí)促使本研究者專門致力于調(diào)查PPP在坦桑尼亞住房行業(yè)中應(yīng)用的績效因素。研究發(fā)現(xiàn),盡管在坦桑尼亞PPP項(xiàng)目的建設(shè)成本相對較高,但是住房部門和建設(shè)部門的專業(yè)人員卻對PPP有著非常高的熱情。他們對PPP都持有樂觀的態(tài)度,認(rèn)為PPP可以解決在當(dāng)前公私有房屋交付方式下房屋業(yè)主在融資、設(shè)計(jì)、建筑、運(yùn)營以及維修中所面臨的各種問題。然而,坦桑尼亞目前的政策以及經(jīng)濟(jì)指標(biāo)并沒有為PPP的蓬勃發(fā)展提供一個(gè)非常合適的環(huán)境。貨幣指標(biāo)為高效的私人股份在SPV資本結(jié)構(gòu)中的占有率提供了有限的范...
