CY公司食品安全管理體系構(gòu)建研究

【摘要】:食品安全在近幾年越來(lái)越頻繁的進(jìn)入我國(guó)社會(huì)公眾的視野之內(nèi),觸動(dòng)著全社會(huì)的神經(jīng)。先是蘇丹紅、瘦肉精再到后來(lái)的地溝油、三鹿奶粉。社會(huì)公眾已經(jīng)情愿或者不情愿的開(kāi)始越來(lái)越關(guān)注食品安全問(wèn)題。食品安全對(duì)民生和社會(huì)穩(wěn)定有著不可估量的重要性,因此就目前食品安全問(wèn)題所處的嚴(yán)峻形勢(shì),國(guó)內(nèi)外從政官員、專家學(xué)者、食品行業(yè)的從業(yè)者到普通百姓消費(fèi)者從多方面對(duì)如何提高食品安全的問(wèn)題進(jìn)行了許多的探討和研究。本文以食品安全管理方面的理論和國(guó)家有關(guān)企業(yè)食品安全監(jiān)管體系建設(shè)的相關(guān)法規(guī)和政策為指導(dǎo),通過(guò)實(shí)地考察、訪談和問(wèn)卷調(diào)查等方法對(duì)CY公司的安全管理現(xiàn)狀、安全管理工作體系及實(shí)施狀況進(jìn)行了全面的研究。通過(guò)作者的考察和分析,認(rèn)為當(dāng)前我國(guó)食品生產(chǎn)企業(yè)主要存在著以下幾個(gè)方面的問(wèn)題導(dǎo)致我國(guó)的食品安全事件頻發(fā):一是當(dāng)前我國(guó)食品生產(chǎn)企業(yè)的質(zhì)量管理體系不健全;二是企業(yè)經(jīng)營(yíng)戰(zhàn)略缺乏長(zhǎng)期規(guī)劃,盲目追逐短期利益的行為,由此帶來(lái)了食品安全問(wèn)題的隱患;三是食品生產(chǎn)企業(yè)的內(nèi)部生產(chǎn)和檢驗(yàn)方面的安全機(jī)制不健全;四是食品生產(chǎn)企業(yè)在生產(chǎn)規(guī)程中的隨意性較大,完全按照自主的意識(shí)進(jìn)行生產(chǎn),國(guó)家規(guī)定的流程形同虛設(shè)。根據(jù)上述情況,作者通過(guò)翻閱文獻(xiàn)和實(shí)地走訪調(diào)查總結(jié)出的國(guó)內(nèi)外食品生產(chǎn)先進(jìn)企業(yè)的優(yōu)秀經(jīng)驗(yàn),并結(jié)合CY公司的實(shí)際問(wèn)題,為CY食品公司設(shè)計(jì)了一套符合其自身情況的食品安全生產(chǎn)管理體系。第一,樹(shù)立食品安全意識(shí)。CY公司的員工應(yīng)當(dāng)切身體會(huì)到食品安全不光關(guān)系到企業(yè)的未來(lái)和自身的發(fā)展,更關(guān)系到消費(fèi)者的身體健康和社會(huì)的穩(wěn)定發(fā)展。CY公司應(yīng)時(shí)時(shí)刻刻從保障食品安全的角度出發(fā),保障自身產(chǎn)品的質(zhì)量安全;第二,CY公司應(yīng)加強(qiáng)和完善本企業(yè)的食品生產(chǎn)質(zhì)量安全監(jiān)控體系,接受政府相關(guān)部門的監(jiān)督和監(jiān)察,嚴(yán)格按照相關(guān)的食品質(zhì)量標(biāo)準(zhǔn)生產(chǎn)食品。通過(guò)本文的研討,一方面可以為強(qiáng)化和提升該企業(yè)的食品安全管理水平提供相應(yīng)的行動(dòng)依據(jù),另一方面為該企業(yè)的食品安全管理活動(dòng)的的實(shí)施提供了具有可操作性的建議方案,以期對(duì)指導(dǎo)與促進(jìn)改善該企業(yè)生產(chǎn)過(guò)程中的食品安全管理工作具有一定的實(shí)踐意義。
[Abstract]:In recent years, food safety has more and more come into the public vision of our country, which touches the nerve of the whole society. Food safety is of incalculable importance to people's livelihood and social stability. Therefore, with regard to the severe situation of food safety problems at home and abroad, political officials, experts and scholars, Food industry practitioners to ordinary consumers from many aspects of how to improve food safety issues carried out a lot of discussion and research. Under the guidance of the theory of food safety management and the relevant regulations and policies on the construction of food safety supervision system in enterprises, the present situation of safety management of CY Company is studied through field visits, interviews and questionnaires. Safety management system and implementation of a comprehensive study. Through the author's investigation and analysis, it is concluded that the main problems in food production enterprises in China are as follows: firstly, the quality management system of food production enterprises in China is not perfect; Second, the lack of long-term planning of business strategy, blind pursuit of short-term interests behavior, which has brought about food safety problems, third, food production enterprises internal production and inspection of the safety mechanism is not perfect; Fourth, food production enterprises in the production rules of the greater randomness, completely in accordance with the independent consciousness of production, the state-prescribed process is empty. According to the above situation, the author summarized the excellent experience of the advanced food production enterprises at home and abroad by reading the literature and visiting the field, and combined with the practical problems of CY Company. A set of food safety management system is designed for CY Foods Company. First, establish a sense of food safety. CY employees should realize that food safety is not only related to the future of the enterprise and its own development. It is also related to the health of consumers and the stable development of society. CY should always start from the point of view of ensuring food safety to ensure the quality and safety of its own products; Second, CY company should strengthen and perfect the food production quality and safety monitoring system of the enterprise, accept the supervision and supervision of the relevant government departments, and produce food strictly according to the relevant food quality standards. Through the research of this paper, on the one hand, it can provide the corresponding action basis for strengthening and improving the food safety management level of the enterprise, on the other hand, it provides an operable proposal for the implementation of the food safety management activities of the enterprise. In order to guide and promote the improvement of the production process of food safety management work has certain practical significance.
