重慶市汽車制造業(yè)人才集聚環(huán)境評(píng)價(jià)研究

【摘要】:當(dāng)前,知識(shí)經(jīng)濟(jì)的發(fā)展極大地促進(jìn)了人才在社會(huì)中的作用和地位,人才成為了不同地區(qū)和企業(yè)爭(zhēng)奪的稀缺資源。人才數(shù)量的多寡和質(zhì)量的高低是決定一個(gè)產(chǎn)業(yè)能夠順利發(fā)展的關(guān)鍵所在,人才集聚程度的高低在很大程度上會(huì)影響產(chǎn)業(yè)發(fā)展的速度和高度。作為重工業(yè)中的重要門類——汽車制造業(yè)當(dāng)前面臨的一個(gè)主要難題,就是如何集聚更多的專門人才。重慶作為西部唯一的直轄市,聚集了包括長(zhǎng)安集團(tuán)在內(nèi)的一大批汽車制造企業(yè),是中國(guó)汽車制造業(yè)的主要集聚區(qū)域之一。所以,有必要對(duì)重慶市當(dāng)前的汽車制造業(yè)人才集聚環(huán)境進(jìn)行準(zhǔn)確評(píng)價(jià),并在此基礎(chǔ)上進(jìn)行優(yōu)化改進(jìn),提升重慶市汽車制造業(yè)對(duì)專門人才的吸引能力。本文首先對(duì)“人才集聚”和“汽車制造業(yè)人才集聚”的概念進(jìn)行明確界定,并對(duì)已有人才集聚相關(guān)研究進(jìn)行了總結(jié);其次,對(duì)汽車人才的集聚與汽車制造業(yè)發(fā)展的相互影響關(guān)系進(jìn)行研究;然后,在調(diào)研的基礎(chǔ)上分析重慶市汽車制造業(yè)人才現(xiàn)狀以及影響汽車制造業(yè)人才集聚的因素;再次,通過借鑒已有研究成果和深度訪談構(gòu)建汽車制造業(yè)人才集聚環(huán)境評(píng)價(jià)指標(biāo)體系;然后,運(yùn)用熵權(quán)TOPSIS法通過數(shù)據(jù)分析重慶市汽車制造業(yè)現(xiàn)有人才集聚環(huán)境,判定重慶市汽車制造業(yè)人才集聚環(huán)境在全國(guó)主要汽車制造業(yè)省市的定位以及在吸引和留住人才方面的綜合能力;最后,根據(jù)上述分析找出影響重慶市汽車制造業(yè)人才集聚環(huán)境存在的不足,為優(yōu)化人才集聚環(huán)境提出政策建議。本文通過對(duì)重慶市汽車制造業(yè)人才集聚環(huán)境的相關(guān)研究得出了以下結(jié)論:一是汽車制造業(yè)人才集聚與汽車制造業(yè)的發(fā)展有著相輔相成、相互促進(jìn)的關(guān)系;二是重慶市汽車制造業(yè)人才集聚環(huán)境存在產(chǎn)業(yè)效益低下、薪酬水平較低等不足之處,難以為重慶市汽車制造業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn)提供充足的人才支持;三是基于重慶市汽車制造業(yè)人才集聚支持環(huán)境不足的改進(jìn)策略,如加快技術(shù)創(chuàng)新、提升人才待遇等亟需實(shí)施。
[Abstract]:At present, the development of knowledge economy has greatly promoted the role and status of talents in society, and talent has become a scarce resource competing for by different regions and enterprises. The quantity and quality of talents is the key to the smooth development of an industry, and the level of talent agglomeration will affect the speed and height of industrial development to a great extent. As an important category in heavy industry, automobile manufacturing industry is facing a major problem, how to gather more specialized personnel. Chongqing, as the only municipality directly under the Central Government in the west, has gathered a large number of automobile manufacturing enterprises, including Changan Group, and is one of the main agglomeration areas of China's automobile manufacturing industry. Therefore, it is necessary to accurately evaluate the current environment of automobile manufacturing talent gathering in Chongqing, and optimize and improve on this basis to enhance the ability of Chongqing auto manufacturing industry to attract specialized talents. In this paper, the concepts of "talent gathering" and "talent agglomeration in automobile manufacturing industry" are defined clearly, and the related researches on talent agglomeration are summarized. Secondly, the paper studies the relationship between the gathering of automobile talents and the development of automobile manufacturing industry, and then, based on the investigation, analyzes the present situation of automobile manufacturing talents in Chongqing and the factors influencing the accumulation of talents in automobile manufacturing industry. Thirdly, through the reference of the existing research results and in-depth interviews, the paper constructs the evaluation index system of talent gathering environment in automobile manufacturing industry. Then, by using entropy weight TOPSIS method, the paper analyzes the existing talent gathering environment of Chongqing automobile manufacturing industry by means of data. Determine the location of Chongqing automobile manufacturing industry talent gathering environment in the major automobile manufacturing provinces and cities in China and the comprehensive ability to attract and retain talents; Finally, based on the above analysis, the paper finds out the shortcomings of the talent agglomeration environment of automobile manufacturing industry in Chongqing, and puts forward some policy suggestions for optimizing the talent gathering environment. In this paper, the following conclusions are drawn through the research on the environment of talent agglomeration of automobile manufacturing industry in Chongqing: firstly, the talent gathering of automobile manufacturing industry and the development of automobile manufacturing industry complement each other and promote each other; Secondly, there are some shortcomings in the gathering environment of automobile manufacturing industry in Chongqing, such as low industrial efficiency and low salary level, so it is difficult to provide sufficient talent support for the realization of the strategic goal of Chongqing automobile manufacturing industry. The third is based on the improvement strategy of insufficient supporting environment for automobile manufacturing industry in Chongqing, such as speeding up technological innovation and improving the treatment of talents, and so on.
