【摘要】：基本公共服務(wù)均等化是提高社會整體福利水平的重要舉措。宜居性作為對基礎(chǔ)設(shè)施和公共服務(wù)的概括,對勞動(dòng)力流動(dòng)產(chǎn)生的影響越來越大。一個(gè)地區(qū)的宜居性水平,既影響到這個(gè)地區(qū)居民的福利,也影響到這個(gè)地區(qū)居民的構(gòu)成;而居民構(gòu)成反過來對當(dāng)?shù)匾司有运接謺a(chǎn)生影響。為了更好地實(shí)現(xiàn)基本公共服務(wù)均等化,本文對中國公共服務(wù)的受眾群體進(jìn)行分析,基于結(jié)構(gòu)性均衡理論模型,區(qū)分了高低技能勞動(dòng)力對當(dāng)?shù)厥杖�、支出和宜居性水平的不同偏�?結(jié)果表明,高技能勞動(dòng)力對宜居性水平變動(dòng)的敏感性高于低技能勞動(dòng)力;同一地區(qū)宜居性水平的供給并不能被所有居民均等地享有,低技能勞動(dòng)力對收入、支出等因素的變動(dòng)影響更加敏感;基本公共服務(wù)均等化的實(shí)施不但要實(shí)現(xiàn)城市間的均等化,更要關(guān)注城市內(nèi)部的均等化。
[Abstract]:Equalization of basic public services is an important measure to improve the social welfare level. Liveability, as a generalization of infrastructure and public services, has a growing impact on labor mobility. The livable level of a region not only affects the welfare of the residents in this area, but also affects the composition of the residents in this area, and the composition of the residents in turn has an impact on the local livability level. In order to achieve better equalization of basic public services, this paper analyzes the audience groups of Chinese public services, and based on the structural equilibrium theory model, distinguishes between high and low skilled labor force and local income. The results show that the sensitivity of the high-skilled labor to the change of livable level is higher than that of the low-skilled labor; The supply of livable level in the same area can not be equally enjoyed by all residents. The low-skilled labor force is more sensitive to the influence of factors such as income and expenditure. The implementation of equalization of basic public services should not only realize the equalization between cities, but also pay attention to the equalization within cities.
