阿拉善盟藥監(jiān)系統(tǒng)體制改革研究

【摘要】:現(xiàn)如今,人民生活水平日益提高,藥品安全也越來越受到公眾的重視,幾乎每年都會發(fā)生藥品安全事件,這些事件嚴重危害到人民的身心健康和生命安全。也因此,藥品安全監(jiān)管走入公眾視線,并成為關(guān)注焦點。“鉻超標膠囊事件”、中草藥安全事件層出不窮,這些事件將我國藥品監(jiān)管的薄弱面暴露無遺。國家和地方政府都在不斷探索適應(yīng)當(dāng)今形勢的較為成熟的監(jiān)管模式。國家食品藥品監(jiān)管體系通過歷次變革以日漸成熟,但許多邊遠地區(qū)如阿拉善盟在改革過程中還存在許多問題。本文通過分析國外藥品監(jiān)管體制優(yōu)勢,回顧我國食品藥品監(jiān)管體制歷次改革情況,對阿拉善盟藥監(jiān)系統(tǒng)改革案例進行分析,找到了從中央到地方存在的普遍問題,從而提出適應(yīng)阿拉善盟的藥監(jiān)改革模式。必須對權(quán)力進行重新分配,轉(zhuǎn)變職能才能夠?qū)崿F(xiàn)體制改革,而轉(zhuǎn)變政府職能是行政改革的重要內(nèi)容。由市場自主進行優(yōu)化配置,使政府機構(gòu)改革同經(jīng)濟社會的發(fā)展相互適應(yīng),政府負責(zé)宏觀調(diào)控,依照法律規(guī)范進行行政活動。我國傳統(tǒng)醫(yī)藥的重要組成部分之一即為民族醫(yī)藥。在國家的大力扶持下,民族醫(yī)藥蓬勃發(fā)展,并形成了相當(dāng)一部分頗具規(guī)模的民族醫(yī)藥企業(yè)和專家隊伍。但是由于歷史和客觀因素制約,傳統(tǒng)蒙醫(yī)藥在步入現(xiàn)代化、集約化發(fā)展的進程中困難重重。本文依據(jù)阿拉善盟實際對蒙醫(yī)藥發(fā)展各個環(huán)節(jié)進行了全面詳實的調(diào)查了解,并在客觀分析研究的基礎(chǔ)上,找出了阿拉善盟蒙醫(yī)藥產(chǎn)業(yè)現(xiàn)狀的關(guān)鍵問題及潛在優(yōu)勢。本文提出阿拉善盟的蒙醫(yī)藥產(chǎn)業(yè)發(fā)展,要打破長久以來的傳統(tǒng)思維,避免進行低水平重復(fù);走出留不住專業(yè)人才的怪圈,加大投入,大力培養(yǎng)蒙醫(yī)藥專業(yè)人才;打破現(xiàn)有的狀況,將生產(chǎn)設(shè)備進一步整合、更新,以適應(yīng)日益增長的蒙藥市場需求。本文圍繞的主題是藥品監(jiān)管體制改革,將研究分為六個部分。第一部分是導(dǎo)論,闡明了研究背景、研究意義,提出了研究方法、研究思路,并對國內(nèi)外監(jiān)管體制研究進行分析。第二部分是對相關(guān)概念包括藥品監(jiān)管概念、法治政府概念、依法行政概念進行簡述。第三部分是分析國家藥品監(jiān)管系統(tǒng)體制改革情況,分析國家食品藥品監(jiān)管總局歷年來機構(gòu)改革情況。第四部分是對阿拉善盟2014年藥監(jiān)體制改革進行分析總結(jié)。第五部分是對全國藥監(jiān)系統(tǒng)普遍存在的問題進行總結(jié),并提出阿拉善盟藥品監(jiān)管本身存在的問題。第六部分提出阿拉善盟藥監(jiān)系統(tǒng)發(fā)展的對策和蒙醫(yī)藥產(chǎn)業(yè)發(fā)展及監(jiān)管對策。
[Abstract]:Nowadays, people's living standard is improving day by day, and drug safety is paid more and more attention by the public. Almost every year, drug safety incidents occur, which seriously endanger people's physical and mental health and life safety. Therefore, drug safety supervision and control into the public eye, and become the focus of attention. "Cr exceeds the standard capsule event", the Chinese herbal medicine safety incident emerges one after another, these incidents expose the weak aspect of the medicine supervision in our country. State and local governments are constantly exploring more mature regulatory models to adapt to the current situation. The national food and drug regulatory system has matured through successive changes, but in many remote areas, such as Alashan League, there are still many problems in the process of reform. By analyzing the advantages of foreign drug supervision system and reviewing the past reform of food and drug supervision system in China, this paper analyzes the case of drug supervision system reform in Alashan League, and finds out the common problems from the central to the local level. Thus, the reform mode of drug supervision adapted to Alashan League is put forward. It is necessary to redistribute the power and transform the function to realize the system reform, and the transformation of the government function is the important content of the administrative reform. The government is responsible for macro-control and administrative activities in accordance with the laws and regulations, so that the reform of government institutions and the development of economy and society can be adapted to each other. One of the important components of traditional medicine in China is national medicine. With the strong support of the state, the national medicine flourished and formed a considerable number of national medicine enterprises and experts. However, due to historical and objective factors, traditional Mongolian medicine is facing difficulties in the process of modernization and intensive development. According to the actual situation of Alashan League, this paper makes a comprehensive and detailed investigation and understanding of every link of Mongolian medicine development, and on the basis of objective analysis and research, finds out the key problems and potential advantages of the current situation of Mongolian medicine industry in Alashan League. This paper puts forward that the development of Mongolian medicine industry in Alashan League should break the traditional thinking for a long time, avoid low level repetition, step out of the strange circle of not retaining professional talents, increase investment, and vigorously train Mongolian medical professionals. Break the existing situation and further integrate and update the production equipment to meet the increasing demand of Mongolian medicine market. This paper focuses on the reform of drug regulatory system and divides the research into six parts. The first part is an introduction, which clarifies the research background and significance, puts forward the research methods, research ideas, and analyzes the domestic and foreign regulatory system research. The second part is a brief description of the related concepts, including the concept of drug regulation, the concept of government by law and the concept of administration by law. The third part is to analyze the reform of the national drug regulatory system and the institutional reform of the State Administration of Food and Drug Administration over the years. The fourth part is the analysis and summary of the reform of drug surveillance system in Alashan League in 2014. The fifth part summarizes the problems in the national drug surveillance system, and points out the problems in Alashan League. The sixth part puts forward the countermeasures of the development of drug surveillance system in Alashan League and the development and supervision of Mongolian medicine industry.
