【摘要】：十八大以來,國家要求逐步開放檢測市場,大量國外檢測機(jī)構(gòu)、民營資本進(jìn)入檢測市場,使檢測行業(yè)競爭日益激烈。同時(shí)隨著客戶個(gè)性化需求不斷提高,國有檢測機(jī)構(gòu)在向市場化轉(zhuǎn)型的過程中,面臨著檢測效率低、響應(yīng)能力弱和檢測服務(wù)水平低等問題,生存日趨艱難。如何提高企業(yè)運(yùn)營效率,實(shí)現(xiàn)企業(yè)增值能力和核心競爭力的提升,成為新形勢下國有檢測機(jī)構(gòu)的重要課題。近年來,流程管理(BPM)作為一種新的企業(yè)管理思想,已成為提高企業(yè)增值能力和核心競爭力的一種有效方法和必然途徑,并同精益思想不斷融合,從傳統(tǒng)制造業(yè)應(yīng)用延伸至現(xiàn)代服務(wù)業(yè),推向企業(yè)管理的各個(gè)層面。實(shí)現(xiàn)企業(yè)業(yè)務(wù)流程精益化正是其表現(xiàn)之一。而業(yè)務(wù)流程的局部精益化卻無法實(shí)現(xiàn)企業(yè)價(jià)值最大化,因?yàn)樵S多企業(yè)實(shí)施BPM后,卻產(chǎn)生了業(yè)務(wù)流程與組織結(jié)構(gòu)不適應(yīng)、不協(xié)調(diào)等問題。因此,如何實(shí)施業(yè)務(wù)流程精益化,并構(gòu)建與之匹配的組織結(jié)構(gòu)成為問題的焦點(diǎn)。波特的價(jià)值鏈模型從企業(yè)全局出發(fā),促使企業(yè)價(jià)值最大化,為流程管理提供了全新的視角。本文以系統(tǒng)思想和精益思想為思想基礎(chǔ),以流程管理、價(jià)值鏈管理和組織結(jié)構(gòu)理論為理論基礎(chǔ),在“流程精益化”的基礎(chǔ)上,提出“基于價(jià)值鏈的業(yè)務(wù)流程精益化”,即以業(yè)務(wù)流程管理為主線,從企業(yè)價(jià)值鏈出發(fā),改善關(guān)鍵流程并構(gòu)建扁平化和有機(jī)式的組織結(jié)構(gòu),從整體上提升企業(yè)增值能力和競爭力。并針對國有第三方檢測機(jī)構(gòu)——A檢測機(jī)構(gòu)存在的檢測周期長、檢測合同履約率低和檢測報(bào)告質(zhì)量差等具體問題,進(jìn)行了應(yīng)用研究。本文首先從流程管理和價(jià)值鏈管理等基礎(chǔ)理論入手,分析二者之間的關(guān)系,提出“基于價(jià)值鏈的業(yè)務(wù)流程精益化”,并構(gòu)建VC-LBP方法論模型及活動—階段(S-A)框架；然后運(yùn)用競爭態(tài)勢矩陣(CPM)分析A檢測機(jī)構(gòu)的現(xiàn)狀和競爭戰(zhàn)略,針對其檢測業(yè)務(wù)流程的主要問題,調(diào)整其價(jià)值鏈,運(yùn)用"AHP-TOPSISI"等模型方法確定其檢測關(guān)鍵流程為檢測合同評審流程、檢測流程、檢測報(bào)告質(zhì)量控制流程和檢測設(shè)備采購流程,并運(yùn)用ABC增值技術(shù)等方法分析、診斷關(guān)鍵流程；然后依據(jù)價(jià)值鏈,運(yùn)用ESRIA等優(yōu)化方法,規(guī)范、優(yōu)化和重組關(guān)鍵流程,分析、設(shè)計(jì)和重組組織結(jié)構(gòu),調(diào)整職能職責(zé),構(gòu)建產(chǎn)品—流程型組織結(jié)構(gòu),提出相關(guān)保障措施。最后對應(yīng)用實(shí)施結(jié)果進(jìn)行評價(jià)。
[Abstract]:Since the 18th National Congress of the CPC, the country has demanded the gradual opening of the inspection market. A large number of foreign inspection institutions and private capital have entered the inspection market, which makes the testing industry increasingly competitive. At the same time, with the continuous improvement of customer personalized demand, the state-owned inspection institutions are facing the problems of low efficiency, weak response ability and low level of detection services in the process of transition to marketization, which makes it increasingly difficult to survive. How to improve the efficiency of enterprise operation and realize the enhancement of enterprise's value-added ability and core competitiveness has become an important subject for state-owned inspection institutions in the new situation. In recent years, process management (BPM), as a new enterprise management thought, has become an effective method and an inevitable way to improve the value-added ability and core competitiveness of enterprises. From the traditional manufacturing application to the modern service industry, to the various levels of enterprise management. The realization of enterprise business process Lean is one of its performance. But the partial Lean of business process can not realize the maximization of enterprise value, because after the implementation of BPM, many enterprises have some problems, such as business process and organization structure are not suitable and uncoordinated, and so on. Therefore, how to implement business process Lean and construct corresponding organizational structure becomes the focus of the problem. Porter's value chain model promotes the maximization of enterprise value and provides a new perspective for process management. On the basis of system thought and lean thought, based on the theory of process management, value chain management and organization structure, this paper puts forward the theory of "business process lean based on value chain" based on "process Lean". That is, taking business process management as the main line, starting from the enterprise value chain, improving the key processes and building flat and organic organizational structure, the overall value added ability and competitiveness of the enterprise can be enhanced. Aiming at the problems such as long detection period, low performance rate of inspection contract and poor quality of test report, the application research is carried out. This paper starts with the basic theories of process management and value chain management, analyzes the relationship between them, puts forward the "business process Lean based on value chain", and constructs the VC-LBP methodology model and activity stage (S-A) framework. Then using the competitive situation matrix (CPM) to analyze the current situation and competitive strategy of A detection organization, and adjust its value chain in view of the main problems of its inspection business process. Using the "AHP-TOPSISI" model method to determine the key process of the inspection is the inspection contract review process, the inspection report quality control process and the inspection equipment procurement process, and use the ABC value-added technology to analyze and diagnose the key process. Then according to the value chain, using the ESRIA optimization method, standardize, optimize and reorganize the key processes, analyze, design and reorganize the organization structure, adjust the function and responsibility, construct the product-process organization structure, and put forward the relevant safeguard measures. Finally, the application results are evaluated.
