【摘要】：近年來(lái),PPP模式在我國(guó)基礎(chǔ)設(shè)施和公用事業(yè)建設(shè)中的應(yīng)用越來(lái)越廣泛。不論理論上還是現(xiàn)實(shí)中,完善的政府監(jiān)管機(jī)制對(duì)于PPP項(xiàng)目的順利開(kāi)展都至關(guān)重要。一方面,政府應(yīng)該加強(qiáng)對(duì)私人部門(mén)在項(xiàng)目識(shí)別、準(zhǔn)備、采購(gòu)、執(zhí)行和移交全生命周期內(nèi)的監(jiān)管,保證PPP項(xiàng)目的成功實(shí)施。另一方面,政府也應(yīng)該加強(qiáng)對(duì)政府部門(mén)自身財(cái)政承諾的監(jiān)管,報(bào)告和披露政府財(cái)政承諾,為財(cái)政承諾安排合理的預(yù)算,提升社會(huì)資本對(duì)政府的信任度,規(guī)避政府盲目上馬PPP項(xiàng)目帶來(lái)的財(cái)政風(fēng)險(xiǎn)。
[Abstract]:In recent years, PPP model has been widely used in infrastructure and public utilities construction in China. Both in theory and in practice, the perfect government supervision mechanism is very important for the smooth development of PPP project. On the one hand, the government should strengthen the supervision of the private sector in the whole life cycle of project identification, preparation, procurement, execution and transfer to ensure the successful implementation of the PPP project. On the other hand, the government should also strengthen the supervision of the government's own financial commitments, report and disclose the government's financial commitments, arrange a reasonable budget for the financial commitments, and enhance the social capital's confidence in the government. Avoid the government blindly PPP project brought about by the financial risk.
