【摘要】：近年來,PPP模式在我國基礎(chǔ)設(shè)施和公用事業(yè)建設(shè)中的應(yīng)用越來越廣泛。不論理論上還是現(xiàn)實中,完善的政府監(jiān)管機制對于PPP項目的順利開展都至關(guān)重要。一方面,政府應(yīng)該加強對私人部門在項目識別、準(zhǔn)備、采購、執(zhí)行和移交全生命周期內(nèi)的監(jiān)管,保證PPP項目的成功實施。另一方面,政府也應(yīng)該加強對政府部門自身財政承諾的監(jiān)管,報告和披露政府財政承諾,為財政承諾安排合理的預(yù)算,提升社會資本對政府的信任度,規(guī)避政府盲目上馬PPP項目帶來的財政風(fēng)險。
[Abstract]:In recent years, PPP model has been widely used in infrastructure and public utilities construction in China. Both in theory and in practice, the perfect government supervision mechanism is very important for the smooth development of PPP project. On the one hand, the government should strengthen the supervision of the private sector in the whole life cycle of project identification, preparation, procurement, execution and transfer to ensure the successful implementation of the PPP project. On the other hand, the government should also strengthen the supervision of the government's own financial commitments, report and disclose the government's financial commitments, arrange a reasonable budget for the financial commitments, and enhance the social capital's confidence in the government. Avoid the government blindly PPP project brought about by the financial risk.
