【摘要】：保護與發(fā)展并非水火不容,但在水源地保護與城鎮(zhèn)發(fā)展的過程中,卻出現(xiàn)了看似不可調(diào)和的矛盾。水源地保護對城鎮(zhèn)的限制已嚴重制約了城鎮(zhèn)的經(jīng)濟社會發(fā)展,最直接的體現(xiàn)為農(nóng)民生活水平的下降,水源地保護與其城鎮(zhèn)發(fā)展的矛盾日漸突出。保護的目的是為了實現(xiàn)資源、環(huán)境、人類的永續(xù)發(fā)展,水源地保護與其城鎮(zhèn)的協(xié)調(diào)發(fā)展作為城市永續(xù)發(fā)展的前提,因此如何在促進其城鎮(zhèn)發(fā)展的基礎(chǔ)上,兼顧水源地的保護,是研究水源地保護與其周邊城鎮(zhèn)協(xié)調(diào)發(fā)展的重要課題。本論文把莊河市水源地及其周邊城鎮(zhèn)作為研究對象,在不斷總結(jié)與借鑒國內(nèi)外近幾年有關(guān)水源地保護與其周邊城鎮(zhèn)經(jīng)濟發(fā)展理論總結(jié)及實踐成果的基礎(chǔ)上,設(shè)置莊河市水源地保護與其周邊城鎮(zhèn)協(xié)調(diào)發(fā)展的問卷調(diào)查,在問卷調(diào)查數(shù)據(jù)結(jié)果的基礎(chǔ)上,對莊河市水源地保護與其周邊城鎮(zhèn)協(xié)調(diào)發(fā)展的現(xiàn)狀進行了分析,旨在找出莊河市水源地保護與其城鎮(zhèn)協(xié)調(diào)發(fā)展存在的問題及原因,堅持“以問題為抓手”,點明莊河市水源地保護與其城鎮(zhèn)經(jīng)濟社會發(fā)展沖突,在參照國內(nèi)外水源地保護及其周邊城鎮(zhèn)發(fā)展經(jīng)驗的基礎(chǔ)上,提出了針對莊河市水源地保護與其周邊城鎮(zhèn)協(xié)調(diào)發(fā)展的相關(guān)政策和具體措施的建議。本文能夠為其它地區(qū)建立行之有效的緩和水源地保護與水源地城鎮(zhèn)協(xié)調(diào)發(fā)展的矛盾上提供借鑒,并對其政策化和實踐發(fā)展起到積極地推動作用。對全國水源地地區(qū)經(jīng)濟發(fā)展方式探索都有一定的借鑒意義。
[Abstract]:Protection and development are not incompatible, but in the process of water source protection and urban development, there are seemingly irreconcilable contradictions. The limitation of water source protection has seriously restricted the economic and social development of cities and towns. The most direct manifestation is the decline of farmers' living standards, and the contradiction between water source protection and the development of cities and towns is becoming more and more prominent. The purpose of protection is to realize the sustainable development of resources, environment, human beings, and the coordinated development of water source and its towns as the premise of sustainable development of cities and towns. Therefore, how to promote the development of cities and towns on the basis of taking into account the protection of water sources, It is an important subject to study the coordinated development of water source protection and surrounding towns. This paper regards Zhuanghe water source area and its surrounding towns as the research object, on the basis of summarizing and drawing lessons from the domestic and foreign water source protection and the economic development theory and practice of surrounding towns in recent years. On the basis of the results of the questionnaire survey on the coordinated development of Zhuanghe water source protection and its surrounding towns, this paper analyzes the current situation of the coordinated development between Zhuanghe water source protection and its surrounding towns. The purpose of this paper is to find out the existing problems and causes of the coordinated development of Zhuanghe City's water source protection and its towns, to insist on "taking the problem as the starting point", and to point out the conflict between the protection of the Zhuanghe water source area and the economic and social development of Zhuanghe City. Based on the experience of domestic and foreign water source protection and the development of surrounding towns, this paper puts forward some relevant policies and concrete measures for the coordinated development of Zhuanghe water source protection and its surrounding towns. This paper can provide a reference for other regions to establish an effective solution to the contradiction between water source protection and coordinated development of water source cities and towns, and play an active role in promoting its policy and practical development. It can be used for reference to explore the mode of economic development in the water source area of China.
