【摘要】：隨著信息化及互聯(lián)網(wǎng)的快速發(fā)展,數(shù)據(jù)信息作為一種特殊的、電子化的產(chǎn)品已經(jīng)廣泛的應(yīng)用到社會的各個領(lǐng)域。組織機(jī)構(gòu)代碼是賦予每個依法成立或已核準(zhǔn)登記機(jī)構(gòu)的一個終身不變的九位無含義代碼,組織機(jī)構(gòu)代碼數(shù)據(jù)記錄了我國組織機(jī)構(gòu)的基本信息。由于數(shù)據(jù)信息存在的形式不同于傳統(tǒng)實(shí)物產(chǎn)品,所以在質(zhì)量控制方面出現(xiàn)了不一樣的新問題。尤其是國家層面已經(jīng)將組織機(jī)構(gòu)代碼數(shù)據(jù)作為建立統(tǒng)一社會信用代碼制度的基礎(chǔ),數(shù)據(jù)質(zhì)量已經(jīng)成為組織機(jī)構(gòu)代碼工作發(fā)展的生命線,如何為統(tǒng)一社會信用代碼制度提供合格的數(shù)據(jù)信息,減少問題數(shù)據(jù),以推動社會信用體系的健康發(fā)展,數(shù)據(jù)質(zhì)量控制就成為工作中的重點(diǎn)。因而從整個組織機(jī)構(gòu)代碼工作流程中研究數(shù)據(jù)質(zhì)量的影響因素,找到影響因素點(diǎn)及解決方法是十分重要的。本文介紹了組織機(jī)構(gòu)代碼的基本內(nèi)涵,介紹了研究組織機(jī)構(gòu)代碼數(shù)據(jù)質(zhì)量控制研究的現(xiàn)實(shí)意義。以山東省組織機(jī)構(gòu)代碼數(shù)據(jù)為研究基礎(chǔ),根據(jù)現(xiàn)有工作流程、數(shù)據(jù)質(zhì)量現(xiàn)狀、數(shù)據(jù)質(zhì)量管理方法中發(fā)現(xiàn)其中影響數(shù)據(jù)質(zhì)量的因素,從而有針對性的建立一套有效的數(shù)據(jù)質(zhì)量控制機(jī)制。本文廣泛查閱收集相關(guān)文獻(xiàn)資料和研究理論,并親身參與山東省組織機(jī)構(gòu)代碼數(shù)據(jù)質(zhì)量管理工作基礎(chǔ)上,運(yùn)用全面質(zhì)量管理理論、過程標(biāo)準(zhǔn)化及人因等理論研究為基礎(chǔ),結(jié)合組織機(jī)構(gòu)代碼數(shù)據(jù)本身特點(diǎn),運(yùn)用統(tǒng)計方法,科學(xué)的建立起一套完善的工作流程標(biāo)準(zhǔn)體系、數(shù)據(jù)質(zhì)量管控體系。通過組織機(jī)構(gòu)代碼數(shù)據(jù)抽查工作,對數(shù)據(jù)質(zhì)量進(jìn)行了量化分析,驗(yàn)證了研究方法在實(shí)際工作中的產(chǎn)生的積極作用。
[Abstract]:With the rapid development of information and Internet, data information as a special, electronic products have been widely used in various fields of society. The organizational code is a nine-digit code that gives every legally established or approved registration institution a life invariable code. The data of the organizational code record the basic information of the organization in our country. Because the form of data information is different from the traditional physical products, there are different new problems in quality control. In particular, at the national level, organizational code data has been taken as the basis for the establishment of a unified social credit code system, and data quality has become the lifeline of the development of organizational code work. How to provide qualified data information for unified social credit code system and reduce the problem data to promote the healthy development of social credit system, data quality control has become the focus of the work. Therefore, it is very important to study the influencing factors of data quality from the whole organization code workflow, to find the influencing factors and the solutions. This paper introduces the basic connotation of organizational code and the practical significance of research on data quality control of organizational code. Based on the organization code data of Shandong Province, according to the existing work flow, data quality status, data quality management methods found in the factors affecting the data quality, Thus, a set of effective data quality control mechanism is established. On the basis of extensive reference to relevant literature and research theories, and personal participation in the work of data quality management of organizational code in Shandong Province, this paper uses the theory of total quality management, process standardization and human factors as the basis of theoretical research. Combined with the characteristics of the organization code data, a set of perfect workflow standard system and data quality control system are established scientifically by using the statistical method. The quantitative analysis of the data quality is carried out by organizing the random check of code data of the organization, and the positive effect of the research method in the practical work is verified.
