【摘要】：針對PPP項(xiàng)目中投資方任務(wù)目標(biāo)的多維性,研究了政府方激勵機(jī)制的設(shè)計問題。研究發(fā)現(xiàn),當(dāng)投資方的成本函數(shù)相互獨(dú)立時,政府方的激勵也是獨(dú)立的;而當(dāng)投資方的成本函數(shù)相互依存時,政府方的激勵方式取決于投資方的行為結(jié)果是否可以直接觀測。若投資方的行為結(jié)果是不可觀測的,那么政府方對于該行為的激勵是獨(dú)立的;若投資方的行為結(jié)果是可直接觀測的,則政府方對于該行為的激勵方式取決于該行為的成本函數(shù)與不可觀測的行為活動的成本函數(shù)之間的依存關(guān)系。
[Abstract]:In view of the multidimensional nature of the investor's task objectives in PPP projects, this paper studies the design of government incentive mechanism. It is found that when the cost functions of the investor are independent of each other, the government's incentive mechanism is independent, and when the cost functions of the investor are interdependent, the government's incentive mode depends on whether the investor's behavior results. If the behavior result of the investor is unobservable, the government's incentive to the behavior is independent; if the behavior result of the investor is observable, the government's incentive to the behavior depends on the dependence between the cost function of the behavior and the cost function of the unobservable behavior. Keep the relationship.
