BOT投融資模式在火力發(fā)電廠環(huán)保脫硫產(chǎn)業(yè)的應(yīng)用研究

【摘要】:火力發(fā)電廠脫硫設(shè)施設(shè)備的投資、建設(shè)、運(yùn)行質(zhì)量對(duì)我國(guó)大氣污染治理和經(jīng)濟(jì)社會(huì)發(fā)展有著重要的作用。面對(duì)我國(guó)火力發(fā)電廠煙氣二氧化硫凈化治理環(huán)保基礎(chǔ)設(shè)施投資建設(shè)領(lǐng)域的現(xiàn)狀和不足,有必要探討新的脫硫投融資渠道改善當(dāng)前的不利局面。火電廠脫硫BOT模式是否能夠加強(qiáng)火電廠的脫硫設(shè)施設(shè)備的投資、建設(shè)、運(yùn)行質(zhì)量還是個(gè)需要論證的課題。通過(guò)對(duì)國(guó)內(nèi)外其他專家對(duì)BOT投融資模式的研究成果進(jìn)行梳理和目前火電廠脫硫項(xiàng)目出現(xiàn)的問(wèn)題,火電廠脫硫項(xiàng)目有著初期建設(shè)資金投入大、項(xiàng)目運(yùn)營(yíng)期限長(zhǎng)、專業(yè)化程度高、收益穩(wěn)定等特點(diǎn),BOT模式在環(huán)保廢氣、廢水處理中的應(yīng)用有著極為廣闊的發(fā)展前景,符合我國(guó)環(huán)保產(chǎn)業(yè)投融資的特殊要求。從BOT模式資金來(lái)源方面,論文對(duì)金融機(jī)構(gòu)參與BOT項(xiàng)目的方式進(jìn)行了研究,金融機(jī)構(gòu)可以通過(guò)多種途徑參與BOT項(xiàng)目的開(kāi)展。論文以實(shí)證研究與規(guī)范研究相結(jié)合,定性分析與定量分析相結(jié)合,對(duì)火力發(fā)電廠脫硫BOT項(xiàng)目進(jìn)行了項(xiàng)目案例分析,用現(xiàn)金流量貼現(xiàn)法評(píng)價(jià)BOT模式經(jīng)濟(jì)可行性評(píng)價(jià),建立了BOT模式經(jīng)濟(jì)可行性評(píng)價(jià)指標(biāo),并進(jìn)行了經(jīng)濟(jì)敏感性分析、風(fēng)險(xiǎn)識(shí)別與管理論述。最后得出結(jié)論,BOT模式可以適用于火力發(fā)電廠脫硫BOT項(xiàng)目,與傳統(tǒng)投融資模式相比BOT模式可以更好地促進(jìn)火電廠環(huán)保脫硫任務(wù)的完成。論文提出了火電廠脫硫BOT項(xiàng)目稅收減免及脫硫電價(jià)補(bǔ)償?shù)确矫娴南嚓P(guān)政策建議。
[Abstract]:The investment, construction and operation quality of desulfurization facilities in thermal power plants play an important role in air pollution control and economic and social development in China. In the face of the present situation and deficiency in the field of investment and construction of environmental protection infrastructure in the treatment of flue gas sulfur dioxide purification in thermal power plants in China, it is necessary to explore new ways of desulphurization and financing to improve the current unfavorable situation. Whether the BOT mode of desulfurization in thermal power plants can strengthen the investment, construction and operation quality of desulfurization facilities in thermal power plants is still a subject to be demonstrated. Through combing the research results of other experts at home and abroad on the mode of BOT investment and financing and the problems existing in the desulfurization project of thermal power plant at present, the desulfurization project of thermal power plant has a large initial construction capital investment, a long term of operation and a high degree of specialization. The application of bot model in environmental protection waste gas and wastewater treatment has a very broad development prospect and meets the special requirements of investment and financing of environmental protection industry in China. From the source of BOT mode, the paper studies the ways of financial institutions participating in BOT projects. Financial institutions can participate in the development of BOT projects through many ways. Based on the combination of empirical research and standard research, qualitative analysis and quantitative analysis, the project case of desulfurization BOT project in thermal power plant is analyzed, and the economic feasibility of BOT model is evaluated by cash flow discounting method. The economic feasibility evaluation index of BOT model is established, and the economic sensitivity analysis, risk identification and management are discussed. Finally, it is concluded that the bot model can be applied to the desulfurization BOT project in thermal power plants, and compared with the traditional mode of investment and financing, the BOT model can better promote the completion of the task of environmental protection desulfurization in thermal power plants. This paper puts forward some policy suggestions on tax reduction and tariff compensation for desulfurization BOT project in thermal power plant.
