【摘要】：現(xiàn)代物流在國民經(jīng)濟和社會發(fā)展中扮演著重要的角色。作為城市和區(qū)域物流與經(jīng)濟發(fā)展的重要節(jié)點,物流園區(qū)的建設(shè)規(guī)劃及其可持續(xù)發(fā)展對物流行業(yè)乃至整個城市的發(fā)展有著極大的影響。物流園區(qū)的合理規(guī)劃和科學(xué)發(fā)展,才能充分發(fā)揮其對城市發(fā)展的積極作用。分析二連浩特物流園區(qū)建設(shè)的經(jīng)濟與市場環(huán)境、政策環(huán)境,探討該市物流園區(qū)建設(shè)的必要性;綜述發(fā)展物流園區(qū)的組織網(wǎng)絡(luò)化、要素集成化、接口無縫化、第三方物流、增長極等相關(guān)理論;通過實地調(diào)研和統(tǒng)計分析,認(rèn)為二連浩特市物流發(fā)展及物流園區(qū)建設(shè)中存在的主要問題有:物流用地尚未列入城市總體規(guī)劃中、物流企業(yè)運營成本較大、物流企業(yè)整體水平不高、物流管理缺乏統(tǒng)籌協(xié)調(diào)、已建成的物流園區(qū)未能充分發(fā)揮其功能、進(jìn)出口兩個物流園的建成和啟動將直接沖擊部分物流園區(qū)的發(fā)展等;研究指出二連浩特物流園區(qū)建設(shè)發(fā)展的主要對策為:建設(shè)部門應(yīng)就土地規(guī)劃和土地管理政策、財政稅費政策、交通運輸政策等方面積極爭取省市政府的相關(guān)扶持政策;充分整合、改造提升已有的物流資源;完善保障物流園區(qū)建設(shè)與發(fā)展的政策法規(guī)體系;做好物流園區(qū)周邊交通運輸配套設(shè)施建設(shè);加強專業(yè)物流人才培養(yǎng)。研究成果能夠指導(dǎo)二連浩特以及國內(nèi)相似城市的物流園區(qū)、物流產(chǎn)業(yè)的建設(shè)和發(fā)展。
[Abstract]:Modern logistics plays an important role in the national economy and social development. As an important node of the urban and regional logistics and economic development, the construction planning and sustainable development of the logistics park have a great influence on the development of the logistics industry and the whole city. The rational planning and scientific development of the logistics park can be distributed. The economic and market environment of Erenhot logistics park, the policy environment, the necessity of the construction of the logistics park in the city are analyzed, the organization network, the integration of elements, the seamless interface, the third party flow, the growth pole and other related theories are summarized, through field investigation and statistics. The main problems in the development of Erenhot logistics and the construction of logistics park are as follows: the logistics land has not been included in the overall planning of the city, the cost of the logistics enterprises is large, the overall level of logistics enterprises is not high, the logistics management is lack of overall coordination, and the completed material and flow park has not fully played its function, and the two items of import and export are not fully realized. The construction and starting of the flow garden will directly impact the development of some logistics parks, and the main countermeasures for the construction and development of Erenhot logistics park are as follows: the construction departments should actively strive for the supporting policies of the provinces and cities on the land planning and land management policies, the fiscal tax and fee policies, the transportation policy and so on; and the reform should be fully integrated and changed. We will improve the existing logistics resources, improve the policy and regulation system to ensure the construction and development of logistics parks, do a good job in the construction of transportation facilities around the logistics park, and strengthen the training of professional logistics personnel. The research results can guide the logistics parks in Erenhot and similar cities in China, and the construction and development of the logistics industry.
