【摘要】：隨著生態(tài)文明建設(shè)和綠色發(fā)展理念的深入人心,各地對(duì)資源節(jié)約與環(huán)境保護(hù)的重視程度日益加強(qiáng),各級(jí)政府也相繼出臺(tái)了一系列的節(jié)能減排政策。如何在經(jīng)濟(jì)新常態(tài)背景下,有效發(fā)揮節(jié)能政策的作用來(lái)促進(jìn)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展,是當(dāng)前揚(yáng)州在推動(dòng)節(jié)能降耗工作中亟待解決的問(wèn)題。本文以揚(yáng)州市節(jié)能政策的執(zhí)行情況為研究對(duì)象,綜合運(yùn)用查閱文獻(xiàn)、調(diào)查研究、比較分析等方法,總結(jié)了揚(yáng)州市節(jié)能政策執(zhí)行的現(xiàn)狀與取得的成效,發(fā)現(xiàn)揚(yáng)州市節(jié)能政策執(zhí)行主要存在執(zhí)行偏差、執(zhí)行能力落后、過(guò)程管理不優(yōu)、自覺參與程度不高等方面的問(wèn)題。隨后,從公共政策執(zhí)行的角度,運(yùn)用史密斯政策執(zhí)行模式理論,從政策本身、執(zhí)行主體、政策受體、政策環(huán)境等方面客觀分析了產(chǎn)生上述問(wèn)題的原因,主要是：政策設(shè)計(jì)不完善、執(zhí)行主體設(shè)置存在缺陷、政策資源保障不足、政策認(rèn)知不到位。通過(guò)借鑒國(guó)內(nèi)外發(fā)達(dá)經(jīng)濟(jì)體在構(gòu)建節(jié)能政策體系、利用市場(chǎng)化手段、健全監(jiān)管體系、創(chuàng)新執(zhí)行方式等方面的成功經(jīng)驗(yàn),結(jié)合揚(yáng)州經(jīng)濟(jì)發(fā)展的實(shí)際情況,本研究提出了可供參考的對(duì)策建議,希望能優(yōu)化揚(yáng)州市節(jié)能政策的執(zhí)行。一是完善節(jié)能政策體系,建立政策評(píng)估系統(tǒng)；二是強(qiáng)化執(zhí)行保障,提高目標(biāo)群體積極性；三是健全長(zhǎng)效機(jī)制,提升執(zhí)行主體效能；四是改善環(huán)境因素,提高節(jié)能政策的認(rèn)知和認(rèn)同。
[Abstract]:With the construction of ecological civilization and the concept of green development deeply rooted in the hearts of the people, the importance of conservation of resources and environmental protection is increasingly strengthened, and governments at all levels have issued a series of energy-saving and emission reduction policies. How to effectively play the role of energy-saving policies to promote sustainable economic and social development in the context of the new normal economy is the urgent problem to be solved in Yangzhou in promoting energy saving and consumption reduction. Taking the implementation of energy conservation policy in Yangzhou as the research object, this paper summarizes the current situation and achievements of the implementation of energy conservation policy in Yangzhou by means of literature review, investigation and comparative analysis. It is found that there are some problems in the implementation of Yangzhou energy saving policy, such as the deviation of execution, backward execution ability, poor process management and low degree of conscious participation. Then, from the perspective of public policy implementation, using Smith's policy execution model theory, the author objectively analyzes the reasons for the above problems from the aspects of policy itself, executive subject, policy receptor, policy environment, and so on. Mainly: the policy design is not perfect, the execution main body has the flaw, the policy resources guarantee is insufficient, the policy cognition is not in place. By drawing lessons from the successful experiences of the developed economies at home and abroad in the construction of energy-saving policy system, the use of market-oriented means, the improvement of the regulatory system, and the innovation of implementation methods, the paper combines the actual situation of Yangzhou's economic development. This study puts forward some countermeasures and suggestions for reference, hoping to optimize the implementation of Yangzhou energy-saving policy. First, to perfect the energy-saving policy system and establish a policy evaluation system; second, to strengthen the implementation guarantee and increase the enthusiasm of the target group; third, to improve the long-term mechanism and enhance the effectiveness of the executive body; and fourth, to improve the environmental factors. Improve the awareness and recognition of energy conservation policies.
