【摘要】：本文基于目前對(duì)PPP概念本身及其本質(zhì)認(rèn)識(shí)上存在的巨大分歧,著重闡釋什么是PPP以及PPP的理論基礎(chǔ)是什么。文章提出需要將PPP與其他相關(guān)或類(lèi)似概念加以區(qū)分,如私有化、服務(wù)外包、政府采購(gòu)等。文章梳理了現(xiàn)有文獻(xiàn)根據(jù)PPP用途劃分的4種不同的PPP認(rèn)識(shí)維度,進(jìn)而提出不存在符合所有類(lèi)型PPP的共性特征。文章最后闡述了PPP的理論基礎(chǔ)和經(jīng)濟(jì)邏輯。
[Abstract]:Based on the great differences in understanding the concept and nature of PPP at present, this paper focuses on explaining what is PPP and what the theoretical basis of PPP is. This paper points out the need to distinguish PPP from other related or similar concepts, such as privatization, service outsourcing, government procurement and so on. In this paper, four kinds of PPP cognitive dimensions according to the use of PPP are sorted out, and the general characteristics of PPP are not found in all types of PPP. Finally, the theoretical basis and economic logic of PPP are expounded.
