【摘要】：推進(jìn)新型城鎮(zhèn)化及農(nóng)民市民化,在我國經(jīng)濟社會發(fā)展全局中具有重要意義,是樹立和落實科學(xué)發(fā)展觀的必然要求,也是實現(xiàn)全面小康目標(biāo)的必然要求。隨著城鎮(zhèn)化的發(fā)展,城市與農(nóng)村、市民與農(nóng)民的差距明顯,社會矛盾不斷凸顯。我國每年都有數(shù)百萬農(nóng)民拋下沉悶、無趣的農(nóng)活,投入燦爛多彩的城市生活,大多數(shù)農(nóng)民來到城市只是孑然一身,住在污穢不堪的地方,做著沒有人要做的臟工作,盡管這樣,依然得不到很多基本的社會保障。隨著越來越多農(nóng)民在城市定居,如何讓這些農(nóng)民與城市居民一樣住的起房子,一樣的享受社會福利,讓他們?nèi)谌氤鞘猩鐣?是我國當(dāng)今面臨的最大經(jīng)濟社會挑戰(zhàn)之一。本文以此為出發(fā)點,考慮如何讓更多農(nóng)民實現(xiàn)身份、職業(yè)和觀念的全新轉(zhuǎn)移,縮小社會成員在財富分配、發(fā)展機會、享受公共服務(wù)等方面的差距,增強社會認(rèn)同感。通過分析各種渠道農(nóng)民市民化的具體問題,從農(nóng)民市民化主體思想觀念、主體素質(zhì)、制度缺陷等方面研究發(fā)現(xiàn),城鄉(xiāng)二元經(jīng)濟結(jié)構(gòu)是其總根源,土地制度禁錮了農(nóng)民經(jīng)濟來源,飽和而又帶有歧視性的就業(yè)環(huán)境,政府部門和決策主體矛盾的心態(tài)造成了農(nóng)民市民化過程中身份困擾和障礙,加之農(nóng)民自身素質(zhì)及就業(yè)技能不高更是增加了農(nóng)民市民化難度。借鑒國外經(jīng)驗,結(jié)合我國實際情況,本文也根據(jù)障礙因素提出促進(jìn)農(nóng)民市民化進(jìn)程的對策建議,例如淡化戶籍衍生功能,建立更為健康的土地征用賠償制度,完善社會保障,加大政府保障等,以期有所幫助。
[Abstract]:It is of great significance in the overall economic and social development of our country to promote the new type of urbanization and the urbanization of farmers. It is an inevitable requirement for setting up and implementing the scientific concept of development and for realizing the goal of a well-off society in an all-round way. With the development of urbanization, urban and rural areas, the gap between citizens and farmers is obvious, social contradictions continue to highlight. Every year, millions of farmers in our country leave behind dull, boring farm work and put into brilliant and colorful urban life. Most of them come to the city alone, living in filthy places and doing dirty work that no one has to do, though. There is still no access to basic social security. As more and more farmers settle down in cities, how to make them live in the same house, enjoy social welfare and integrate into urban society is one of the biggest economic and social challenges facing our country. This paper takes this as a starting point to consider how to make more farmers realize the new transfer of identity, occupation and concept, narrow the gap between social members in wealth distribution, development opportunities, enjoy public services, and strengthen the social identity. Based on the analysis of the specific problems of farmers' urbanization in various channels, it is found that the dual economic structure of urban and rural areas is its general root, and the land system impairs the peasants' economic sources from the aspects of the main ideology, the quality of the subject and the defects of the system. The saturated and discriminatory employment environment, the contradictory mentality between the government department and the decision-making subject causes the identity puzzlement and obstacle in the process of farmer's citizenship, and the farmer's own quality and employment skill are not high, which increases the difficulty of the farmer's citizenship. Based on the experience of foreign countries and the actual situation of our country, this paper also puts forward countermeasures and suggestions to promote the process of farmers' citizenship, such as desalinating the derivative function of household registration, establishing a more healthy land requisition compensation system, and perfecting social security. Increase government security and so on, with a view to help.
