【摘要】：黨的十八大報(bào)告提出要“堅(jiān)持走中國(guó)特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路”,并且要推動(dòng)城鄉(xiāng)發(fā)展一體化,形成“以工促農(nóng)、以城帶鄉(xiāng)、工農(nóng)互惠、城鄉(xiāng)一體的新型工農(nóng)、城鄉(xiāng)關(guān)系”。新型城鎮(zhèn)化的核心是人的城鎮(zhèn)化,它強(qiáng)調(diào)以新型工業(yè)化為動(dòng)力,以統(tǒng)籌兼顧為原則,推動(dòng)城市現(xiàn)代化、城市集群化、城市生態(tài)化、農(nóng)村城鎮(zhèn)化,全面提升城鎮(zhèn)化質(zhì)量和水平。在新型城鎮(zhèn)化大背景下,地處呂梁山西麓、被譽(yù)為“中國(guó)最具潛力的十大古鎮(zhèn)”之一的磧口鎮(zhèn)政府積極作為、乘勢(shì)而上就深入推進(jìn)城鎮(zhèn)化建設(shè)做了許多卓有成效的工作,但在如何走“就地城鎮(zhèn)化”道路,努力做到文化遺產(chǎn)保護(hù)與社會(huì)經(jīng)濟(jì)發(fā)展“兩手抓、兩不誤”這一目標(biāo)時(shí)遇到了一些現(xiàn)實(shí)問題�；诖�,準(zhǔn)確把握磧口古鎮(zhèn)存在困難和問題的癥結(jié)所在,就其修復(fù)保護(hù)、建設(shè)發(fā)展進(jìn)行規(guī)劃,實(shí)施農(nóng)業(yè)與旅游業(yè)齊頭并進(jìn)、城鎮(zhèn)與鄉(xiāng)村互動(dòng)發(fā)展的新型城鎮(zhèn)化建設(shè)工程,應(yīng)是當(dāng)前乃至今后很長(zhǎng)時(shí)期的一個(gè)發(fā)展方向和重要內(nèi)容。本文除導(dǎo)論與結(jié)論外,共分三部分,圍繞磧口古鎮(zhèn)城鎮(zhèn)化建設(shè)存在的問題、原因分析及對(duì)策研究進(jìn)行探討。第一章介紹磧口城鎮(zhèn)化建設(shè)的現(xiàn)狀,分別介紹磧口的歷史沿革、古鎮(zhèn)特點(diǎn)及磧口城鎮(zhèn)化建設(shè)的現(xiàn)狀；第二章分析磧口古鎮(zhèn)城鎮(zhèn)化建設(shè)中存在的一些突出問題并對(duì)其進(jìn)行原因剖析；第三章針對(duì)磧口城鎮(zhèn)化建設(shè)中存在的問題提出對(duì)策,提出需要進(jìn)行科學(xué)規(guī)劃、加強(qiáng)自然環(huán)境與人文文化的保護(hù)、推進(jìn)旅游開發(fā)及引入村民參與等內(nèi)容。
[Abstract]:In the report of the 18th National Congress of the CPC, it was proposed to "adhere to the road of new-type industrialization with Chinese characteristics, informatization, urbanization, and agricultural modernization" and to promote the integration of urban and rural development, and to form "promoting agriculture by industry, taking cities and townships, and mutually benefiting workers and peasants." Urban and rural integration of a new type of industry and agriculture, urban and rural relations. The core of new urbanization is human urbanization, which emphasizes the new industrialization as the motive force and the overall consideration as the principle, promotes the city modernization, the city cluster, the city ecology, the countryside urbanization, comprehensively promotes the urbanization quality and the level. Under the background of new urbanization, the government of Qikou Town, located at the western foot of Luliangshan and known as "one of the ten most promising ancient towns in China," has taken advantage of the situation and made a lot of fruitful efforts to promote the construction of urbanization in depth. However, some practical problems have been encountered in the course of "urbanization on the spot" and the goal of "paying attention to the protection of cultural heritage and the development of social economy". Based on this, we should accurately grasp the crux of the difficulties and problems existing in Qikou Ancient Town, plan its restoration, protection, construction and development, and implement a new type of urbanization construction project in which agriculture and tourism go hand in hand and towns and villages interact with each other. Should be a development direction and important content of current and very long period in the future. In addition to the introduction and conclusion, this paper is divided into three parts, focusing on the problems, causes and countermeasures of the urbanization construction of Qikou ancient town. The first chapter introduces the present situation of Qikou's urbanization construction, introduces the historical evolution of Qikou, the characteristics of ancient town and the present situation of Qikou's urbanization construction. The second chapter analyzes some outstanding problems in the urbanization construction of Qikou ancient town and analyzes the reasons for them. The third chapter puts forward the countermeasures against the problems existing in Qikou's urbanization construction, and puts forward the need for scientific planning. Strengthen the protection of natural environment and human culture, promote tourism development and introduce villagers' participation.
