【摘要】：在第十二屆全國人民代表大會第三次會議上(2015年3月5日召開),國務(wù)院總理李克強同志在政府報告中指出:“落實好全面振興東北老工業(yè)基地的策略,深化國企改變,改善配置資源,推動產(chǎn)業(yè)結(jié)構(gòu)改進,尤其是最大限度的使人力資源在經(jīng)濟發(fā)展方面的促進作用得以實現(xiàn)”。2015黑龍江省政府報告(2015年1月27日陸昊)中也提到大力調(diào)整產(chǎn)業(yè)結(jié)構(gòu),推進經(jīng)濟平穩(wěn)發(fā)展的相關(guān)內(nèi)容,其中如何高效利用黑龍江省老工業(yè)基人力資源,滿足人力資源需求建設(shè)就是重要任務(wù)之一。本文以黑龍江省老工業(yè)基地為研究區(qū)域,以人力資源需求為研究主體,綜合利用定性分析與定量分析的方法對影響黑龍江省老工業(yè)基地人力資源需要進行研究并作出預(yù)測。在界定黑龍江省老工業(yè)基地的基礎(chǔ)上,對人力資源需求的概念進行闡述,構(gòu)建灰色預(yù)測模型。分析黑龍江省老工業(yè)基地產(chǎn)業(yè)發(fā)展結(jié)構(gòu)及特點,探究人力資源需求的現(xiàn)狀及存在的問題,從人力資源需求數(shù)量、質(zhì)量和結(jié)構(gòu)等方面入手,利用層次分析法找到關(guān)鍵的影響因素,以灰色預(yù)測模型為預(yù)測方法,統(tǒng)計就業(yè)人數(shù)、學(xué)歷分布和年齡結(jié)構(gòu)三方面的數(shù)據(jù)為基礎(chǔ)進行預(yù)測。由于人力資源需求建設(shè)關(guān)乎到黑龍江省老工業(yè)基地發(fā)展與創(chuàng)新,所以當(dāng)前最重要的任務(wù)之一就是必須滿足人力資源需求這個戰(zhàn)略性的問題,做到在滿足人力資源需求質(zhì)量和數(shù)量的前提下合理調(diào)整人力資源需求結(jié)構(gòu),最大限度地調(diào)動黑龍江省老工業(yè)基地人力資源的積極性,并且做到吸引和收納外來的人才,并挖掘出內(nèi)部潛在的人才,為老工業(yè)基地人力資源的更新和發(fā)展提供源源不斷的動力。黑龍江省老工業(yè)基地應(yīng)當(dāng)充分發(fā)揮其自身優(yōu)勢,并且給予滿足區(qū)域人力資源需求預(yù)測的必要性以足夠的重視,發(fā)展起到最大的作用。此外,本文以國內(nèi)外人力資源相關(guān)理論與需求預(yù)測方式研究為基礎(chǔ),分析黑龍江省老工業(yè)基地人力資源需求的預(yù)測趨勢,試圖探索黑龍江省老工業(yè)基地人力資源的作用原理,利用灰色預(yù)測模型科學(xué)分析對振興黑龍江省老工業(yè)基地人力資源的促進作用,且概括出黑龍江省老工業(yè)基地人力資源需求發(fā)展的不足的原因,并提出對未來人力資源需求預(yù)測實施建議,根據(jù)這些來建立黑龍江省老工業(yè)基地人才需求預(yù)測研究的框架。希望本篇文章能為黑龍江省老工業(yè)基地人力資源需求預(yù)測的相關(guān)研究提供參考和現(xiàn)實應(yīng)用價值與意義。
[Abstract]:At the third session of the Twelfth National people's Congress (held on March 5, 2015), Premier Li Keqiang of the State Council pointed out in a government report: "implement the strategy of comprehensively revitalizing the old industrial bases in the Northeast and deepen the transformation of state-owned enterprises." To improve the allocation of resources and promote the improvement of industrial structure, in particular to maximize the role of human resources in promoting economic development, "the report of the Heilongjiang Provincial Government of 2015 (Lu Hao, 27 January 2015) also mentioned efforts to readjust the industrial structure, One of the important tasks is how to make efficient use of the old industrial human resources in Heilongjiang Province and how to meet the needs of human resources. This paper takes the old industrial base of Heilongjiang Province as the research area, takes the human resource demand as the main body, synthetically uses the qualitative analysis and the quantitative analysis method to carry on the research and the forecast to the influence Heilongjiang Province old industrial base human resources need. On the basis of defining the old industrial base of Heilongjiang Province, the concept of human resource demand is expounded, and the grey forecasting model is constructed. This paper analyzes the industrial development structure and characteristics of the old industrial base in Heilongjiang Province, probes into the present situation and existing problems of the human resource demand, starts with the quantity, quality and structure of the human resource demand, and finds out the key influencing factors by using the Analytic hierarchy process (AHP). The grey prediction model is used as the prediction method, and the data of employment, educational background distribution and age structure are counted as the basis of prediction. Since the construction of human resource needs is related to the development and innovation of the old industrial base in Heilongjiang Province, one of the most important tasks at present is to meet the strategic problem of human resource needs. On the premise of satisfying the quality and quantity of human resource demand, we can rationally adjust the structure of human resource demand, mobilize the enthusiasm of human resources in Heilongjiang Province's old industrial base to the maximum extent, and attract and absorb talents from outside. And excavates the internal potential talented person, for the old industrial base human resources renewal and the development provides the unceasing power. The old industrial base of Heilongjiang Province should give full play to its own advantages, and give enough attention to the necessity of meeting the regional human resource demand forecast, the development of which plays the most important role. In addition, based on the research of human resource theory and demand forecasting method at home and abroad, this paper analyzes the forecasting trend of human resource demand in Heilongjiang Province's old industrial base, and tries to explore the working principle of human resource in Heilongjiang Province's old industrial base. Based on the scientific analysis of grey prediction model, the paper analyzes the promotion effect of human resources in Heilongjiang Province's old industrial base, and summarizes the reasons for the shortage of human resource demand development in Heilongjiang Province's old industrial base. And put forward the future human resource demand forecast implementation suggestion, according to these to establish Heilongjiang Province old industrial base talented person demand forecast research frame. It is hoped that this article can provide reference and practical application value and significance for the research of human resource demand prediction in Heilongjiang Province old industrial base.
