【摘要】：內(nèi)生技術(shù)進(jìn)步是經(jīng)濟(jì)長(zhǎng)期增長(zhǎng)的源泉。盡管主要的內(nèi)生經(jīng)濟(jì)增長(zhǎng)模型將知識(shí)資本積累、人力資本積累和研究與開發(fā)活動(dòng)視為技術(shù)進(jìn)步的內(nèi)生路徑,但是人力資本積累才是技術(shù)進(jìn)步的原動(dòng)力。當(dāng)前中國(guó)經(jīng)濟(jì)轉(zhuǎn)型中諸如"供給側(cè)結(jié)構(gòu)性改革"、"中國(guó)制造2025"、"互聯(lián)網(wǎng)+"、"智慧城市"等重大發(fā)展戰(zhàn)略能否成功實(shí)施,歸根到底都取決于人力資本積累,尤其是青年人力資本積累的速度、質(zhì)量和規(guī)模。政府應(yīng)當(dāng)加快調(diào)整人力資本投資政策,加大產(chǎn)業(yè)內(nèi)人力資本投資力度,增加對(duì)青年人力資本積累的投資,改革現(xiàn)有的學(xué)校職業(yè)教育體制。
[Abstract]:Endogenous technological progress is the source of long-term economic growth. Although the main endogenous economic growth model regards the accumulation of knowledge capital, human capital and research and development activities as the endogenous path of technological progress, the accumulation of human capital is the driving force of technological progress. The successful implementation of major development strategies such as "supply-side structural reform", "made in China 2025", "Internet" and "smart city" in China's current economic transformation depends, in the final analysis, on the accumulation of human capital. In particular, youth human capital accumulation speed, quality and scale. The government should speed up the adjustment of human capital investment policy, increase the investment of human capital in industry, increase the investment in the accumulation of youth human capital, and reform the existing school vocational education system.
