【摘要】：我國(guó)的經(jīng)濟(jì)建設(shè)自改革開(kāi)放以來(lái)取得了舉世矚目的成就,但是居民消費(fèi)卻普遍偏低。從實(shí)際情況來(lái)看,以傳統(tǒng)的高投資和出口來(lái)拉動(dòng)經(jīng)濟(jì)的方式已經(jīng)很難再適應(yīng)我國(guó)的國(guó)情,帶動(dòng)我國(guó)經(jīng)濟(jì)持續(xù)快速增長(zhǎng)。人力資本作為一種新的生產(chǎn)要素,慢慢影響了經(jīng)濟(jì)的發(fā)展,從而成為影響居民消費(fèi)的重要因素。人力資本投資主要由政府、個(gè)人和企業(yè)的投資組成。由于人力資本投資具有外部效應(yīng),在投資過(guò)程中容易形成市場(chǎng)失靈,因此,需要政府的宏觀調(diào)控。政府參與人力資本投資還可以在一定程度上避免風(fēng)險(xiǎn)以及優(yōu)化人力資本資源配置。近幾年,政府不斷加大教育、醫(yī)療等方面投入來(lái)刺激消費(fèi)需求,因此,研究政府人力資本投資究竟對(duì)我國(guó)的居民消費(fèi)產(chǎn)生怎樣的影響,對(duì)我國(guó)發(fā)展人力資本投資和促進(jìn)居民消費(fèi)具有現(xiàn)實(shí)意義。本文從改善政府人力資本投資、拉動(dòng)消費(fèi)水平的方向入手,分析并論證了政府人力資本投資如何影響居民消費(fèi)的現(xiàn)象。首先,本文從理論上分析了我國(guó)人力資本投資對(duì)居民消費(fèi)的影響;其次,對(duì)我國(guó)政府人力資本投資的發(fā)展現(xiàn)狀進(jìn)行詳細(xì)的介紹;再次,本文選取1992—2013年的全國(guó)年度數(shù)據(jù)作為研究樣本,并以時(shí)間序列模型和VAR模型為基礎(chǔ),從整體分析和路徑分析兩個(gè)視角來(lái)分析政府人力資本投資是如何影響居民消費(fèi)的;最后,針對(duì)實(shí)證結(jié)果,對(duì)如何提升我國(guó)居民消費(fèi)提出政府人力資本支出的政策建議。根據(jù)實(shí)證研究結(jié)果,我們發(fā)現(xiàn),在整體分析中,政府人力資本投資(教育人力資本投資和健康人力資本投資)對(duì)居民消費(fèi)之間存在擠入效應(yīng)。并且,收入、收入差距以及人口年齡結(jié)構(gòu)都是影響居民消費(fèi)水平的重要因素;而在路徑分析中,研究結(jié)果顯示政府人力資本投資通過(guò)提高居民收入、縮小收入差距以及引致私人人力資本投資來(lái)影響居民消費(fèi)�；趯�(shí)證結(jié)果,文章從增加政府人力資本支出規(guī)模、提高政府人力資本支出效率及完善相關(guān)配套機(jī)制等方面提出政策建議,以期達(dá)到提升居民消費(fèi)的目的。
[Abstract]:China's economic construction has made remarkable achievements since the reform and opening up, but the residents' consumption is generally low. From the actual situation, it is very difficult to adapt to the situation of our country by the traditional way of high investment and export to pull the economy, and drive our country's economy to grow continuously and rapidly. As a new factor of production, human capital has gradually affected the development of economy and become an important factor affecting the consumption of residents. Human capital investment is mainly composed of government, individual and enterprise investment. Due to the external effect of human capital investment, it is easy to form market failure in the process of investment, so it is necessary for the government to adjust and control macroscopically. Government participation in human capital investment can also avoid risks and optimize the allocation of human capital resources to a certain extent. In recent years, the government has continuously increased its investment in education and medical care to stimulate consumer demand. Therefore, to study the impact of government investment in human capital on residents' consumption in China, It is of practical significance for our country to develop human capital investment and promote resident consumption. This paper starts with the direction of improving the government's human capital investment and pulling the consumption level, and analyzes and demonstrates how the government's human capital investment affects the residents' consumption. First of all, this paper theoretically analyzes the impact of human capital investment on the consumption of residents; secondly, the development of human capital investment in China's government is introduced in detail; thirdly, This paper selects the national annual data from 1992 to 2013 as the research sample, and based on the time series model and the VAR model, analyzes how the government human capital investment affects the residents' consumption from the perspective of holistic analysis and path analysis. Based on the empirical results, this paper puts forward some policy suggestions on how to improve the consumption of Chinese residents. According to the empirical results, we find that, in the overall analysis, there is a crowding effect between government human capital investment (education human capital investment and healthy human capital investment) on residents' consumption. Moreover, the income gap and the age structure of the population are the important factors that affect the consumption level of the residents. In the path analysis, the research results show that the human capital investment of the government can improve the residents' income. Narrowing the income gap and leading to private human capital investment to affect consumption. Based on the empirical results, this paper puts forward some policy suggestions from the aspects of increasing the scale of government human capital expenditure, improving the efficiency of government human capital expenditure and perfecting the relevant supporting mechanism, in order to achieve the purpose of enhancing the consumption of residents.
