平頂山市食品質(zhì)量安全監(jiān)管體系研究

【摘要】:構(gòu)建食品質(zhì)量安全監(jiān)管體系是食品安全的基礎(chǔ)性、全局性工作。通過實(shí)地考察、調(diào)研和食品質(zhì)量安全問卷調(diào)查,剖析了平頂山市食品質(zhì)量安全現(xiàn)狀和存在問題,得出了平頂山市食品質(zhì)量安全監(jiān)管應(yīng)當(dāng)建立食品質(zhì)量安全追溯體系、召回體系、誠信體系、應(yīng)急處理體系。平頂山市食品監(jiān)管體系整合了食品監(jiān)管資源,建立了市場監(jiān)督管理局和綜合性的食品檢測中心,在農(nóng)村行政村和城鎮(zhèn)社區(qū)設(shè)立食品監(jiān)管協(xié)管員,承擔(dān)協(xié)助執(zhí)法、隱患排查、信息報(bào)告、宣傳教育等職責(zé),所需人員津貼納入財(cái)政預(yù)算,同時(shí)明確了相關(guān)監(jiān)管部門的職責(zé),建立權(quán)責(zé)分明的食品安全組織體系。追溯體系要求轄區(qū)內(nèi)的大農(nóng)場和飼養(yǎng)戶,對自己飼養(yǎng)的牲畜和家禽都貼上標(biāo)簽,并錄入食品安全標(biāo)簽數(shù)據(jù)庫,屠宰場要記錄畜身和禽身的具體來源和批發(fā)地址,生產(chǎn)的食品上或包裝上要有詳細(xì)的標(biāo)示,市場監(jiān)督管理局要對不同批次、不同種類的食品建立食品留樣機(jī)制,并做好詳細(xì)登記,如果出現(xiàn)食品質(zhì)量安全問題,迅速鎖定生產(chǎn)不合格食品企業(yè)和企業(yè)法人。召回體系調(diào)動(dòng)了食品企業(yè)召回缺點(diǎn)食物的主動(dòng)性,食品生產(chǎn)者在政府監(jiān)督下主動(dòng)召回缺點(diǎn)食物,使食品生產(chǎn)企業(yè)在缺點(diǎn)食物召回后能在最短時(shí)間把影響降到最低。食品安全誠信體系增強(qiáng)食品企業(yè)自身誠信觀念,從各環(huán)節(jié)確保誠信,保障食品質(zhì)量安全,維護(hù)食品市場的秩序,起到根本打擊及震懾市場上的各類失信行為的作用。食品突發(fā)事件的應(yīng)急處置體系實(shí)施應(yīng)急處理事務(wù),切實(shí)保障市民的切身利益,提升食品監(jiān)管部門應(yīng)對食品突發(fā)事故的能力,以最快的速度把事故的危害和損失降到最低。從建立權(quán)責(zé)分明的食品安全組織體系、加強(qiáng)食品安全的宣傳和培訓(xùn)、加大政府鼓勵(lì)和扶持力度,逐步完善技術(shù)建設(shè)和食品質(zhì)量安全監(jiān)管體系各子體系的實(shí)施四個(gè)方面提出了平頂山市食品質(zhì)量安全監(jiān)管體系的實(shí)施,有利于平頂山市食品行業(yè)持續(xù)、健康發(fā)展,進(jìn)而帶動(dòng)平頂山市工業(yè)經(jīng)濟(jì)增長和食品安全誠信水平的提高,促進(jìn)經(jīng)濟(jì)協(xié)調(diào)發(fā)展和社會(huì)全面進(jìn)步,保障廣大消費(fèi)者的身體健康,確保平頂山市的和諧與穩(wěn)定。
[Abstract]:The construction of food quality and safety supervision system is the basic and overall work of food safety. Through field investigation, investigation and questionnaire survey of food quality and safety, this paper analyzes the present situation and existing problems of food quality and safety in Pingdingshan, and concludes that food quality and safety supervision in Pingdingshan should establish food quality and safety traceability system and recall system. Integrity system, emergency management system. The food supervision system in Pingdingshan City has integrated food regulatory resources, established a market supervision administration and a comprehensive food inspection center, set up a food supervision coordinator in rural administrative villages and urban communities, and undertook to assist in law enforcement and hidden dangers investigation. Such duties as information reporting, propaganda and education, and the staff allowance required are included in the budget. At the same time, the responsibilities of the relevant regulatory authorities are clarified, and a food safety organization system with clear powers and responsibilities is established. The traceability system requires large farms and farmers in the jurisdiction to label their own livestock and poultry, and to enter the food safety labelling database, and slaughterhouses record the specific sources and wholesale locations of livestock and poultry bodies. The food produced or packaged shall be marked in detail, and the market supervision and administration shall establish a food sample retention mechanism for different batches and different types of food, and make detailed registration, if there is a problem of food quality and safety, Quickly lock down the production of unqualified food enterprises and enterprise legal person. The recall system has mobilized the initiative of food enterprises to recall defective foods, and food producers have voluntarily recalled defective foods under the supervision of the government, so that food producers can minimize the impact in the shortest time after recall of defective foods. The food safety credit system strengthens the food enterprise's own good faith idea, from each link guarantees the good faith, guarantees the food quality safety, maintains the food market order, plays the role of the fundamental attack and the deterrent each kind of discredit behavior in the market. The emergency handling system of food emergencies implements emergency handling affairs, effectively protects the vital interests of citizens, promotes the ability of food supervision departments to deal with food emergencies, and reduces the harm and loss of accidents to the minimum as soon as possible. From establishing a food safety organization system with clear powers and responsibilities, strengthening propaganda and training on food safety, and increasing government encouragement and support, The implementation of the food quality and safety supervision system in Pingdingshan City has been put forward in four aspects of gradually perfecting the technology construction and the implementation of each sub-system of the food quality and safety supervision system, which is conducive to the sustained and healthy development of the food industry in Pingdingshan City. Then it can promote the industrial economic growth and the improvement of food safety and credit level in Pingdingshan City, promote the coordinated development of economy and social progress, ensure the health of consumers and ensure the harmony and stability of Pingdingshan City.
