【摘要】：河南省自改革開放以來城鎮(zhèn)化發(fā)展較快,城鎮(zhèn)化率1978年僅為13.6%,2014年城鎮(zhèn)化率達(dá)到45.2%,城鎮(zhèn)化發(fā)展成就顯著。但與全國平均水平的54.77%相比差距較為明顯,河南省城鎮(zhèn)化率在全國排名較為靠后,在全國31個(gè)省市自治區(qū)中倒數(shù)第五,城鎮(zhèn)化水平有待提高。隨著新型城鎮(zhèn)化戰(zhàn)略部署的實(shí)施,以人為核心的城鎮(zhèn)化發(fā)展質(zhì)量日益受到重視。本文從對河南省城鎮(zhèn)化整體速度發(fā)展?fàn)顩r與各地市城鎮(zhèn)化速度發(fā)展?fàn)顩r分析入手,發(fā)現(xiàn)河南省城鎮(zhèn)化速度發(fā)展具有起步較晚、起點(diǎn)更低,快速發(fā)展但又與全國平均水平差距明顯,地區(qū)發(fā)展差異明顯的特征,同時(shí)又存在著城鎮(zhèn)化滯后于工業(yè)化、經(jīng)濟(jì)發(fā)展,城鎮(zhèn)化發(fā)展不足,土地城鎮(zhèn)化速度遠(yuǎn)遠(yuǎn)高于人口城鎮(zhèn)化速度的問題,河南省有能力也有必要繼續(xù)保持城鎮(zhèn)化的快速穩(wěn)步發(fā)展,以達(dá)到更高的城鎮(zhèn)化水平;在質(zhì)量分析上,本文從新型城鎮(zhèn)化的內(nèi)涵出發(fā)構(gòu)建城鎮(zhèn)化質(zhì)量評價(jià)指標(biāo)體系,對河南省各地市城鎮(zhèn)化質(zhì)量進(jìn)行分析,從綜合評價(jià)中可以看出河南省各地市城鎮(zhèn)化質(zhì)量存在明顯差距,多數(shù)地市城鎮(zhèn)化低質(zhì)量發(fā)展;在城鎮(zhèn)化速度與質(zhì)量的綜合分析中,河南省多數(shù)地區(qū)處于速度與質(zhì)量的不協(xié)調(diào)發(fā)展?fàn)顟B(tài),城鎮(zhèn)化發(fā)展處于較低層次。因此,在新型城鎮(zhèn)化形勢下,河南省肩負(fù)著速度發(fā)展與質(zhì)量發(fā)展的雙重任務(wù),以實(shí)現(xiàn)高水平、高質(zhì)量的城鎮(zhèn)化目標(biāo),最后本文有針對性地提出了在新型城鎮(zhèn)化形勢下促進(jìn)速度發(fā)展和質(zhì)量發(fā)展的建議。
[Abstract]:Since the reform and opening up, the urbanization rate in Henan Province has been developing rapidly, the urbanization rate was only 13.6 in 1978, and the urbanization rate reached 45.2 percent in 2014. However, compared with the national average of 54.77%, the urbanization rate of Henan Province is lower than that of the whole country, and the fifth lowest among the 31 provinces, cities and autonomous regions, and the level of urbanization needs to be improved. With the implementation of the new urbanization strategy, the development quality of human-centered urbanization has been paid more and more attention. Based on the analysis of the overall development of urbanization in Henan Province and the development of urbanization in various cities, it is found that the development of urbanization in Henan Province has a late start and a lower starting point. The rapid development, but also the obvious gap with the national average level, the obvious difference in regional development, at the same time, urbanization lags behind industrialization, economic development, urbanization development is insufficient, The speed of land urbanization is far higher than that of population urbanization. Henan Province has the ability and the need to continue to maintain the rapid and steady development of urbanization in order to achieve a higher level of urbanization. Starting from the connotation of new urbanization, this paper constructs the evaluation index system of urbanization quality, analyzes the urbanization quality of every prefecture and city in Henan Province, and from the comprehensive evaluation, we can see that there are obvious gaps in urbanization quality in every prefecture and city of Henan Province. In the comprehensive analysis of urbanization speed and quality, most areas in Henan Province are in the state of uncoordinated development of speed and quality, and urbanization development is at a lower level. Therefore, under the new urbanization situation, Henan Province is shouldering the dual task of speed development and quality development in order to achieve the goal of high level and high quality urbanization. Finally, the paper puts forward some suggestions to promote the development of speed and quality under the new urbanization situation.
