新疆阜康市城區(qū)居住環(huán)境調(diào)查及優(yōu)化研究

【摘要】:阜康市在快速城市化的進(jìn)程中,出現(xiàn)了許多居住環(huán)境的問題,如人口密度大、公共服務(wù)設(shè)施缺乏、空氣質(zhì)量持續(xù)下降等一系列問題,居民生活質(zhì)量受到極大影響,阜康市城區(qū)居住環(huán)境亟待改善。本論文以新疆阜康市城區(qū)居住環(huán)境為研究對(duì)象,采用文獻(xiàn)分析法結(jié)合國內(nèi)外發(fā)展現(xiàn)狀,總結(jié)出了影響居住環(huán)境18個(gè)指標(biāo)。在此基礎(chǔ)上,通過居民和管理者不同的視角,采用問卷調(diào)查與深度訪談相結(jié)合的方式,對(duì)居住環(huán)境各指標(biāo)進(jìn)行了詳細(xì)調(diào)查。在數(shù)據(jù)處理上,本文采用里克特量表對(duì)18個(gè)指標(biāo)滿意度進(jìn)行賦值,并利用因子分析方法提取出了影響阜康市居住環(huán)境的三大主要成分,分別是城市環(huán)境因子、小區(qū)環(huán)境因子、單體環(huán)境因子,他們包括10個(gè)具體指標(biāo)。論文采用平均值法對(duì)三大主成份包含的10個(gè)具體指標(biāo)進(jìn)行了滿意度評(píng)價(jià),結(jié)合管理者問卷數(shù)據(jù)的分析結(jié)論,得到了阜康市居住環(huán)境的優(yōu)劣勢指標(biāo)。阜康市居住環(huán)境的優(yōu)勢在于社會(huì)治安狀況和城市市政基礎(chǔ)設(shè)施的供給。而居住環(huán)境主要存在的問題為建筑單體舒適性管理不足、公共服務(wù)配套不足、空氣質(zhì)量惡化、物業(yè)服務(wù)水平不足、居住環(huán)境資源配置不均衡等幾個(gè)方面。提出的具體對(duì)策主要包括,在單體環(huán)境因子上,以改善建筑舒適度為重點(diǎn),包括制定管理最低標(biāo)準(zhǔn),建立以檢測機(jī)構(gòu)報(bào)告和居民評(píng)價(jià)相結(jié)合的舒適度評(píng)價(jià)體系,將舒適度指標(biāo)納入工程竣工驗(yàn)收工作。在小區(qū)環(huán)境因子上,提出以培育成熟的物業(yè)服務(wù)為重點(diǎn),包括規(guī)范物業(yè)服務(wù)行業(yè)服務(wù)標(biāo)準(zhǔn),加快業(yè)主委員會(huì)制定規(guī)范化建設(shè),加大監(jiān)督考核力度三項(xiàng)措施。在城市環(huán)境因子上,提出加強(qiáng)基礎(chǔ)性公共服務(wù)的財(cái)政投入力度,加強(qiáng)公共服務(wù)設(shè)施建設(shè)中程管理,強(qiáng)化污染企業(yè)源頭管理,深化大氣污染治理,創(chuàng)新區(qū)域管理機(jī)制等內(nèi)容。另外,在居住環(huán)境資源平衡配置上,提出以社區(qū)為單位全面展開居住環(huán)境資源配建摸底調(diào)查,將政府資源配建資金傾向居住環(huán)境基礎(chǔ)差的區(qū)域,暢通以網(wǎng)絡(luò)、手機(jī)為媒介的新型居民公眾參與渠道三項(xiàng)措施。
[Abstract]:In the process of rapid urbanization in Fukang City, there are many problems of living environment, such as high population density, lack of public service facilities, continuous decline of air quality, and so on. The quality of life of residents has been greatly affected. The living environment of urban area of Fukang city needs to be improved urgently. This paper takes the living environment of the urban area of Fukang, Xinjiang as the research object, and summarizes the 18 indexes that affect the living environment by using the literature analysis method and the current development situation at home and abroad. On this basis, through the different perspectives of residents and managers, this paper makes a detailed investigation on the residential environment indicators by means of the combination of questionnaire and in-depth interviews. In terms of data processing, this paper uses the Richter scale to assign the satisfaction degree of 18 indexes, and extracts three main components that affect the living environment of Fukang by factor analysis, which are urban environmental factors, residential environmental factors, and residential area environmental factors. Monomer environmental factors, they include 10 specific indicators. This paper adopts the method of average value to evaluate the satisfaction degree of 10 concrete indexes contained in the three principal components, and obtains the superior and inferior indexes of the living environment of Fukang city by combining the analysis conclusion of the manager's questionnaire data. The advantage of living environment in Fukang lies in the social security and the supply of municipal infrastructure. The main problems of living environment are inadequate management of building comfort, insufficient public service, deterioration of air quality, insufficient level of property service, unbalanced allocation of living environment resources, etc. The specific countermeasures proposed mainly include, in terms of individual environmental factors, focusing on the improvement of building comfort, including the establishment of minimum management standards, and the establishment of a comfort evaluation system based on the combination of inspection organization reports and residents' evaluations. The comfort index will be included in the acceptance of the completion of the project. In terms of the environmental factors of the residential area, this paper puts forward three measures, which focus on the cultivation of mature property service, including standardizing the service standard of the property service industry, speeding up the establishment of standardization construction by the owners' committee, and strengthening the supervision and assessment. In terms of urban environmental factors, the paper puts forward some contents, such as strengthening the financial input of basic public services, strengthening the medium-range management of the construction of public service facilities, strengthening the source management of polluting enterprises, deepening the air pollution control, and innovating the regional management mechanism, and so on. In addition, in terms of the balanced allocation of residential environment and resources, it is proposed that the community should be the unit to carry out a comprehensive survey on the construction of residential environment and resources, so that government resources can be allocated funds to areas with poor living environment foundation and unblocked by the network.
