【摘要】：為客觀、準(zhǔn)確地評價(jià)區(qū)域知識創(chuàng)造能力,總結(jié)研究開發(fā)投入、專利數(shù)量和科研論文為區(qū)域知識創(chuàng)造能力的主要評價(jià)指標(biāo),構(gòu)建區(qū)域知識創(chuàng)造能力的評價(jià)指標(biāo)體系�；谧顑�(yōu)組合賦權(quán)法建立區(qū)域知識創(chuàng)造能力評價(jià)模型,并對2009~2013年我國區(qū)域知識創(chuàng)造能力進(jìn)行實(shí)證分析。結(jié)果表明:區(qū)域知識創(chuàng)造能力以研究開發(fā)投入為基礎(chǔ),以專利和科研論文為主要產(chǎn)出標(biāo)準(zhǔn),是區(qū)域科技合作、知識轉(zhuǎn)移的綜合體現(xiàn),與區(qū)域經(jīng)濟(jì)發(fā)展、教育水平有顯著的關(guān)聯(lián),研究開發(fā)對區(qū)域知識創(chuàng)造能力的影響明顯大于科技產(chǎn)出水平。實(shí)證評價(jià)結(jié)果有助于為區(qū)域知識創(chuàng)造能力提升及區(qū)域創(chuàng)新能力的促進(jìn)提供實(shí)踐借鑒。
[Abstract]:In order to evaluate the regional knowledge creation ability objectively and accurately, sum up the research and development investment, the number of patents and the scientific research papers as the main evaluation index of the regional knowledge creation ability, and construct the evaluation index system of the regional knowledge creation ability. The evaluation model of regional knowledge creation ability is established based on the optimal combination weighting method, and the empirical analysis of regional knowledge creation ability in China from 2009 to 2013 is carried out. The results show that the regional knowledge creation ability is based on the research and development input, the main output standard is the patent and the scientific research paper. It is a comprehensive embodiment of the regional scientific and technological cooperation and knowledge transfer, and has a significant relationship with the development of regional economy and the level of education. The impact of research and development on regional knowledge creation ability is obviously greater than the level of scientific and technological output. The results of empirical evaluation are helpful for the promotion of regional knowledge creation ability and regional innovation ability.
