【摘要】：城鎮(zhèn)化的進路可以區(qū)分為演化論和建構論兩種。演化論的進路體現(xiàn)為群體成員對歷史上沿襲的城鎮(zhèn)化和城市發(fā)展習俗、慣例和其他內部規(guī)則的接受、調適,根據這些內部規(guī)則和變化的環(huán)境對自身行為作出調整,由此形成哈耶克意義上的"自發(fā)秩序"。建構論的進路則強調通過對秩序的人為設計和"建構",其中的整體建構進路則表現(xiàn)為從外部強加和整體建構一個城鎮(zhèn)化和城市發(fā)展秩序。人本城鎮(zhèn)化秩序需要體現(xiàn)"共同建構"或者"共同治理"秩序,強調立基于產權保護,從內部"共同建構"城鎮(zhèn)化和城市發(fā)展秩序,實現(xiàn)"共同治理"。根據哈耶克的秩序觀,這種秩序實際上要求滿足三大衡量標準:一是與個人自由兼容,二是利用知識分工,三是允許開放試錯。中國的城鎮(zhèn)化過程破壞個人產權和整體建構問題十分嚴重。在"共同建構"秩序下,產權保護、地方民主、參與式規(guī)劃、參與式預算等制度或程序就成為題中之義,因而最終會體現(xiàn)為人本城鎮(zhèn)化。
[Abstract]:The way of urbanization can be divided into evolution theory and constructivism. The evolutionary approach is reflected in the acceptance and adaptation of historical urbanization and urban development customs, practices and other internal rules by group members to adjust their behaviour to these internal rules and changing circumstances. Thus formed Hayek sense of "spontaneous order." The approach of constructivism emphasizes the artificial design and "construction" of order, in which the holistic approach is to impose and construct a whole order of urbanization and urban development from the outside. The human-oriented urbanization order needs to embody the order of "common construction" or "common governance", emphasize the establishment of the protection of property rights, "jointly construct" the order of urbanization and urban development from within, and realize "common governance". According to Hayek's view of order, this kind of order actually requires three measures: one is compatible with individual freedom, the other is to use the division of knowledge, and the third is to allow open trial and error. China's urbanization process undermines individual property rights and the overall construction of the problem is very serious. Under the order of "common construction", the system or procedure of property right protection, local democracy, participatory planning, participatory budget and so on becomes the meaning of the topic, and therefore it will be embodied in the humanism urbanization in the end.
