【摘要】：棄土消納場(chǎng)建設(shè)工作是K市政府安排市級(jí)國(guó)資平臺(tái)公司統(tǒng)籌進(jìn)行的一項(xiàng)市政基礎(chǔ)設(shè)施配套項(xiàng)目。圍繞實(shí)現(xiàn)棄土處置與用地上山、集約節(jié)約用地、城鄉(xiāng)建設(shè)發(fā)展共同推進(jìn)這一綜合目標(biāo),通過(guò)對(duì)世界各國(guó)政府主導(dǎo)進(jìn)行的分類處理、統(tǒng)籌建設(shè)等經(jīng)驗(yàn),以及我國(guó)相關(guān)產(chǎn)業(yè)開(kāi)發(fā)建設(shè)的經(jīng)驗(yàn),結(jié)合目前用地上山、土地一級(jí)開(kāi)發(fā)整理、地質(zhì)災(zāi)害處理等項(xiàng)目政策論證審批及實(shí)施的填土需要,采用棄土消納場(chǎng)項(xiàng)目與開(kāi)發(fā)項(xiàng)目資源共享、管理運(yùn)營(yíng)與建設(shè)同步、經(jīng)濟(jì)綜合核算、引入社會(huì)投資參與、專業(yè)化管理運(yùn)營(yíng)等方法,可以實(shí)現(xiàn)多項(xiàng)目安全有保障、成本最省、經(jīng)濟(jì)共贏、管理專業(yè)、統(tǒng)籌全面、社會(huì)效益最大的建設(shè)目標(biāo)。在我國(guó)投資理性化和社會(huì)企業(yè)要求公平參與日益突出的形勢(shì)下,結(jié)合我國(guó)處于市場(chǎng)的發(fā)育期、經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型期、制度改革的深水區(qū)、民生項(xiàng)目的敏感期,監(jiān)管平臺(tái)、管理方如果沒(méi)有工作和能力的定量考核,難以杜絕腐敗、推諉、扯皮、效率低下、管控度量沒(méi)有實(shí)際尺度等系列國(guó)有企業(yè)及私營(yíng)企業(yè)的通病。筆者參考我國(guó)對(duì)建設(shè)項(xiàng)目采用招投標(biāo)的手段,面向市場(chǎng),按照此類民生項(xiàng)目PPP模式涉及到更多社會(huì)民眾利益影響、環(huán)境及生態(tài)保護(hù)、地區(qū)產(chǎn)業(yè)及城鄉(xiāng)建設(shè)綜合統(tǒng)籌發(fā)展等非工程項(xiàng)目因素的研究結(jié)論,為了專業(yè)化、規(guī)范化、責(zé)權(quán)明晰化地通過(guò)公開(kāi)、公平、公正選擇具有競(jìng)爭(zhēng)力的合作伙伴,為了能最大限度地保障社會(huì)效益,結(jié)合國(guó)內(nèi)外利用層次分析法對(duì)相關(guān)環(huán)節(jié)的分析研究成果,以及國(guó)內(nèi)外對(duì)這類項(xiàng)目實(shí)現(xiàn)模式的探索,采用層次分析法的評(píng)價(jià)方法為基礎(chǔ),通過(guò)對(duì)關(guān)鍵性指標(biāo)如項(xiàng)目建設(shè)安全性、經(jīng)濟(jì)效益最優(yōu)性、租地及村民等周邊利益團(tuán)體協(xié)調(diào)能力保障、建設(shè)運(yùn)營(yíng)技術(shù)及管理能力、企業(yè)信譽(yù)及償債能力、擔(dān)保能力、后期項(xiàng)目可實(shí)現(xiàn)性及其內(nèi)涵因素,以定性和定量相結(jié)合的綜合評(píng)價(jià),公開(kāi)招標(biāo)選擇社會(huì)管理方,最終實(shí)現(xiàn)統(tǒng)籌建設(shè)發(fā)展的目標(biāo),也為目前國(guó)家推行PPP模式市場(chǎng)化、規(guī)范化選擇此類項(xiàng)目社會(huì)管理方樹(shù)立了新的樣板。
[Abstract]:The construction of the dump is a supporting project of municipal infrastructure arranged by the government of K, which is coordinated by the state capital platform company at the municipal level. Focusing on the comprehensive goal of realizing disposal of abandoned soil and land use up the mountain, intensive saving of land and development of urban and rural construction, and through the classified treatment led by the governments of various countries around the world, and the experience of overall planning and construction, and so on, As well as the experience of the development and construction of related industries in China, combining with the current project policy needs of land climbing, land first level development and consolidation, geological disaster treatment, etc., the project and the resources of the development project should be shared by the project of the abandoned soil, the acceptance of the field and the resources of the development project. Management and construction synchronization, comprehensive economic accounting, the introduction of social investment participation, professional management and operation methods, can achieve multi-project safety and security, the most cost-effective, economic win-win, management professional, overall planning, The construction target of the greatest social benefit. Under the situation of our country's investment rationalization and social enterprises' demand for fair participation in the increasingly prominent situation, combined with the development period of our country in the market, the transition period of economic structure, the deep water area of system reform, the sensitive period of people's livelihood project, the supervision platform, If the management does not have the quantitative examination of work and ability, it is difficult to put an end to corruption, prevarication, derailment, inefficiency, no actual measure of control and control, and so on, which are common problems of state-owned enterprises and private enterprises. The author refers to the use of bidding for construction projects in our country, facing the market, according to this kind of livelihood project PPP model involves more social and public interests, environmental and ecological protection, The conclusion of the research on non-engineering project factors, such as comprehensive overall development of regional industry and urban and rural construction, in order to professionalize, standardize, and clarify the responsibility and power to choose competitive partners through openness, fairness, and justice. In order to ensure the social benefit to the maximum extent, combined with the domestic and foreign analytic hierarchy process (AHP) analysis of the relevant links, as well as the domestic and foreign exploration of this kind of project realization mode, the AHP evaluation method is used as the basis. Through the key indicators such as project construction security, economic benefit optimization, land lease and villagers and other peripheral interest groups coordination ability protection, construction of operational technology and management capabilities, corporate reputation and solvency, guarantee capacity, In the later stage, the realizability of the project and its connotation factors, with the combination of qualitative and quantitative comprehensive evaluation, public bidding selection of social management, ultimately achieve the goal of overall construction and development, but also for the current national implementation of the PPP model marketization, Standardized selection of this type of project social management set a new model.
