基于合同能源管理高校節(jié)電項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:近年來(lái),隨著我國(guó)高校規(guī)模和人員的不斷擴(kuò)大,進(jìn)而導(dǎo)致了高校也成為用能重地。其中,據(jù)統(tǒng)計(jì),高校用電占其它耗能比例的30%以上。這種高能源消耗不僅浪費(fèi)了很多電能,而且還讓高校承受著巨大的財(cái)務(wù)負(fù)擔(dān)。國(guó)家為了解決高校電能過度的現(xiàn)象,引入合同能源管理模式對(duì)高校進(jìn)行節(jié)電改造。由節(jié)能服務(wù)公司將所有的項(xiàng)目?jī)?nèi)容進(jìn)行承接,高校在節(jié)電項(xiàng)目建設(shè)完成之后,節(jié)能服務(wù)公司將完成的項(xiàng)目交付高校,和高校一起分享節(jié)電收益。同時(shí),這對(duì)高校和節(jié)能服務(wù)公司都是一個(gè)雙贏的過程。但是,由于高校電力系統(tǒng)的復(fù)雜性和高校群體的特殊性,在采用合同能源管理模式進(jìn)行高校節(jié)電時(shí),會(huì)產(chǎn)生一定的風(fēng)險(xiǎn)。因此,論文以高校節(jié)電項(xiàng)目在嫁接于合同能源管理的模式后對(duì)風(fēng)險(xiǎn)管理方面的研究。近年來(lái),基于合同能源管理項(xiàng)目在我國(guó)其他建筑節(jié)能領(lǐng)域的成功應(yīng)用示范,相信采用合同能源管理模式一定會(huì)對(duì)高校節(jié)電項(xiàng)目產(chǎn)生重要的借鑒作用。本文通過調(diào)查分析某高校節(jié)電項(xiàng)目的特點(diǎn)并應(yīng)用合同能源管理模式,對(duì)節(jié)能服務(wù)公司在高校節(jié)電項(xiàng)目中可能發(fā)生的風(fēng)險(xiǎn)因素做詳細(xì)的識(shí)別,找出風(fēng)險(xiǎn)發(fā)生的原因和風(fēng)險(xiǎn)程度的大小,分析高校客戶在節(jié)電改造項(xiàng)目全過程風(fēng)險(xiǎn),確保高校能夠獲得可靠的利益。將風(fēng)險(xiǎn)管理和合同能源管理理論作為最堅(jiān)實(shí)的后盾,建立我國(guó)高校在節(jié)電項(xiàng)目合同能源管理的風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)。通過對(duì)風(fēng)險(xiǎn)的識(shí)別及分析,以粗糙集理論對(duì)節(jié)電項(xiàng)目的風(fēng)險(xiǎn)因素進(jìn)行權(quán)重確定,采用模糊綜合評(píng)判對(duì)節(jié)電項(xiàng)目進(jìn)行評(píng)價(jià),最后應(yīng)用案例進(jìn)行模型驗(yàn)證。評(píng)估后,發(fā)現(xiàn)實(shí)例中的高校節(jié)電項(xiàng)目風(fēng)險(xiǎn)水平為中等,該校能夠很好的利用已有的技術(shù)和管理水平解決相應(yīng)的問題。運(yùn)用各種行之有效的應(yīng)對(duì)措施,減少在節(jié)電項(xiàng)目中產(chǎn)生的風(fēng)險(xiǎn),降低項(xiàng)目的成本和損失,保證該校節(jié)電項(xiàng)目收益和節(jié)電效果的最大化。將高校的節(jié)電項(xiàng)目在合同能源管理模式下的風(fēng)險(xiǎn)進(jìn)行研究,能夠很好的提高我國(guó)高校節(jié)電項(xiàng)目改造的成功率,降低項(xiàng)目風(fēng)險(xiǎn),以成功的案例為示范,可以吸引更多的高校參與到節(jié)電改造的隊(duì)伍當(dāng)中,為高校節(jié)電事業(yè)的發(fā)展提供一種新思路。
[Abstract]:In recent years, with the continuous expansion of the scale and personnel of colleges and universities in China, colleges and universities have become energy-intensive areas. Among them, according to statistics, electricity consumption in colleges and universities accounted for more than 30% of other energy consumption. This high energy consumption not only wastes a lot of electricity, but also places a huge financial burden on colleges. In order to solve the phenomenon of excessive electric energy in colleges and universities, the government introduces the mode of contract energy management to save electricity in colleges and universities. After the construction of the energy-saving project, the energy-saving service company will deliver the completed project to the university, and share the power saving benefits with the university. At the same time, this is a win-win process for universities and energy-saving service companies. However, because of the complexity of university power system and the particularity of university group, there will be some risks when using contract energy management mode to save electricity in colleges and universities. Therefore, the paper studies the risk management after grafted into the mode of contract energy management. In recent years, based on the successful application and demonstration of the contract energy management project in other fields of building energy conservation in China, it is believed that the adoption of the contract energy management model will certainly have an important reference role for the energy saving projects in colleges and universities. By investigating and analyzing the characteristics of power saving projects in a certain university and applying the contract energy management mode, this paper makes a detailed identification of the risk factors that may occur in the energy saving projects in colleges and universities. Find out the cause of risk and the degree of risk, analyze the risk of college customers in the whole process of power saving transformation project, to ensure that colleges and universities can obtain reliable benefits. Taking the theory of risk management and contract energy management as the most solid backing, this paper establishes the risk evaluation index of the energy management contract in power saving projects in colleges and universities of our country. Through the identification and analysis of the risk, the weight of the power saving project risk factors is determined by rough set theory, the power saving project is evaluated by fuzzy comprehensive evaluation, and the model is verified by a case study. After evaluation, it is found that the risk level of the power saving project in the university is medium, and the university can make good use of the existing technology and management level to solve the corresponding problems. All kinds of effective countermeasures are used to reduce the risk in the power saving project, to reduce the cost and loss of the project, and to ensure the maximization of the benefit and effect of the power saving project in the school. The research on the risk of power saving projects in colleges and universities under the mode of contract energy management can improve the success rate of the transformation of power saving projects in colleges and universities in our country, reduce the project risks, and take successful cases as an example. It can attract more colleges and universities to participate in the power saving reform team, and provide a new way of thinking for the development of the power saving enterprise in colleges and universities.
