【摘要】：文章認(rèn)為,在公共領(lǐng)域開展政府與社會(huì)資本合作不僅是公共服務(wù)供應(yīng)機(jī)制的創(chuàng)新,也在一定程度上是公共領(lǐng)域的財(cái)政革命。首先,政府與社會(huì)資本合作是在公共領(lǐng)域政府與市場(chǎng)關(guān)系的重塑。其次,政府與社會(huì)資本合作方式能夠更有效提高公共服務(wù)的質(zhì)量和效率,再次,政府與社會(huì)資本合作能夠減輕政府債務(wù)壓力,舒緩財(cái)政風(fēng)險(xiǎn),最后,政府與社會(huì)資本合作有利于提高公共部門管理水平。
[Abstract]:The paper holds that the cooperation between government and social capital in the public sphere is not only the innovation of the public service supply mechanism, but also the fiscal revolution in the public sphere to a certain extent. First of all, the cooperation between government and social capital is the remolding of the relationship between government and market in the public domain. Secondly, the cooperation between government and social capital can improve the quality and efficiency of public service more effectively. Thirdly, the cooperation between government and social capital can reduce the pressure of government debt and ease the financial risk. Cooperation between government and social capital is conducive to improving the level of public sector management.
