【摘要】:基于上海的實(shí)地觀察和非正式訪談,借助卡斯特爾與Portes的非正式經(jīng)濟(jì)理論框架,本文主張:上海的"黑車"實(shí)際上是正規(guī)出租車服務(wù)之外的非正式經(jīng)濟(jì)或非正規(guī)就業(yè)的重要組成部分,它更多的是社會(huì)經(jīng)濟(jì)地位低下、自我發(fā)展機(jī)會(huì)微弱的外來(lái)農(nóng)民工、本地下崗職工在大都市生存和發(fā)展的應(yīng)對(duì)策略和經(jīng)濟(jì)活動(dòng)方式。作為社會(huì)結(jié)構(gòu)中占據(jù)支配地位的強(qiáng)大力量,政府和官方主流媒體比較成功地把"黑車"司機(jī)及其服務(wù)污名化為麻煩制造者、越軌和失范,并加以壓制和打擊。這種治理術(shù),尤其是其中的釣魚執(zhí)法,在缺乏科學(xué)調(diào)查研究的前提下,在供給者和消費(fèi)者的聲音并沒(méi)有得到充分表達(dá)的情況下,把正式經(jīng)濟(jì)、非正式經(jīng)濟(jì)、犯罪經(jīng)濟(jì)之間彼此轉(zhuǎn)化和變通的靈活關(guān)系機(jī)械地視為非此即彼、非白即黑的二元對(duì)立關(guān)系,既擠壓了這些弱勢(shì)群體生存和發(fā)展的空間,又極大傷害了民間社會(huì)的活力和基礎(chǔ)——互助互濟(jì)與互信。在互聯(lián)網(wǎng)專車與共享經(jīng)濟(jì)的背景下,這一發(fā)現(xiàn)的政策意涵在于,決策者、官員和執(zhí)法者接納和認(rèn)可"黑車",遠(yuǎn)比將之非法化并加以整治和打擊更有意義、更可取。
[Abstract]:Based on Shanghai's field observation and informal interview, with the help of the informal economic theoretical framework of Castle and Portes, this paper argues that the "black car" in Shanghai is actually an important part of informal or informal employment outside the formal taxi service, which is more of a low social and economic status and a weak opportunity for self development. As a powerful force in the social structure, the government and the official mainstream media have successfully stigmatized the "black car" driver and its services into a troublesome maker, and it has been repressed and attacked by the government and the official mainstream media, as a powerful force in the social structure. Under the premise of lack of scientific investigation and research, under the condition that the sound of the supplier and the consumer is not fully expressed, the flexible relations between the formal economy, the informal economy and the criminal economy are regarded as either the other or the other, the non white or black two yuan antagonism, under the condition of lack of scientific investigation and research. It has not only squeezed the space for the survival and development of these disadvantaged groups, but also greatly hurt the vitality and foundation of civil society - mutual assistance and mutual trust. In the context of Internet special vehicles and shared economy, the policy implication of this discovery is that policymakers, officials and law enforcers accept and recognised "black cars", far more illegal and than they are. It is more meaningful and advisable to renovate and strike.
