【摘要】：城中村是城鎮(zhèn)化推進(jìn)過(guò)程中出現(xiàn)的,城中村向城市社區(qū)的轉(zhuǎn)型升級(jí)不僅是物的改變,更重要的是人的變化。十八大以來(lái),以人為核心的新型城鎮(zhèn)化將人的城鎮(zhèn)化推向了新的高度。如何解決城中村村民的城鎮(zhèn)化成為城中村城鎮(zhèn)化的首要問(wèn)題和焦點(diǎn)問(wèn)題,同時(shí)也是推進(jìn)城鎮(zhèn)化的重要組成部分。城中村村民作為城鎮(zhèn)化進(jìn)程中的一類(lèi)特殊主體,他們的城鎮(zhèn)化問(wèn)題顯得更為復(fù)雜。一方面,他們失去農(nóng)地,成為失地農(nóng)民,生活在都市圈內(nèi),在職業(yè)和身份上與傳統(tǒng)農(nóng)民有著本質(zhì)的區(qū)別。另一方面,他們?cè)诮?jīng)濟(jì)上又依賴(lài)于傳統(tǒng)村落,思想觀念、行為方式又延續(xù)了傳統(tǒng)的小農(nóng)思想,與整體都市氛圍格格不入。在工業(yè)化、現(xiàn)代化的推動(dòng)下,城中村村民的城鎮(zhèn)化是大勢(shì)所趨,但他們?cè)诮?jīng)濟(jì)、文化、社會(huì)上與傳統(tǒng)村落有著千絲萬(wàn)縷的聯(lián)系,這就注定了他們的城鎮(zhèn)化道路曲折多變。本文在概述了溫州城中村城鎮(zhèn)化相關(guān)情況的基礎(chǔ)上,選取了溫州主城區(qū)四個(gè)具有代表性的城中村進(jìn)行了調(diào)查。文章主體結(jié)構(gòu)分為四部分,第一部分,考察了城中村村民目前的基本生活現(xiàn)狀,包括他們收入就業(yè)方面,居住環(huán)境方面,福利保障方面,社交情感方面的實(shí)際情況。第二部分,通過(guò)相關(guān)數(shù)據(jù)的匯總分析,發(fā)現(xiàn)城中村村民的非農(nóng)化程度相比其他同性質(zhì)的城鎮(zhèn)化主體高了很多。但是,他們的城鎮(zhèn)化發(fā)展通常伴隨著城中村改造而滯緩,表現(xiàn)為在經(jīng)濟(jì)、制度、社會(huì)、心理層面的城鎮(zhèn)化存在困境。第三部分,從微觀方面城中村村民自身,中觀方面政府行政行為,宏觀方面政策制度上分析造成其城鎮(zhèn)化困境的原因。第四部分,在前文總結(jié)分析的基礎(chǔ)上,提出推動(dòng)城中村村民城鎮(zhèn)化的有效方法:即改變政府角色、破除政策壁壘、提高村民素質(zhì)三個(gè)層面。為城中村村民的城鎮(zhèn)化提供了理論支持和實(shí)踐參考。
[Abstract]:The village in the city appears in the process of urbanization. The transformation and upgrading from the village in the city to the urban community is not only the change of things, but also the change of people. Since the 18th National Congress, the new type of urbanization with people as the core has pushed the urbanization of people to a new height. How to solve the urbanization of villager in city becomes the primary problem and focal point of urbanization, and it is also an important part of promoting urbanization. As a special subject in the process of urbanization, the urbanization of village villagers is more complicated. On the one hand, they lose farmland, become landless farmers, live in the metropolitan area, and have essential differences from traditional farmers in occupation and identity. On the other hand, their economic dependence on traditional villages, ideas and behavior patterns continue the traditional thought of small farmers, which is incompatible with the overall urban atmosphere. Under the promotion of industrialization and modernization, the urbanization of the village villagers in the city is the trend of the times, but they are closely related to the traditional villages in economy, culture and society, which doomed their road of urbanization to twists and turns. On the basis of summarizing the urbanization situation of Wenzhou's urban villages, this paper selects four representative urban villages in Wenzhou main urban area to carry on the investigation. The main structure of the article is divided into four parts. In the first part, the author investigates the present basic living conditions of the village villagers in the city, including their income and employment, living environment, welfare protection and social emotion. In the second part, through the analysis of relevant data, we find that the non-agricultural degree of the village villagers in the city is much higher than other urbanization subjects of the same nature. However, their urbanization is usually accompanied by the transformation of villages in the city and slow down, which is manifested in the economic, institutional, social and psychological aspects of urbanization difficulties. In the third part, the author analyzes the causes of the urbanization dilemma from the micro aspect of the village villagers themselves, the middle aspect of the government administrative behavior, the macro aspect of the policy system. The fourth part, on the basis of the summary and analysis above, puts forward the effective methods to promote the urbanization of the village villagers in the city: changing the role of the government, breaking down the policy barriers, and improving the quality of the villagers. It provides theoretical support and practical reference for the urbanization of village villagers in the city.
