【摘要】：利用全國地級及以上城市數(shù)據(jù),運用DEA方法,從城市效率和規(guī)模收益的角度,研究了中國等級化的城市行政管理體制對城市資源配置效率的影響。結(jié)果表明:1等級化的城市行政管理體制使我國各個行政等級的城市擁有不同的獲取資源分配的權(quán)限;2高行政等級城市獲得資源的能力更強,不僅造成城市發(fā)展非公平的競爭環(huán)境,且導(dǎo)致高行政等級城市要素投入相對過多,對資源配置效率產(chǎn)生負面影響;3由于中西部地區(qū)受到這種體制的影響更大,導(dǎo)致城市效率低于東部地區(qū)。因此,為進一步推進我國城鎮(zhèn)化協(xié)調(diào)發(fā)展,提高城市資源配置效率,需改革傳統(tǒng)的等級化的城市行政管理體制,減少利用行政手段干預(yù)城市資源配置,充分利用市場機制,為城市發(fā)展創(chuàng)造公平的競爭環(huán)境。
[Abstract]:Based on the national data of cities at or above the prefectural level and using the DEA method, this paper studies the influence of the hierarchical urban administration system on the allocation efficiency of urban resources from the perspective of urban efficiency and scale income. The results show that the system of urban administration at the level of: 1 makes the cities of different administrative levels in our country have different powers to obtain the allocation of resources. (2) the cities of high administrative levels have stronger ability to obtain resources. Not only does this result in an unfair competitive environment for urban development, but also leads to relatively excessive input of urban elements at high administrative levels, which has a negative impact on the efficiency of resource allocation. As a result, the urban efficiency is lower than the eastern region. Therefore, in order to further promote the coordinated development of urbanization in China and improve the efficiency of urban resource allocation, it is necessary to reform the traditional hierarchical urban administrative management system, reduce the use of administrative means to interfere with urban resource allocation, and make full use of the market mechanism. Create a level playing field for urban development.
