【摘要】：城鎮(zhèn)化反映一個國家或地區(qū)的綜合發(fā)展水平、發(fā)展階段及文明進(jìn)步程度。甘肅省生態(tài)環(huán)境脆弱、敏感,社會經(jīng)濟(jì)發(fā)展水平居全國末尾,在城鎮(zhèn)化發(fā)展過程中尤其需要加以引導(dǎo),避免生態(tài)環(huán)境破壞導(dǎo)致的生態(tài)—經(jīng)濟(jì)惡性循環(huán)。為此,在分析國內(nèi)外城鎮(zhèn)化與生態(tài)環(huán)境相互作用的基礎(chǔ)上,在甘肅省青藏高原、西北內(nèi)陸干旱區(qū)、黃土高原3個主要生態(tài)區(qū)分別選擇瑪曲縣、臨澤縣、環(huán)縣作為研究區(qū),通過收集統(tǒng)計資料、實地調(diào)研和農(nóng)戶問卷調(diào)查,比較三個區(qū)域城鎮(zhèn)化發(fā)展的差異性。得到以下主要結(jié)論：1.當(dāng)前,三個縣都處于城鎮(zhèn)化發(fā)展的初級階段,城鎮(zhèn)化水平總體較為接近。人口城鎮(zhèn)化率環(huán)縣最高,臨澤縣最低,分別為21.67%和18.71%。2.通過城鎮(zhèn)化發(fā)展不平衡指數(shù)的測算,三縣的城鎮(zhèn)化發(fā)展均滯后于當(dāng)?shù)亟?jīng)濟(jì)社會發(fā)展水平。城鎮(zhèn)化發(fā)展不平衡指數(shù)(取值范圍在-1至1之間,越接近0,發(fā)展越平衡),瑪曲縣為-0.079,比較平衡；環(huán)縣為-0.479,在3個縣中最不平衡。3.建立的新型城鎮(zhèn)化綜合水平測算模型,包括人口發(fā)展、經(jīng)濟(jì)發(fā)展、基礎(chǔ)設(shè)施建設(shè)和社會發(fā)展四部分的18項指標(biāo)。新型城鎮(zhèn)化綜合水平得分(取值范圍0—1,值越大說明城鎮(zhèn)化水平越高)臨澤縣最高瑪曲縣最低分別0.26和0.08。4.68.67%的受調(diào)查農(nóng)牧戶對參與城鎮(zhèn)化持有積極態(tài)度,但影響因素區(qū)域差異明顯。瑪曲縣主要影響因素依次為牧場面積、居住面積、城鎮(zhèn)化的了解程度、土地流轉(zhuǎn)、基礎(chǔ)設(shè)施等,臨澤縣主要關(guān)注因素依次為家庭收入、土地面積、對城鎮(zhèn)化的了解程度等,環(huán)縣則主要集中在對城鎮(zhèn)化的了解程度和戶籍改革兩方面。鄉(xiāng)村、城鎮(zhèn)與生態(tài)環(huán)境之間構(gòu)成典型的自然—人類耦合系統(tǒng),三者相互促進(jìn)和制約。三地城鎮(zhèn)化水平的不同,主要是由于甘肅省內(nèi)各區(qū)域間較為明顯的生態(tài)類型和自然環(huán)境差異。這種差異首先作用在經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)上,進(jìn)而導(dǎo)致城鎮(zhèn)化水平的不同。在城鎮(zhèn)化發(fā)展的初期階段,由于農(nóng)業(yè)的基礎(chǔ)性地位及其在經(jīng)濟(jì)結(jié)構(gòu)中的重要比重,在無明顯資源優(yōu)勢的地區(qū),生態(tài)環(huán)境的差異決定了農(nóng)業(yè)發(fā)展水平的不同,進(jìn)而導(dǎo)致城鎮(zhèn)化發(fā)展水平在區(qū)域間的差異。
[Abstract]:Urbanization reflects the level of comprehensive development, the stage of development and the degree of civilization progress of a country or region. The ecological environment of Gansu Province is fragile and sensitive, and the level of social and economic development ranks at the end of the whole country. It is especially necessary to guide the development of urbanization in order to avoid the vicious circle of eco-economy caused by the destruction of ecological environment. Therefore, on the basis of analyzing the interaction between urbanization and ecological environment at home and abroad, the three main ecological regions of Gansu Province, Qinghai-Tibet Plateau, Northwest Inland Arid region and Loess Plateau, selected Maqu County, Linze County and Huan County as study areas, respectively. The differences of urbanization development in the three regions were compared by collecting statistical data, field investigation and questionnaire survey. The main conclusions are as follows: 1. At present, the three counties are in the primary stage of urbanization development, the level of urbanization is generally close. The population urbanization rate is the highest in Huan County and the lowest in Linze County, which is 21.67% and 18.71%, respectively. Through the calculation of the unbalanced index of urbanization development, the development of urbanization in the three counties lags behind the level of local economic and social development. The disequilibrium index of urbanization development (the value range is between -1 and 1, the more close to 0, the more balanced the development is, the more balanced is -0.079 in Maqu County, and -0.479 in Huan County, which is the most unbalanced of the three counties. The new comprehensive level model of urbanization includes 18 indexes of population development, economic development, infrastructure construction and social development. The scores of comprehensive level of new-type urbanization (the value range 0-1, the greater the value indicates the higher the urbanization level) the lowest of the highest Maqu county in Linze County is 0.26% and 0.08.4.68.67% of the surveyed farmers have a positive attitude towards participating in urbanization. But the regional difference of influencing factors was obvious. The main influencing factors in Maqu County are pasture area, living area, understanding degree of urbanization, land circulation, infrastructure and so on. The main factors of concern in Linze County are family income, land area, level of understanding of urbanization and so on. Huan County is mainly focused on the level of understanding of urbanization and household registration reform. Rural, urban and ecological environment form a typical natural-human coupling system, the three promote and restrict each other. The difference of urbanization level among the three places is mainly due to the obvious difference of ecological types and natural environment among different regions in Gansu province. This difference in economic development and industrial structure, leading to different levels of urbanization. In the early stage of urbanization, because of the basic position of agriculture and its important proportion in economic structure, the difference of ecological environment determines the difference of agricultural development level in areas without obvious resource advantage. Then leads to the urbanization development level in the regional difference.
