【摘要】：正PPP是公共服務(wù)供給機(jī)制的重大創(chuàng)新,能夠拓寬基礎(chǔ)設(shè)施建設(shè)、公共服務(wù)項(xiàng)目和新型城鎮(zhèn)化建設(shè)融資渠道,有利于充分發(fā)揮市場(chǎng)機(jī)制作用,提升公共服務(wù)的供給質(zhì)量和效率,實(shí)現(xiàn)公共利益最大化。本文以某一污水處理廠PPP項(xiàng)目為例進(jìn)行財(cái)政承受能力論證。該項(xiàng)目總投入8200萬(wàn)元,本項(xiàng)目通過政府與社會(huì)資本合作(PPP)模式實(shí)施,資金主要來源于自有資金和項(xiàng)
