【摘要】:PPP模式在上個世紀(jì)90年代引入我國,大規(guī)模的運(yùn)用是在2014年國發(fā)43號文發(fā)布以后。此前運(yùn)行多年的各地政府融資平臺積累了大量的政府性債務(wù),巨額的債務(wù)給各地政府背上上沉重的經(jīng)濟(jì)負(fù)擔(dān),為了緩解地方財政償債壓力,中央明確指出要在政府類項目上推廣運(yùn)用PPP模式。與此同時,自2008年金融危機(jī)爆發(fā)以來,世界經(jīng)濟(jì)長期處于深度調(diào)整之中,國內(nèi)經(jīng)濟(jì)步入新常態(tài),經(jīng)濟(jì)增速放緩,經(jīng)濟(jì)結(jié)構(gòu)亟待調(diào)整,市場需求萎縮,實體經(jīng)濟(jì)行業(yè)受到較大沖擊。建行河南省分行(以下簡稱省建行)經(jīng)營模式在過往20年,幾乎是一成不變的“低息攬儲、高息放貸”,但在經(jīng)濟(jì)結(jié)構(gòu)調(diào)整的宏觀背景下,轉(zhuǎn)型是省建行持續(xù)發(fā)展的最佳出路。論文首先對選題的背景和意義進(jìn)行分析,重點厘清PPP與銀行轉(zhuǎn)型的關(guān)系,通過分析找準(zhǔn)轉(zhuǎn)型抓手,以更好推動省建行經(jīng)營模式轉(zhuǎn)型。其次對PPP模式的定義及理論基礎(chǔ)進(jìn)行剖析,梳理政府推動PPP模式發(fā)展的原因,以及當(dāng)前PPP模式開展中出現(xiàn)的主要問題,引出PPP模式與銀行的合作。接下來,論述省建行經(jīng)營模式轉(zhuǎn)型的原因、目標(biāo)及現(xiàn)狀,分析PPP模式對省建行經(jīng)營模式轉(zhuǎn)型的重要性,重點對省建行經(jīng)營模式轉(zhuǎn)型與PPP的關(guān)系進(jìn)行論述。最后以洛陽市伊洛河水生態(tài)文明示范區(qū)PPP項目為例,對案例經(jīng)驗進(jìn)行總結(jié),并對省建行參與PPP項目合作提出建議,以更好指導(dǎo)今后經(jīng)營模式轉(zhuǎn)型。本論文創(chuàng)新之處在于將PPP模式與省建行經(jīng)營模式轉(zhuǎn)型進(jìn)行分解剖析后再進(jìn)行整合,以更好闡述二者的聯(lián)系。省建行經(jīng)營模式轉(zhuǎn)型是個系統(tǒng)工程,本論文重點對PPP背景下的經(jīng)營模式轉(zhuǎn)型進(jìn)行闡述,未對影響轉(zhuǎn)型的其他因素進(jìn)行一一論述,這也是論文不足之處。省建行經(jīng)營轉(zhuǎn)型策略需要根據(jù)經(jīng)濟(jì)環(huán)境和PPP政策的變化隨時進(jìn)行調(diào)整,只有正確的轉(zhuǎn)型策略才能保證省建行的可持續(xù)發(fā)展。
[Abstract]:The PPP model was introduced into China in the 1990s, and the large-scale application was made after the publication of Guofa 43 in 2014. The local government financing platforms, which had operated for many years before, accumulated a large amount of government debt. The huge debts placed a heavy economic burden on the local governments. In order to ease the pressure on local governments to repay their debts, The central government clearly pointed out to promote the use of PPP model on government projects. At the same time, since the outbreak of the financial crisis in 2008, the world economy has been in deep adjustment for a long time, the domestic economy has entered the new normal, the economic growth rate has slowed down, the economic structure needs to be adjusted urgently, and the market demand is shrinking. Real economy industry receives bigger shock. In the past 20 years, the management mode of CCB Henan Branch (hereinafter referred to as CCB) is almost the same "low interest reserve, high interest loan", but under the macroeconomic background of economic structure adjustment, the transformation is the best way out for the sustainable development of Provincial Construction Bank. Firstly, the paper analyzes the background and significance of the topic, and focuses on clarifying the relationship between PPP and bank transformation, through the analysis of the right transition grasp, in order to better promote the provincial construction bank business model transformation. Secondly, it analyzes the definition and theoretical basis of PPP mode, combs the reasons why the government promotes the development of PPP mode, and the main problems in the development of PPP mode, and leads to the cooperation between PPP model and banks. Then, the paper discusses the reasons, objectives and present situation of the transformation of provincial construction bank management mode, analyzes the importance of PPP mode to the transformation of provincial construction bank management mode, and focuses on the relationship between the transformation of provincial construction bank management mode and PPP. Finally, taking the PPP project of Yiluo River Water Ecological Civilization demonstration Zone in Luoyang City as an example, the paper summarizes the experience of the case, and puts forward some suggestions for the provincial construction bank to participate in the PPP project cooperation so as to better guide the transformation of the future management mode. The innovation of this paper lies in the decomposition and analysis of the PPP mode and the transformation of the management mode of the Bank of China Construction Bank, so as to better explain the relationship between the two models. The transformation of management mode of provincial construction bank is a system engineering. This paper focuses on the transformation of business model under the background of PPP, and does not discuss the other factors that affect the transformation, which is also the deficiency of the paper. The transformation strategy of provincial construction bank needs to be adjusted at any time according to the change of economic environment and PPP policy. Only the correct transformation strategy can guarantee the sustainable development of provincial construction bank.
