【摘要】：在黨的十八大報(bào)告中提出:把解決好農(nóng)業(yè)、農(nóng)村、農(nóng)民的“三農(nóng)”問題,是事關(guān)全面建設(shè)小康社會(huì)的大局,要始終堅(jiān)持作為全黨工作的重中之重。就業(yè)問題是關(guān)乎國(guó)計(jì)民生的大問題,而新型農(nóng)業(yè)以及農(nóng)業(yè)生產(chǎn)技術(shù)的發(fā)展帶來了大批的失地農(nóng)民以及農(nóng)村富余勞動(dòng)力,解決好這些群體的就業(yè)問題,對(duì)于“三農(nóng)”發(fā)展以及緩解勞動(dòng)力供需矛盾、維護(hù)社會(huì)的安定團(tuán)結(jié)和經(jīng)濟(jì)的可持續(xù)發(fā)展而言,都有著深遠(yuǎn)而積極的意義。崇明島作為位于上海東北部的一個(gè)農(nóng)業(yè)大縣,生態(tài)島區(qū)的定位一方面給它指明了發(fā)展方向,另一方面又限制了其工商業(yè)的發(fā)展,從而產(chǎn)生出大批的農(nóng)村剩余勞動(dòng)力。于是乎,如何妥善安置剩余勞動(dòng)力的就業(yè)以促進(jìn)農(nóng)村經(jīng)濟(jì)的再度發(fā)展,便成了當(dāng)前擺在崇明縣政府眼前的一大難題與挑戰(zhàn)。本文通過對(duì)崇明縣勞動(dòng)力情況的分析,對(duì)其勞動(dòng)力基本情況作了簡(jiǎn)要介紹并挖掘其勞動(dòng)力資源的潛力所在;繼而探討了生態(tài)農(nóng)業(yè)戰(zhàn)略的實(shí)施對(duì)崇明島產(chǎn)業(yè)結(jié)構(gòu)和就業(yè)結(jié)構(gòu)的影響,并深入分析了當(dāng)前生態(tài)農(nóng)業(yè)戰(zhàn)略下崇明縣勞動(dòng)力就業(yè)所面臨的諸如:農(nóng)村剩余勞動(dòng)力失業(yè)狀況堪憂、島內(nèi)就業(yè)機(jī)會(huì)緊缺、島外就業(yè)渠道有限、勞動(dòng)力資源“兩少兩低”、就業(yè)觀念與就業(yè)成本構(gòu)成對(duì)島外就業(yè)的限制等問題。文章進(jìn)一步分析了崇明生態(tài)農(nóng)業(yè)戰(zhàn)略下的勞動(dòng)力就業(yè)政策,結(jié)合勞動(dòng)力就業(yè)政策的歷史發(fā)展、應(yīng)對(duì)的策略及取得的成效,分析解決這方面存在的問題。最終,在綜合考慮崇明縣勞動(dòng)力就業(yè)情況和勞動(dòng)力就業(yè)政策的基礎(chǔ)上,從勞動(dòng)力主觀方面、促進(jìn)就業(yè)客觀方面以及促進(jìn)就業(yè)保障方面提出了崇明生態(tài)農(nóng)業(yè)戰(zhàn)略下促進(jìn)勞動(dòng)力就業(yè)的對(duì)策。解決好農(nóng)村剩余勞動(dòng)力的就業(yè)問題,一方面能使得當(dāng)下蓬勃發(fā)展的農(nóng)村經(jīng)濟(jì)更上一層樓,另一方面對(duì)于維護(hù)社會(huì)安定、優(yōu)化社會(huì)勞動(dòng)力結(jié)構(gòu)、緩解勞動(dòng)力供需矛盾、促進(jìn)社會(huì)生產(chǎn)與經(jīng)濟(jì)發(fā)展等方面來說,也都是十分有益的。本文的研究基于生態(tài)農(nóng)業(yè)戰(zhàn)略的視角,探討崇明縣勞動(dòng)力就業(yè)現(xiàn)狀、問題及解決對(duì)策,希望能對(duì)當(dāng)下國(guó)內(nèi)很多已經(jīng)或正在發(fā)展生態(tài)農(nóng)業(yè)、綠色農(nóng)業(yè)等新型農(nóng)業(yè)的地區(qū)提供實(shí)踐性的參考價(jià)值和借鑒意義。
[Abstract]:In the report of the 18th National Congress of the Communist Party of China, it was pointed out that it is the overall situation of building a well-off society to solve the "three rural" problems of agriculture, rural areas, and peasants, and should always be regarded as the top priority of the whole party's work. The employment problem is a major problem concerning the national economy and the people's livelihood, and the development of new agriculture and agricultural production technology has brought a large number of landless farmers and surplus rural labor force to solve the employment problem of these groups. It is of profound and positive significance to the development of agriculture, rural areas and farmers, to alleviate the contradiction between supply and demand of labor force, to maintain social stability and unity and to maintain the sustainable development of economy. Chongming Island is a big agricultural county located in the northeast of Shanghai. On the one hand, the orientation of ecological island area shows it the direction of development, on the other hand, it restricts the development of its industry and commerce, resulting in a large number of rural surplus labor. Therefore, how to properly arrange the employment of surplus labor force to promote the development of rural economy has become a big problem and challenge in front of Chongming county government. Based on the analysis of the labor force in Chongming County, this paper briefly introduces the basic situation of its labor force and excavates the potential of its labor force resources. Then it probes into the impact of the implementation of ecological agriculture strategy on the industrial structure and employment structure of Chongming Island, and analyzes in depth the employment of labor force in Chongming County under the current ecological agriculture strategy, such as: the unemployment of rural surplus labor force is worrying. The employment opportunities in the island are short of, the employment channels are limited, the labor resources are "two less and two low", and the concept of employment and the employment cost constitute the restrictions on the employment outside the island. This paper further analyzes the labor force employment policy under Chongming's ecological agriculture strategy, and analyzes and solves the problems in this respect by combining with the historical development of labor force employment policy, the corresponding strategies and the results achieved. Finally, on the basis of the comprehensive consideration of the employment situation of the labor force and the employment policy of the labor force in Chongming County, from the subjective aspect of the labor force, In the aspect of promoting the objective aspect of employment and promoting employment security, the countermeasures of promoting labor force employment under Chongming ecological agriculture strategy are put forward. To solve the employment problem of rural surplus labor force, on the one hand, it can make the booming rural economy a higher level, on the other hand, it can maintain social stability, optimize the structure of social labor force, and alleviate the contradiction between supply and demand of labor force. To promote social production and economic development is also very beneficial. Based on the perspective of ecological agriculture strategy, this paper discusses the present employment situation, problems and solutions of labor force in Chongming County, hoping to develop or develop ecological agriculture in China. Green agriculture and other areas of new agriculture provide practical reference value and reference significance.
