基于生態(tài)學(xué)的大型工程項(xiàng)目融資風(fēng)險(xiǎn)管理體系研究

【摘要】:尋求一種有效的大型工程項(xiàng)目的融資風(fēng)險(xiǎn)管理體系一直是困擾工程界和學(xué)術(shù)界的難題,F(xiàn)有的研究成果都注重于項(xiàng)目融資風(fēng)險(xiǎn)管理體系中的單一環(huán)節(jié),造成融資風(fēng)險(xiǎn)管理環(huán)節(jié)之間連續(xù)性和一致性較差,減弱了風(fēng)險(xiǎn)管理的效果。本文從大型工程項(xiàng)目融資風(fēng)險(xiǎn)管理體系的主要四個(gè)環(huán)節(jié)入手,分別在風(fēng)險(xiǎn)識(shí)別、評估、預(yù)警和應(yīng)對的研究中加入了生態(tài)學(xué)的相關(guān)理論,從而建立一個(gè)系統(tǒng)、聯(lián)系和跨學(xué)科的風(fēng)險(xiǎn)研究視角。在大型工程項(xiàng)目融資風(fēng)險(xiǎn)識(shí)別上,生態(tài)因子理論提供了項(xiàng)目融資風(fēng)險(xiǎn)因子識(shí)別的新視角。從項(xiàng)目生態(tài)功能系統(tǒng)出發(fā),對應(yīng)自然生態(tài)功能系統(tǒng)的能量流、物質(zhì)流、信息流和價(jià)值流,結(jié)合LC-EBS分解體系,以項(xiàng)目全生命周期和項(xiàng)目功能系統(tǒng)角度發(fā)掘大型工程項(xiàng)目融資的內(nèi)部融資風(fēng)險(xiǎn)因子。從項(xiàng)目協(xié)同角度出發(fā),分析大型工程項(xiàng)目面臨的競爭、合作、其與環(huán)境之間的演化關(guān)系,發(fā)掘了大型工程項(xiàng)目的外部融資風(fēng)險(xiǎn)因子。在風(fēng)險(xiǎn)評估和預(yù)警方面,本文結(jié)合生態(tài)位理論,分析了不同評價(jià)方法在生態(tài)位“態(tài)”和“勢”方面評價(jià)的優(yōu)缺點(diǎn),最終優(yōu)選出兩種風(fēng)險(xiǎn)評估方法,分別是:基于三角模糊語言變量的風(fēng)險(xiǎn)因子初步篩選方法:用以初步評價(jià)各項(xiàng)目融資生態(tài)因子的風(fēng)險(xiǎn)狀況;熵權(quán)-TOPSIS法:用以評估項(xiàng)目融資生態(tài)因子的風(fēng)險(xiǎn)和項(xiàng)目融資子系統(tǒng)的風(fēng)險(xiǎn)。此外,熵權(quán)-TOPSIS不僅用于單因子和子系統(tǒng)風(fēng)險(xiǎn)的量化而且把風(fēng)險(xiǎn)評估和風(fēng)險(xiǎn)預(yù)警結(jié)合在了一起,使風(fēng)險(xiǎn)評估值直接體現(xiàn)了風(fēng)險(xiǎn)預(yù)警級別。在風(fēng)險(xiǎn)應(yīng)對方面,借鑒生態(tài)位調(diào)控理論,結(jié)合博弈DEA交叉效率對項(xiàng)目融資的風(fēng)險(xiǎn)管理進(jìn)行投入產(chǎn)出效率分析,通過風(fēng)險(xiǎn)管理效率的高低判別大型工程項(xiàng)目融資的風(fēng)險(xiǎn)應(yīng)對措施。最后,以膠州灣隧道項(xiàng)目為背景,通過數(shù)據(jù)模擬驗(yàn)證了大型工程融資風(fēng)險(xiǎn)管理體系的可行性,并且,本文所提出的風(fēng)險(xiǎn)管理體系,經(jīng)過一定的擴(kuò)展可適用于項(xiàng)目管理的各個(gè)階段。
[Abstract]:To seek an effective financing risk management system for large engineering projects has been a difficult problem in engineering and academic circles. The existing research results all focus on a single link in the project financing risk management system, which results in poor continuity and consistency among the financing risk management links, and weakens the effect of risk management. This paper starts with the main four links of the risk management system of large engineering project financing, respectively, in the research of risk identification, assessment, early warning and response, it adds the relevant theories of ecology to establish a system. Link and cross-disciplinary risk research perspective. Ecological factor theory provides a new perspective for project financing risk identification. Starting from the ecological function system of the project, corresponding to the energy flow, material flow, information flow and value flow of the natural ecological function system, combined with the LC-EBS decomposition system, The internal financing risk factors of large-scale project financing are explored from the point of view of project life cycle and project function system. From the point of view of project coordination, this paper analyzes the competition and cooperation faced by large-scale engineering projects, and the evolutionary relationship between them and the environment, and explores the external financing risk factors of large-scale engineering projects. In the aspect of risk assessment and early warning, combined with niche theory, this paper analyzes the advantages and disadvantages of different evaluation methods in niche "state" and "potential", and finally selects two kinds of risk assessment methods. They are: the preliminary screening method of risk factors based on triangular fuzzy language variable: the risk condition of each project financing ecological factor is evaluated preliminarily; Entropy weight TOPSIS method is used to evaluate the risk of ecological factors of project financing and the risk of project financing subsystem. In addition, entropy weight TOPSIS is used not only to quantify the risk of single factor and subsystem, but also to combine risk assessment with risk early warning, so that the value of risk assessment directly reflects the level of risk warning. In the aspect of risk management, using niche control theory for reference, combining the cross efficiency of game DEA to analyze the input-output efficiency of project financing, the risk response measures of large-scale project financing are judged by the efficiency of risk management. Finally, taking the Jiaozhou Bay tunnel project as the background, the feasibility of the risk management system of large-scale project financing is verified by data simulation, and the risk management system proposed in this paper, After certain extension, it can be applied to all stages of project management.
