保障房社區(qū)生活空間的資源可接近性研究

【摘要】:保障性住房的大力建設(shè)進(jìn)一步改善了居民的物質(zhì)居住條件,但是隨之也產(chǎn)生了一些值得關(guān)注的問(wèn)題,如保障房社區(qū)貧困空間重構(gòu)、低收入家庭聚居帶來(lái)的負(fù)面影響,因此,不能簡(jiǎn)單地從居民的居住條件單方面去解讀保障性住房的建設(shè)效果。政府應(yīng)該更多地去重視保障房社區(qū)中居民的生活質(zhì)量,進(jìn)一步改善保障房社區(qū)中居民的生活質(zhì)量關(guān)乎著民生建設(shè)、社會(huì)和諧穩(wěn)定與城市的可持續(xù)發(fā)展。城市的發(fā)展與變化是人們生活行為與城市空間相互作用的過(guò)程,居民生活的質(zhì)量水平與空間資源獲取的程度有關(guān),改善保障房社區(qū)居民的生活質(zhì)量,就要從提高社區(qū)的資源可接近性著手。因此,本文作了如下的研究工作:首先,深入分析了微觀主體空間行為需求、生活空間及社區(qū)資源的關(guān)系模式,通過(guò)解析生活空間、社區(qū)資源及居民行為需求的構(gòu)成要素,理清了三者之間存在的對(duì)偶互動(dòng)關(guān)系及循環(huán)模式,為核心研究作了邏輯性理論鋪墊。其次,對(duì)保障房社區(qū)資源可接近性評(píng)價(jià)體系進(jìn)行構(gòu)建,包括明確評(píng)價(jià)原則、確定評(píng)價(jià)要素、選取并建立評(píng)價(jià)指標(biāo)層、確定可接近性感知距離和指標(biāo)權(quán)重、介紹GIS(地理信息系統(tǒng))數(shù)據(jù)處理與SPSS(統(tǒng)計(jì)產(chǎn)品與服務(wù)解決方案)聚類分析的技術(shù)評(píng)價(jià)方法以及建立評(píng)價(jià)框架與評(píng)價(jià)模型。再者,應(yīng)用評(píng)價(jià)模型對(duì)南京市保障房社區(qū)進(jìn)行實(shí)例評(píng)價(jià),運(yùn)用GIS數(shù)據(jù)采集與處理工具對(duì)保障房社區(qū)的資源要素進(jìn)行了資源可接近性優(yōu)劣等級(jí)劃分,并且運(yùn)用SPSS聚類工具從性質(zhì)上對(duì)保障房社區(qū)進(jìn)行了細(xì)致的分類,在此基礎(chǔ)上,對(duì)選取的保障房社區(qū)進(jìn)行了資源可接近性總體評(píng)價(jià),并發(fā)現(xiàn)其中存在著整體水平較低、體系結(jié)構(gòu)不完善、空間匹配錯(cuò)位及差異性明顯等問(wèn)題。最后,針對(duì)保障房社區(qū)資源可接近性存在的問(wèn)題,提出了人本主義、公平公正及社區(qū)和諧的優(yōu)化理念,指明了統(tǒng)籌優(yōu)化、對(duì)偶優(yōu)化及動(dòng)態(tài)優(yōu)化的優(yōu)化原則,明確了從權(quán)重較高、等級(jí)較差及缺項(xiàng)的方向進(jìn)行優(yōu)化的思想,制定了從以公共交通為主導(dǎo)、結(jié)合區(qū)域產(chǎn)業(yè)規(guī)劃、加大政策激勵(lì)力度、調(diào)整前期布局思路及建立動(dòng)態(tài)監(jiān)測(cè)平臺(tái)與預(yù)警機(jī)制等五個(gè)方面進(jìn)行優(yōu)化的策略。
[Abstract]:The construction of affordable housing has further improved the material living conditions of residents, but it has also produced some problems that deserve attention, such as the reconstruction of poverty space in indemnificatory apartment's community and the negative impact brought by the concentration of low-income families. The construction effect of indemnificatory housing can not be simply interpreted from the living conditions of residents. The government should pay more attention to the quality of life of the residents in indemnificatory apartment community, and further improve the quality of life of the residents in the community indemnificatory apartment is related to the construction of people's livelihood, social harmony and stability and sustainable development of the city. The development and change of city is the process of interaction between people's living behavior and urban space. The quality of life of residents is related to the degree of acquisition of space resources, so as to improve the quality of life of residents in indemnificatory apartment community. Start by improving the accessibility of community resources. Therefore, this paper has done the following research work: first, deeply analyzed the microscopic subject space behavior demand, the living space and the community resources relations pattern, through the analysis living space, the community resources and the inhabitant behavior demand constituent factor, This paper clarifies the duality interaction and the cycle pattern between the three, and lays the foundation for the core research. Secondly, the paper constructs the evaluation system of indemnificatory apartment community resource accessibility, including clear evaluation principle, determination of evaluation elements, selection and establishment of evaluation index layer, determination of proximity to sexy knowledge distance and index weight. This paper introduces the technical evaluation method of GIS data processing and SPSS cluster analysis, and establishes the evaluation framework and evaluation model. Thirdly, using the evaluation model to evaluate the indemnificatory apartment community in Nanjing, and using the GIS data acquisition and processing tools to classify the resource accessibility of indemnificatory apartment community. On the basis of the detailed classification of indemnificatory apartment community by using SPSS clustering tool, the overall resource accessibility of the selected indemnificatory apartment community is evaluated, and the overall level of the community is found to be low. The system structure is not perfect, the space matches the dislocation and the difference is obvious and so on question. Finally, aiming at the problem of the accessibility of community resources in indemnificatory apartment, this paper puts forward the optimization concepts of humanism, fairness and justice, and community harmony, points out the optimization principles of overall optimization, dual optimization and dynamic optimization, and clarifies that the weight is high. The idea of optimizing the direction of poor grades and missing items has been formulated to strengthen policy incentives from taking public transport as the leading factor and combining with regional industrial planning. The strategies of adjusting the layout of the early stage and establishing dynamic monitoring platform and early warning mechanism are optimized.
