房屋維修資金使用的監(jiān)督模式研究

【摘要】:房屋維修資金特指專項(xiàng)用于住宅共用部位、共用設(shè)施設(shè)備保修期滿后的維修和更新、改造的資金。房屋維修資金管理制度的建立和完善是一項(xiàng)長(zhǎng)期、復(fù)雜的工作,直接關(guān)系到廣大業(yè)主的切身利益和物業(yè)管理行業(yè)的健康發(fā)展,是很多人關(guān)心關(guān)注的重點(diǎn)話題。然而,目前房屋維修資金存在著監(jiān)督形式單一、業(yè)主大會(huì)缺失等監(jiān)督問題,因此加強(qiáng)監(jiān)督力度、尋找新的監(jiān)督模式就顯得尤為必要。本文首先通過頭腦風(fēng)暴法和專家打分法,發(fā)現(xiàn)房屋維修資金使用的監(jiān)督目前主要存在著監(jiān)督單一、監(jiān)管缺失、資金安全隱患和信息不對(duì)稱等問題,利用產(chǎn)權(quán)理論和博弈論模型分析問題存在的根本原因。接著,以解決維修資金監(jiān)督存在的問題為目標(biāo),提出了新的監(jiān)督模式——第三方監(jiān)督與主管部門審核相結(jié)合的方式,分別從產(chǎn)權(quán)理論和成本、收益的角度研究新監(jiān)督模式的可行性,并從目標(biāo)、原則、環(huán)境、流程等方面構(gòu)建新的監(jiān)督模式,通過房屋維修資金使用監(jiān)督的追究機(jī)制建立保證監(jiān)督模式有效運(yùn)行的措施。最后,通過對(duì)200多個(gè)住宅小區(qū)進(jìn)行問卷調(diào)研,確定房屋維修資金使用程序中的關(guān)鍵節(jié)點(diǎn),并運(yùn)用產(chǎn)權(quán)理論、博弈論和信息經(jīng)濟(jì)學(xué)等構(gòu)建理論模型,對(duì)影響關(guān)鍵節(jié)點(diǎn)的成因進(jìn)行分析,探尋在新模式下有針對(duì)性的、高效的監(jiān)督方法。通過對(duì)房屋維修資金使用監(jiān)督問題的成因進(jìn)行分析,構(gòu)建新的監(jiān)督模式體系,并提出保障監(jiān)督運(yùn)行的措施和方法,為加強(qiáng)房屋維修資金使用的監(jiān)督,提高資金使用的安全性提供參考。
[Abstract]:The building maintenance fund refers to the fund for the maintenance and renewal of the common facilities, the maintenance and renewal of the common facilities and equipment after the expiration of the warranty period. The establishment and improvement of the management system of the housing maintenance funds is a long-term and complex work, which is directly related to the vital interests of the owners and the healthy development of the property management industry. However, the current housing maintenance funds have a single supervision form, lack of the owner's meeting and other supervision problems, so it is particularly necessary to strengthen supervision and find a new mode of supervision. This paper, first of all, through the brainstorming method and the expert scoring method, the supervision of the use of housing maintenance funds is mainly existing at present. With the problems of single supervision, lack of supervision, hidden dangers of funds and information asymmetry, the fundamental reasons for the existence of the problem are analyzed by property right theory and game theory model. Then, a new supervision mode is proposed to solve the existing problems of maintenance fund supervision, which is the combination of third party supervision and the audit of the competent department, respectively. This paper studies the feasibility of the new supervision mode from the angle of property right theory and cost and income, and constructs a new supervision mode from the aspects of target, principle, environment and process, and establishes the effective operation of the guarantee supervision mode through the supervision mechanism of the supervision of the use of housing maintenance funds. The key nodes in the use of housing maintenance funds are set up, and the theory model of property right theory, game theory and information economics is used to analyze the causes of the key nodes, and to explore the targeted and efficient supervision methods under the new model. The new supervision mode system and the measures and methods to ensure supervision and operation are proposed, which will provide reference for strengthening the supervision of the use of housing maintenance funds and improving the security of the use of funds.
