【摘要】:資源型城市因資源開(kāi)發(fā)而興起,但過(guò)去不平衡、不協(xié)調(diào)的粗放增長(zhǎng)模式影響了城市的可持續(xù)發(fā)展。資源性城市實(shí)現(xiàn)可持續(xù)發(fā)展,必須轉(zhuǎn)型發(fā)展,改善經(jīng)濟(jì)發(fā)展結(jié)構(gòu),合理有序開(kāi)發(fā)資源。濟(jì)寧市是典型的煤炭資源型城市,煤炭資源的開(kāi)發(fā)利用為城市經(jīng)濟(jì)增長(zhǎng)和社會(huì)進(jìn)步提供了有力支撐。同時(shí)也帶來(lái)土地塌陷、環(huán)境污染、煤炭開(kāi)發(fā)與城鎮(zhèn)化發(fā)展矛盾等一系列問(wèn)題,尤其是中心城區(qū)及周邊區(qū)域的矛盾日益突出。為促進(jìn)濟(jì)寧市轉(zhuǎn)型發(fā)展,實(shí)現(xiàn)城市可持續(xù)發(fā)展,合理協(xié)調(diào)中心城區(qū)周邊煤炭資源的開(kāi)發(fā)規(guī)模,妥善解決城鎮(zhèn)化建設(shè)與煤炭資源開(kāi)發(fā)的矛盾已成為焦點(diǎn)問(wèn)題之一。本研究以濟(jì)寧市中心城區(qū)與周邊煤礦的合集區(qū)域?yàn)檠芯繉?duì)象,以可持續(xù)發(fā)展理論、資源經(jīng)濟(jì)學(xué)理論、系統(tǒng)理論為理論基礎(chǔ),以系統(tǒng)動(dòng)力學(xué)、情景模擬和多目標(biāo)規(guī)劃為主要方法,系統(tǒng)研究確定中心城區(qū)周邊煤炭資源的合理開(kāi)發(fā)規(guī)模。首先,根據(jù)區(qū)域當(dāng)前實(shí)際情況,綜合分析區(qū)域煤炭資源開(kāi)發(fā)、生態(tài)環(huán)境、經(jīng)濟(jì)社會(huì)之間的相互影響;據(jù)此建立SD模型,對(duì)區(qū)域煤炭資源開(kāi)發(fā)規(guī)模進(jìn)行系統(tǒng)分析;然后,按照不同的區(qū)域發(fā)展模式,對(duì)區(qū)域煤炭資源開(kāi)發(fā)規(guī)模進(jìn)行情景模擬分析,得到相關(guān)指標(biāo)的閾值范圍;通過(guò)SD模型靈敏度分析,識(shí)別敏感因素,并作為決策變量;建立多目標(biāo)規(guī)劃模型進(jìn)行優(yōu)化決策分析,得到中心城區(qū)周邊煤炭資源合理開(kāi)發(fā)規(guī)模;最后將優(yōu)化結(jié)果再輸入SD模型,進(jìn)行優(yōu)化前后仿真結(jié)果對(duì)比分析;依據(jù)各煤礦的設(shè)計(jì)生產(chǎn)能力配置預(yù)測(cè)的煤炭資源合理開(kāi)發(fā)規(guī)模,為合理開(kāi)發(fā)中心城區(qū)周邊煤炭資源提供決策支持。在區(qū)域煤炭資源合理開(kāi)發(fā)規(guī)模研究分析的基礎(chǔ)上,本研究從合理開(kāi)發(fā)煤炭資源,推進(jìn)新型城鎮(zhèn)化建設(shè);推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型,增強(qiáng)資源型城市經(jīng)濟(jì)活力;加強(qiáng)政府引導(dǎo)作用,提高環(huán)保投入與監(jiān)管力度三個(gè)方面提出政策建議,以期能為資源型城市合理開(kāi)發(fā)中心城區(qū)周邊煤炭資源提供政策支持,推動(dòng)資源型城市可持續(xù)發(fā)展。
[Abstract]:Resource-based cities are rising because of resource development, but in the past, the unbalanced and uncoordinated growth pattern has influenced the sustainable development of the city. The sustainable development of the resource-based cities must be transformed, the economic development structure and the rational and orderly development of resources are necessary. Jining is a canonical coal resource-based city and the exploitation and utilization of coal resources It provides a strong support for urban economic growth and social progress. It also brings about a series of problems, such as land collapse, environmental pollution, the contradiction between coal development and urbanization, especially the contradictions between the central urban area and the surrounding areas. In order to promote the transformation and development of Jining, the sustainable development of the city and the rational coordination of the central urban week are also made. The contradiction between the development scale of coal resources and the proper solution of the contradiction between urbanization and coal resources development has become one of the focal problems. This study takes the integration area of Jining city center and surrounding coal mine as the research object, taking the theory of sustainable development, the theory of resource economics and the theory of system as the theoretical basis, system dynamics and scenario model. The proposed and multi-objective programming is the main method to systematically study the rational development scale of coal resources around the central urban area. Firstly, according to the current actual situation in the region, the interaction between the development of regional coal resources, the ecological environment and the economic society are synthetically analyzed. Based on this, the SD model is established to systematically divide the scale of the development of the regional coal resources. And then, according to the different regional development model, the situation of regional coal resources development is simulated and analyzed, and the threshold range of the related indexes is obtained. Through the sensitivity analysis of SD model, the sensitive factors are identified and the decision variables are identified. The multi-objective programming model is established to make the optimal decision analysis, and the coal resources around the central urban area are obtained. In the end, the optimization results are put into the SD model, and the simulation results are compared and analyzed before and after the optimization. According to the rational development scale of coal resources based on the design and production capacity of each coal mine, the decision support is provided for the rational development of the coal resources around the central urban area. On the basis of this, this study will provide policy suggestions on three aspects, namely, the rational development of coal resources, the promotion of new urbanization, the promotion of industrial transformation, the enhancement of the economic vitality of the resource-based cities, the strengthening of government guiding role and the improvement of environmental investment and supervision, in order to provide policy for the rational development of coal resources around the central city of the resource type city. Support and promote the sustainable development of resource-based cities.
