【摘要】：當前,食品安全問題是全世界公民關注的重點,食品的安全程度直接影響到社會公眾的身體健康和生命安全。過去幾十年間頻發(fā)的食品安全事件讓我們不禁要反思目前的食品安全管理問題到底出在哪里?這個問題已經(jīng)成為當前國內(nèi)外學者研究的一個重點課題。目前國內(nèi)外學者研究多是從食品安全問題發(fā)展現(xiàn)狀、發(fā)展趨勢、體制改革等宏觀方面研究,但在食品安全監(jiān)管實踐中,缺乏對公眾參與食品安全監(jiān)管實踐的實證研究,對公眾參與食品安全監(jiān)管的經(jīng)驗與問題的研究明顯不足,缺乏系統(tǒng)的理論作為支撐。本文嘗試從參與式民主理論視角,通過結合南寧市食品安全現(xiàn)狀,采用實地調研、文獻綜述、數(shù)據(jù)分析比較等一系列研究方法,解釋了食品安全、公眾參與等概念內(nèi)涵,通過設計調查問卷的方法,以南寧市居民為調研對象,分析調研結果,總結出南寧市公眾參與食品安全監(jiān)管存在的問題,并對此深入剖析,結合我國實際情況,提出要提高公眾參與食品安全監(jiān)管必須要優(yōu)化公眾參與環(huán)境、降低公眾參與成本、完善其他各項建設等幾方面的對策,并逐個對這些對策深入分解,以期為今后加強公眾參與食品安全監(jiān)管提供一套切實可行的做法。論文的主要觀點是：南寧市公眾參與食品安全監(jiān)管經(jīng)過近年來的發(fā)展,已經(jīng)取得一定成效,但仍存在著公眾參與食品安全監(jiān)管渠道不暢、公眾參與意識不強、參與率低、公眾對食品安全監(jiān)管信任缺失等四個問題。這些問題主要是由于食品安全監(jiān)管相關法律法規(guī)缺失、公眾缺乏可操作的程序規(guī)范、公眾受傳統(tǒng)政治文化影響、食品安全監(jiān)管體制不健全等原因造成。針對存在的問題,解決的對策主要有：完善食品安全相關法律法規(guī),完善信息公開制度,建立公眾參與激勵機制,暢通公眾參與渠道,降低公眾參與成本,提高工作參與意識和能力,加強消費者協(xié)會、行業(yè)協(xié)會建設,加強新聞媒體監(jiān)督等。本文的研究為食品安全監(jiān)管等部門提供一定的理論依據(jù),有重要的實踐意義。
[Abstract]:At present, the issue of food safety is the focus of attention of citizens all over the world. The degree of food safety has a direct impact on the public health and life safety. The frequent food safety incidents in the past few decades make us reflect on the problem of food safety management. This problem has become a key topic for scholars at home and abroad. At present, scholars at home and abroad mostly study from the current situation of food safety development, development trend, system reform and other macro aspects, but in the practice of food safety supervision, there is a lack of empirical research on public participation in food safety supervision practice. The research on public participation in food safety supervision is obviously insufficient and lacks systematic theory. From the perspective of participatory democracy theory, this paper attempts to explain the concept of food safety and public participation through a series of research methods, such as field investigation, literature review, data analysis and comparison, combined with the present situation of food safety in Nanning. By designing the questionnaire, taking the residents of Nanning as the research object and analyzing the results of the investigation, this paper summarizes the problems existing in the public participation in food safety supervision in Nanning, and deeply analyzes the problems, combining with the actual situation in our country. In order to improve the public participation in food safety supervision, it is necessary to optimize the public participation environment, reduce the cost of public participation, perfect other construction and other countermeasures, and further decompose these countermeasures one by one. In order to strengthen public participation in food safety supervision and provide a set of practical practices. The main points of the paper are: Nanning City public participation in food safety supervision after recent years of development, has achieved certain results, but there is still a lack of public participation in food safety supervision channels, public participation awareness is not strong, participation rate is low. Lack of public trust in food safety supervision and other four issues. These problems are mainly caused by the lack of laws and regulations related to food safety supervision, the lack of operational procedural norms of the public, the influence of traditional political culture on the public, and the unsound food safety supervision system. In view of the existing problems, the countermeasures are as follows: perfecting the food safety laws and regulations, perfecting the information publicity system, establishing the public participation incentive mechanism, unblocking the public participation channels, reducing the public participation cost, Improve work participation awareness and ability, strengthen consumer associations, industry associations, strengthen the supervision of news media, etc. The research in this paper provides some theoretical basis for food safety supervision and has important practical significance.
