【摘要】：質(zhì)量誠(chéng)信體系建設(shè)作為社會(huì)信用體系建設(shè)的重要組成部分,受到社會(huì)各界的高度關(guān)注,也越來(lái)越成為質(zhì)監(jiān)部門工作的重中之重。2012年,國(guó)務(wù)院印發(fā)《質(zhì)量發(fā)展綱要(2011-2020年)》,明確要求推進(jìn)質(zhì)量誠(chéng)信體系建設(shè)。同年,國(guó)家質(zhì)檢總局也印發(fā)了《關(guān)于進(jìn)一步加快質(zhì)量誠(chéng)信體系建設(shè)的指導(dǎo)意見(jiàn)》。蘭州市作為西北地區(qū)生產(chǎn)制造業(yè)發(fā)展的重要城市,如何按照蘭州的實(shí)際情況建立生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系,已成為擺在蘭州市質(zhì)量技術(shù)監(jiān)督局面前的首要問(wèn)題。本文以蘭州市質(zhì)監(jiān)部門在生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)中所做的工作和面臨的問(wèn)題為主要研究對(duì)象,從生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的理論及實(shí)踐層面,展開(kāi)全面的比較和分析。通過(guò)理論研究和西方主要國(guó)家質(zhì)量誠(chéng)信體系建設(shè)經(jīng)驗(yàn)的分析、借鑒,探索制定出符合蘭州市生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的政策措施和工作方法,幫助蘭州市經(jīng)濟(jì)健康穩(wěn)步發(fā)展。論文主要包括三個(gè)方面的內(nèi)容：首先進(jìn)行生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的基礎(chǔ)問(wèn)題、現(xiàn)有政策研究。分析企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的內(nèi)涵、內(nèi)容及國(guó)家層面現(xiàn)有的做法,找準(zhǔn)質(zhì)監(jiān)系統(tǒng)在企業(yè)質(zhì)量誠(chéng)信體系建設(shè)中的定位,明確質(zhì)監(jiān)系統(tǒng)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的背景、意義,為接下來(lái)的研究奠定基礎(chǔ)。然后對(duì)蘭州市生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)現(xiàn)狀進(jìn)行描述。包括對(duì)質(zhì)量信用信息化、質(zhì)量信用分級(jí)分類管理、質(zhì)量信用獎(jiǎng)懲機(jī)制、質(zhì)量信用“黑名單”制度等一系列蘭州市質(zhì)監(jiān)系統(tǒng)在生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的內(nèi)容和運(yùn)行模式的描述,應(yīng)用參與企業(yè)覆蓋率、產(chǎn)品質(zhì)量合格率、假冒偽劣案件發(fā)生率等數(shù)據(jù)的對(duì)比和分析來(lái)評(píng)價(jià)蘭州市生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)的現(xiàn)狀,找出面臨的問(wèn)題。最后是蘭州市質(zhì)監(jiān)系統(tǒng)生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)提升的策略研究。通過(guò)借鑒國(guó)外在質(zhì)量誠(chéng)信體系建設(shè)中成熟和先進(jìn)的做法,結(jié)合蘭州的特點(diǎn),探索出政府制定生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)長(zhǎng)遠(yuǎn)規(guī)劃、確立質(zhì)量誠(chéng)信體系為質(zhì)量監(jiān)管服務(wù)的觀念,主管部門整合有效資源、健全激勵(lì)機(jī)制,增強(qiáng)企業(yè)主體意識(shí)、積極參與體系建設(shè),拓寬社會(huì)參與途徑、增強(qiáng)社會(huì)公信力等提升蘭州市生產(chǎn)企業(yè)質(zhì)量誠(chéng)信體系建設(shè)水平的對(duì)策,也對(duì)其他省市質(zhì)量誠(chéng)信體系的構(gòu)建和有效運(yùn)行提出有益建議。
[Abstract]:As an important part of the construction of social credit system, the construction of quality and honesty system has been highly concerned by all walks of life, and has increasingly become a top priority in the work of quality supervision departments. In 2012, The State Council issued the outline of quality Development 2011-2020, explicitly demanding to promote the construction of quality integrity system. In the same year, the State Administration of quality Supervision and Quarantine also issued the guiding opinion on further speeding up the Construction of quality Integrity system. Lanzhou, as an important city in the development of manufacturing industry in northwest China, how to establish the quality credit system of production enterprises according to the actual situation of Lanzhou has become the primary problem in front of the quality and technical supervision bureau of Lanzhou City. This paper takes the work and problems faced by the quality supervision department of Lanzhou City as the main research object, and makes a comprehensive comparison and analysis from the theoretical and practical aspects of the construction of the quality and good faith system in the production enterprises. Through the theoretical research and the analysis of the experience of the construction of the quality credit system in the main western countries, this paper explores the policy measures and working methods which accord with the construction of the quality credit system of the production enterprises in Lanzhou, and helps Lanzhou's economy to develop healthily and steadily. This paper mainly includes three aspects: firstly, the basic problems of the construction of the quality credit system of production enterprises, and the existing policy research. This paper analyzes on the connotation, content and existing practice of enterprise quality and credit system construction, finds out the orientation of quality supervision system in the construction of enterprise quality credit system, and clarifies the background and significance of enterprise quality credit system construction. Lay the foundation for the following research. Then the construction of quality integrity system of Lanzhou production enterprises is described. Including quality credit information, quality credit classification management, quality credit reward and punishment mechanism, Quality credit "blacklist" system and a series of quality supervision systems in Lanzhou City describe the content and operation mode of the construction of quality credit system in production enterprises, apply the coverage rate of participating enterprises, the qualified rate of product quality, By comparing and analyzing the data of the incidence of fake and shoddy cases, this paper evaluates the present situation of the construction of quality and good faith system of the production enterprises in Lanzhou, and finds out the problems faced. Finally, the strategy of improving quality integrity system of Lanzhou quality Supervision system is studied. By drawing lessons from the mature and advanced practices in the construction of quality credit system in foreign countries and combining the characteristics of Lanzhou, this paper explores the concept that the government should formulate a long-term plan for the construction of quality credit system in production enterprises and establish the concept of quality credit system serving for quality supervision and control. The measures to improve the construction level of quality credit system of production enterprises in Lanzhou, such as integrating effective resources, perfecting incentive mechanism, strengthening the consciousness of enterprise subject, actively participating in the construction of system, widening the ways of social participation, strengthening social credibility, etc. It also puts forward some useful suggestions for the construction and effective operation of quality credit system in other provinces and cities.
