【摘要】：在經(jīng)濟(jì)全球化的背景下,標(biāo)準(zhǔn)作為市場(chǎng)競(jìng)爭(zhēng)的重要手段,是社會(huì)經(jīng)濟(jì)發(fā)展的戰(zhàn)略制高點(diǎn)。搶占標(biāo)準(zhǔn)制高點(diǎn),已經(jīng)成為當(dāng)今國(guó)際之間、地區(qū)之間、企業(yè)之間競(jìng)爭(zhēng)的最高級(jí)形式。新世紀(jì)以來(lái),我國(guó)也將標(biāo)準(zhǔn)化提上戰(zhàn)略高度,從國(guó)家到地方,圍繞如何有效實(shí)施標(biāo)準(zhǔn)化戰(zhàn)略,開(kāi)展了深入思考和研究,各級(jí)政府紛紛制定出相應(yīng)的標(biāo)準(zhǔn)化戰(zhàn)略發(fā)展綱要。但由于我國(guó)開(kāi)展標(biāo)準(zhǔn)化工作起步較晚,發(fā)展不均衡和認(rèn)識(shí)不全面等多方面的原因,標(biāo)準(zhǔn)化工作面臨著諸多問(wèn)題�，F(xiàn)階段的標(biāo)準(zhǔn)化戰(zhàn)略研究多側(cè)重于第一、二產(chǎn)業(yè),對(duì)服務(wù)業(yè)的研究還比較少。而隨著服務(wù)產(chǎn)業(yè)在國(guó)民經(jīng)濟(jì)中所占比重逐年增加,研究制定服務(wù)行業(yè)標(biāo)準(zhǔn)化的需求也越來(lái)越強(qiáng)烈。廣州市荔灣區(qū)作為一個(gè)服務(wù)產(chǎn)業(yè)相對(duì)比較密集的地區(qū),服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略卻實(shí)施仍處于剛起步的階段,研究制定符合自身實(shí)情的服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略實(shí)施是荔灣區(qū)未來(lái)發(fā)展進(jìn)步的必然要求。本文以廣州市荔灣區(qū)服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略為研究對(duì)象,首先闡明研究的背景、意義,并運(yùn)用文獻(xiàn)研究法查找國(guó)內(nèi)外關(guān)于服務(wù)業(yè)標(biāo)準(zhǔn)化及標(biāo)準(zhǔn)化戰(zhàn)略的相關(guān)理論,構(gòu)建分析研究的理論基礎(chǔ)。其次,運(yùn)用問(wèn)卷調(diào)查法和訪談法了解荔灣區(qū)服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略實(shí)施的現(xiàn)狀,為論文的分析研究提供事實(shí)依據(jù)。通過(guò)對(duì)收集到的資料進(jìn)行歸納整理和數(shù)據(jù)分析,剖析存在問(wèn)題及原因所在。同時(shí)借鑒其它地區(qū)優(yōu)秀做法,研究分析廣州市番禺區(qū)、深圳市鹽田區(qū)的服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略實(shí)施經(jīng)驗(yàn),為論文的結(jié)論提供實(shí)踐依據(jù)。最后結(jié)合荔灣區(qū)自身特點(diǎn),提出加強(qiáng)服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略實(shí)施工作的對(duì)策建議,探索一條切實(shí)可行的服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略實(shí)施道路。本文的主要研究?jī)?nèi)容是在目前服務(wù)業(yè)標(biāo)準(zhǔn)化理論研究不多的情況下,以廣州市荔灣區(qū)的服務(wù)業(yè)標(biāo)準(zhǔn)化工作為對(duì)象展開(kāi)研究討論,在理論方面豐富了標(biāo)準(zhǔn)化戰(zhàn)略的研究?jī)?nèi)容。同時(shí)結(jié)合荔灣區(qū)的實(shí)際情況,針對(duì)問(wèn)題根源,從加強(qiáng)協(xié)作、擴(kuò)大宣傳、注重人才、開(kāi)展多樣化工作、完善政策和科學(xué)籌劃六個(gè)方面為未來(lái)荔灣區(qū)服務(wù)業(yè)標(biāo)準(zhǔn)化戰(zhàn)略的制定實(shí)施提供了一些建議。
[Abstract]:Under the background of economic globalization, as an important means of market competition, standard is the strategic commanding point of social economic development. Preemption of standard commanding heights has become the most advanced form of competition among international, regional and enterprises. Since the new century, our country has also raised standardization to a strategic height. From country to place, we have carried out in-depth thinking and research on how to implement the standardization strategy effectively, and governments at all levels have drawn up the corresponding development outline of standardization strategy one after another. However, the standardization work in China is faced with many problems due to its late start, uneven development and incomplete understanding. At present, the research of standardization strategy focuses on the first and second industries, but the research on service industry is less. As the proportion of service industry in national economy increases year by year, the demand for standardization of service industry becomes more and more intense. As a relatively dense service industry, Liwan District of Guangzhou City is still in the early stage of implementing the service industry standardization strategy. It is necessary for the future development and progress of Liwan District to study the implementation of service standardization strategy in accordance with its own reality. This paper takes the service industry standardization strategy of Liwan District of Guangzhou as the research object. First of all, it clarifies the background and significance of the research, and uses the literature research method to find out the relevant theories about the service industry standardization and standardization strategy at home and abroad. Construct the theoretical foundation of analysis research. Secondly, the present situation of the implementation of service industry standardization strategy in Liwan District is understood by questionnaire survey and interview method, which provides a factual basis for the analysis and research of this paper. Through the collection of data and data analysis, analyze the existing problems and reasons. At the same time, using the excellent practices of other regions for reference, this paper studies and analyzes the implementation experience of service industry standardization strategy in Panyu District of Guangzhou and Yantian District of Shenzhen City, which provides the practical basis for the conclusion of the paper. Finally, according to the characteristics of Liwan District, the author puts forward the countermeasures and suggestions to strengthen the implementation of service standardization strategy, and explores a feasible way to implement service standardization strategy. The main research content of this paper is to carry out research and discussion on the service industry standardization work in Liwan District of Guangzhou under the condition that there is not much research on service standardization theory at present, which enriches the research content of standardization strategy in theory. At the same time, in light of the actual situation in Liwan District, aiming at the root causes of the problems, we should strengthen cooperation, expand publicity, pay attention to talents, and carry out diversified work. Six aspects of perfect policy and scientific planning provide some suggestions for the establishment and implementation of service standardization strategy in Liwan district.
