【摘要】：經(jīng)濟(jì)發(fā)展與城鎮(zhèn)化建設(shè)是相互促進(jìn),相互協(xié)調(diào)的。經(jīng)濟(jì)的發(fā)展會帶動城鎮(zhèn)化的進(jìn)程,而城鎮(zhèn)化建設(shè)合理發(fā)展,有助于實(shí)現(xiàn)的經(jīng)濟(jì)可持續(xù)發(fā)展。城鎮(zhèn)化建設(shè)不僅利于解決三農(nóng)問題,也利于產(chǎn)業(yè)結(jié)構(gòu)升級和擴(kuò)大內(nèi)需,促進(jìn)經(jīng)濟(jì)發(fā)展。世界城鎮(zhèn)化進(jìn)程目前已經(jīng)由發(fā)達(dá)國家轉(zhuǎn)移到發(fā)展中國家,中國目前已經(jīng)處于城鎮(zhèn)化加速階段。近年來,由于國內(nèi)良好的經(jīng)濟(jì)環(huán)境以及國家政策的扶持,大湘西經(jīng)濟(jì)發(fā)展迅速,城鎮(zhèn)化水平迅速提高,城鎮(zhèn)建設(shè)逐步完善。大湘西地處偏遠(yuǎn)經(jīng)濟(jì)發(fā)展水平低下,城鎮(zhèn)建設(shè)相對落后,城鎮(zhèn)化水平不僅落后于全國平均水平,也落后于湖南平均水平。合理的城鎮(zhèn)化建設(shè)不僅利于大湘西經(jīng)濟(jì)有序發(fā)展,也利于大湘西生態(tài)環(huán)境的保護(hù)和當(dāng)?shù)厝嗣裆钏降奶岣�。國�?nèi)外關(guān)于城鎮(zhèn)化的研究眾多,理論也十分豐富,但是對湘西的研究相對較少。本文在國內(nèi)外先進(jìn)的城鎮(zhèn)化經(jīng)驗(yàn)指導(dǎo)下,對大湘西城鎮(zhèn)化建設(shè)進(jìn)行研究。首先,本文利用數(shù)據(jù)分析和總結(jié)了大湘西不同州市人口城鎮(zhèn)化、產(chǎn)業(yè)城鎮(zhèn)化的主要特征。通過分析得出結(jié)論:大湘西的人口城鎮(zhèn)化水平低,落后于全國和湖南平均水平;大湘西的產(chǎn)業(yè)城鎮(zhèn)化呈現(xiàn)發(fā)展速度快、水平低、區(qū)域內(nèi)產(chǎn)業(yè)發(fā)展不平衡的特點(diǎn)。其次,從生態(tài)環(huán)境、城鎮(zhèn)建設(shè)、城鎮(zhèn)規(guī)劃和管理以及產(chǎn)業(yè)結(jié)構(gòu)等方面分析和總結(jié)了大湘西城鎮(zhèn)化存在的主要問題。最后,針對大湘西城鎮(zhèn)化存在的問題,本文提出了:樹立科學(xué)發(fā)展觀,加強(qiáng)生態(tài)環(huán)境建設(shè);籌集資金,加快城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè);引進(jìn)和培養(yǎng)人才,合理規(guī)劃城鎮(zhèn)體系;優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),加強(qiáng)經(jīng)濟(jì)支撐等加快大湘西城鎮(zhèn)化建設(shè)的相關(guān)對策。
[Abstract]:Economic development and urbanization are mutually promoted and coordinated.The development of economy will drive the process of urbanization, and the reasonable development of urbanization construction will help to realize the sustainable development of economy.Urbanization is not only conducive to solving the problems of agriculture, countryside and farmers, but also conducive to upgrading industrial structure and expanding domestic demand and promoting economic development.The process of urbanization in the world has been transferred from developed countries to developing countries, and China is now in the accelerating stage of urbanization.In recent years, due to the favorable domestic economic environment and the support of national policies, the economy of Western Hunan has developed rapidly, the level of urbanization has been raised rapidly, and the construction of cities and towns has been gradually improved.The level of economic development is low, the construction of cities and towns is relatively backward, and the level of urbanization is not only lagging behind the national average level, but also lagging behind the average level of Hunan Province.Reasonable urbanization is not only conducive to the orderly development of economy, but also conducive to the protection of ecological environment and the improvement of local people's living standard.There are a lot of researches on urbanization at home and abroad, and the theory is also very rich, but the research on Xiangxi is relatively few.Under the guidance of advanced urbanization experience at home and abroad, this paper studies the urbanization construction in West Hunan.Firstly, this paper analyzes and summarizes the main characteristics of urbanization and industry urbanization in different cities of western Hunan.The conclusions are as follows: the urbanization level of population in West Hunan is low, which lags behind the average level of the whole country and Hunan, and the industry urbanization in West Hunan shows the characteristics of rapid development, low level and unbalanced industrial development in the region.Secondly, the main problems of urbanization in West Hunan are analyzed and summarized from the aspects of ecological environment, urban construction, urban planning and management, and industrial structure.Finally, in view of the problems existing in the urbanization of Western Hunan, this paper puts forward the following points: establishing the scientific development view, strengthening the ecological environment construction, raising funds, speeding up the construction of urban infrastructure, introducing and training talents, and rationally planning the urban system;Optimize the industrial structure, strengthen economic support and other measures to speed up the urbanization of Western Hunan.
