【摘要】：隨著社會(huì)的發(fā)展和居民健康意識的提高,社會(huì)公眾對醫(yī)療服務(wù)的需求也日漸增加,同時(shí)醫(yī)院之間的競爭也在加劇,不僅僅表現(xiàn)在技術(shù)人才的質(zhì)量和數(shù)量上,還體現(xiàn)在硬件水平的強(qiáng)弱上。一個(gè)現(xiàn)代化綜合性醫(yī)院,只有基礎(chǔ)設(shè)施水平上來了,才能有立足的堅(jiān)實(shí)后盾。新醫(yī)療綜合樓建設(shè)是符合醫(yī)院發(fā)展需要和滿足人們服務(wù)需求的重要舉措,具備廣大的市場前景和較高的社會(huì)意義。本文以煙臺海港醫(yī)院新醫(yī)療綜合樓建設(shè)項(xiàng)目為研究對象,通過搜集有關(guān)項(xiàng)目管理和風(fēng)險(xiǎn)管理的有關(guān)資料和文獻(xiàn)了解了醫(yī)院建設(shè)項(xiàng)目風(fēng)險(xiǎn)管理的相關(guān)現(xiàn)狀,認(rèn)為對致力于該領(lǐng)域的研究具有較高的理論和現(xiàn)實(shí)意義。本文的研究主要分為七個(gè)部分：一是緒論,即研究背景及意義,對國內(nèi)外的文獻(xiàn)進(jìn)行梳理和歸納,并闡述本文的研究內(nèi)容、方法、技術(shù)路線和結(jié)構(gòu)安排等；二是一般性理論和方法的介紹,包括不確定性分析理論、風(fēng)險(xiǎn)分析理論以及常用的風(fēng)險(xiǎn)評價(jià)方法；三是對項(xiàng)目概況的介紹,包括煙臺海港醫(yī)院信息的簡要介紹、新綜合樓建設(shè)項(xiàng)目提出的背景和必要性、選址的優(yōu)缺點(diǎn)、項(xiàng)目建設(shè)的規(guī)模方案等；四是項(xiàng)目投資風(fēng)險(xiǎn)識別,對項(xiàng)目的特點(diǎn)和風(fēng)險(xiǎn)特征有個(gè)明確的界定；五是本文的重點(diǎn)章節(jié),包括對項(xiàng)目建設(shè)的投資成本等財(cái)務(wù)數(shù)據(jù)進(jìn)行估算,并利用這些數(shù)據(jù)進(jìn)行盈虧平衡分析和敏感性分析等不確定性分析,最后重點(diǎn)運(yùn)用模糊層次分析法對風(fēng)險(xiǎn)作出綜合評價(jià);六是針對煙臺港投資風(fēng)險(xiǎn)評價(jià)結(jié)果提出相應(yīng)的應(yīng)對策略；七是總結(jié)與展望。在風(fēng)險(xiǎn)理論中,風(fēng)險(xiǎn)識別過程一般分為風(fēng)險(xiǎn)識別、風(fēng)險(xiǎn)估計(jì)、風(fēng)險(xiǎn)評價(jià)和風(fēng)險(xiǎn)對策四個(gè)步驟,這也是本研究的主要研究脈絡(luò)。在學(xué)術(shù)思想創(chuàng)新性上,本文將風(fēng)險(xiǎn)理論識別和風(fēng)險(xiǎn)分析的方法應(yīng)用于煙臺港醫(yī)院這一特殊項(xiàng)目進(jìn)行研究,綜合運(yùn)用了盈虧平衡分析法、敏感性分析法、層次分析法和模糊分析法,從全方位多角度進(jìn)行了研究,考察的較為全面。從研究結(jié)果來看,盈虧平衡法得出項(xiàng)目銷售58.18%就可以收回初始投資,超過58.18%的部分稱為本項(xiàng)目的盈利；層次分析法得出財(cái)務(wù)風(fēng)險(xiǎn)、勘察風(fēng)險(xiǎn)和需求風(fēng)險(xiǎn)是項(xiàng)目的三個(gè)最主要的風(fēng)險(xiǎn)因素,僅這三者所占權(quán)重高達(dá)69.81%;模糊綜合評價(jià)方法得出項(xiàng)目的風(fēng)險(xiǎn)總值為3.53765,屬于中等風(fēng)險(xiǎn)水平。為有效應(yīng)對各種風(fēng)險(xiǎn)的發(fā)生,提出了保證財(cái)務(wù)報(bào)表謹(jǐn)慎及時(shí)、提高資本流動(dòng)性、構(gòu)建專業(yè)化風(fēng)險(xiǎn)評估小組等一系列對策,以期對項(xiàng)目建設(shè)的順利完成有一定的指導(dǎo)和借鑒意義。
[Abstract]:With the development of society and population health awareness, the public's demand for medical services is also increasing, and the competition between hospitals has intensified, not only in the quantity and quality of technical personnel, is also reflected in the hardware level. A modern comprehensive hospital, only the level of infrastructure. And in order to have a solid backing. Based on the new medical building construction is in line with the needs of the hospital and an important measure to meet people demand, have broad market prospects and higher social significance. In this paper, a new medical complex building construction project of Yantai Harbor Hospital as the research object, through the collection of relevant information and documents about project management and risk management about the current situation of hospital construction project risk management, that has higher research devoted to the field of the theoretical and practical significance. The research is mainly divided into seven parts: the first part is introduction, the research background and significance, the domestic and foreign literature and summarizes and describes the research content, the method, technical route and structural arrangements; two is the general theory and method is introduced, including the uncertainty of risk analysis theory. Theoretical analysis and risk evaluation methods in common use; three of the project overview, including brief introduction of Yantai harbor hospital information, the background and the necessity of new building construction project is put forward. The advantages and disadvantages of the location of the project, the construction scale scheme; four is to identify the project investment risk characteristics and risk characteristics of the project. Have a clearly defined; the five is the focus of this chapter, including the construction of the project investment cost and financial data for estimation, and breakeven analysis and sensitivity analysis using these data uncertainty Qualitative analysis, finally focus on the use of Fuzzy AHP to make a comprehensive assessment of the risk; the six is for Yantai port investment risk evaluation results put forward corresponding strategies; the seven is the conclusion and prospect. In risk theory, the risk identification process is generally divided into risk identification, risk estimation, risk evaluation and Countermeasures of the four steps. Is the main research context. In the innovation of academic thought, this paper applied the theory of risk identification and risk analysis on the special project of Yantai port hospital were studied, using Ying Kuiping equilibrium analysis method, sensitivity analysis method, AHP method and fuzzy analysis method, studied from the full range of multi the more comprehensive perspective. The study results indicate that the breakeven point method that the project sales of 58.18% will be able to recover the initial investment, more than 58.18% of the part called the project profitability AHP method; financial risk investigation, risk and demand risk are three main risk factors of the project, only the three total weight of up to 69.81%; fuzzy comprehensive evaluation method and the results of the risk of the project amounted to 3.53765, which belongs to the medium risk level. In order to effectively cope with the occurrence of various risks, put forward to ensure the financial the report carefully in a timely manner, improve the mobility of capital, the construction of the professional risk assessment team and a series of countermeasures, with a view to the project construction has successfully completed a certain guidance and reference.
