【摘要】:產(chǎn)品質(zhì)量安全直接維系國(guó)計(jì)民生,是社會(huì)輿論和政府關(guān)注的焦點(diǎn)。近幾年來,為了預(yù)防和降低產(chǎn)品傷害事件的發(fā)生,各個(gè)國(guó)家均從不同層面開展了產(chǎn)品傷害監(jiān)測(cè)實(shí)驗(yàn)和研究,政府部門不斷加強(qiáng)產(chǎn)品傷害監(jiān)測(cè)的事后監(jiān)管。美國(guó)數(shù)據(jù)顯示,近幾年來的產(chǎn)品傷害監(jiān)測(cè)工作大大降低了產(chǎn)品傷害事件的發(fā)生,而我國(guó)隨著社會(huì)經(jīng)濟(jì)的快速發(fā)展,日常生活產(chǎn)品種類的日益豐富,產(chǎn)品導(dǎo)致的質(zhì)量和安全問題日益嚴(yán)重,所以,我國(guó)政府已經(jīng)開始高度重視產(chǎn)品傷害監(jiān)測(cè)工作。黨中央國(guó)務(wù)院印發(fā)的《質(zhì)量發(fā)展綱要(2011-2020年)》中明確指出:產(chǎn)品傷害監(jiān)測(cè)系統(tǒng)是我國(guó)健全公共安全體系的重要組成部分之一,應(yīng)該加大力度推進(jìn)產(chǎn)品傷害監(jiān)測(cè)系統(tǒng)的建設(shè)。每年國(guó)家的“315”晚會(huì)披露的內(nèi)容也全面展示出國(guó)家對(duì)產(chǎn)品質(zhì)量安全問題的重視程度。因此急需建立健全產(chǎn)品傷害監(jiān)測(cè)系統(tǒng),然而開展符合中國(guó)特色的產(chǎn)品傷害監(jiān)測(cè)系統(tǒng)需要完善的數(shù)據(jù)分析技術(shù)支持,本文從這個(gè)角度進(jìn)行分析闡述。本文將信息分析技術(shù),尤其是定量的綜合決策方法,應(yīng)用到產(chǎn)品傷害排序和產(chǎn)品質(zhì)量安全風(fēng)險(xiǎn)評(píng)估中,從多角度對(duì)產(chǎn)品質(zhì)量安全風(fēng)險(xiǎn)進(jìn)行了全面客觀的評(píng)價(jià)。本文具體進(jìn)行了如下研究:1、通過對(duì)比歐盟及美國(guó)等發(fā)達(dá)國(guó)家完善的產(chǎn)品質(zhì)量監(jiān)測(cè)體系與監(jiān)測(cè)系統(tǒng),以系統(tǒng)性與實(shí)用性為原則,以產(chǎn)品傷害監(jiān)測(cè)系統(tǒng)數(shù)據(jù)項(xiàng)為基礎(chǔ),構(gòu)建了產(chǎn)品傷害評(píng)估指標(biāo)體系,進(jìn)一步將灰色關(guān)聯(lián)分析方法應(yīng)用到傷害事故嚴(yán)重程度評(píng)價(jià)。在此基礎(chǔ)上,對(duì)產(chǎn)品傷害進(jìn)行了聚類分析,明確的劃分傷害事件級(jí)別。結(jié)果表明:該模型能較為準(zhǔn)確的評(píng)估產(chǎn)品傷害程度,可為產(chǎn)品質(zhì)量安全管理提供技術(shù)支持和科學(xué)建議。2、同時(shí)利用這套指標(biāo)體系和試點(diǎn)醫(yī)院傷害監(jiān)測(cè)的時(shí)間序列數(shù)據(jù)建立風(fēng)險(xiǎn)預(yù)警模型進(jìn)行實(shí)證分析,從而通過產(chǎn)品傷害事件的演化規(guī)律預(yù)測(cè)產(chǎn)品質(zhì)量的變化狀況,以期國(guó)家政策和相關(guān)部門采取措施降低發(fā)生質(zhì)量風(fēng)險(xiǎn)。
[Abstract]:Product quality and safety directly maintain the national economy and people's livelihood, is the focus of public opinion and government.In recent years, in order to prevent and reduce the occurrence of product injury events, various countries have carried out product injury monitoring experiments and research from different levels.Data from the United States show that the monitoring of product injury in recent years has greatly reduced the occurrence of product injury events. With the rapid development of social economy, the variety of products in daily life has become increasingly rich in China.The quality and safety problems caused by products are becoming more and more serious, so our government has begun to attach great importance to product injury monitoring.In the quality Development outline 2011-2020 issued by the CPC Central Committee and the State Council, it is clearly pointed out that the product injury monitoring system is one of the important components of improving the public safety system in China, and we should strengthen the construction of the product injury monitoring system.The content of "315" party also shows the importance of product quality and safety.Therefore, it is urgent to establish and improve the product injury monitoring system. However, the development of the product injury monitoring system with Chinese characteristics needs the technical support of perfect data analysis.In this paper, the information analysis technology, especially the quantitative comprehensive decision method, is applied to product injury ranking and product quality and safety risk assessment, and a comprehensive and objective evaluation of product quality safety risk is carried out from multiple angles.By comparing the product quality monitoring system and monitoring system in developed countries such as the European Union and the United States, this paper has carried out the following specific research as follows: based on the principles of systematization and practicability, and based on the data items of the product injury monitoring system,The index system of product injury evaluation is constructed, and the grey relational analysis method is applied to evaluate the severity of injury accident.On this basis, cluster analysis of product injury is carried out, and injury event level is clearly classified.The results show that the model can accurately evaluate the degree of product injury.It can provide technical support and scientific advice for product quality and safety management. At the same time, this index system and time series data of injury monitoring in pilot hospitals can be used to establish risk early warning model for empirical analysis.The change of product quality can be forecasted by the evolution law of product injury event, so as to reduce the risk of occurrence quality by national policy and relevant departments.
