我國(guó)住房保障補(bǔ)貼方式及政策選擇

【摘要】:自廉租房與公共租賃住房并軌運(yùn)行以來(lái),我國(guó)住房保障供應(yīng)體系逐步調(diào)整和完善,構(gòu)建以公共租賃住房為主體的租賃式住房保障體系成為未來(lái)的發(fā)展方向。在此過(guò)程中,住房保障補(bǔ)貼政策的制定是亟待解決的重要問(wèn)題。因此,分析現(xiàn)有住房補(bǔ)貼政策效應(yīng)具有重要的現(xiàn)實(shí)意義,評(píng)價(jià)現(xiàn)有住房補(bǔ)貼政策可以為政府的決策制定提供有利參考。為評(píng)價(jià)租賃補(bǔ)貼、住房券與配物補(bǔ)租的政策效應(yīng),本文運(yùn)用2013年湖北省六個(gè)城市受保障家庭的微觀數(shù)據(jù),采用Tobit、Heckman以及Ordered Probit模型,從居住面積、收入水平和通勤費(fèi)用方面評(píng)價(jià)三種住房補(bǔ)貼政策效應(yīng)及其影響因素。為了克服解釋變量可能存在的內(nèi)生性問(wèn)題,本文又采用“反事實(shí)”的傾向得分匹配方法,得到補(bǔ)貼政策的凈效應(yīng)。研究結(jié)論表明:在居住水平改善方面,配物補(bǔ)租對(duì)保障對(duì)象的居住水平提升作用較大,而住房券政策與租賃補(bǔ)貼政策對(duì)保障對(duì)象的居住水平影響沒(méi)有顯著差異,享受配物補(bǔ)租的家庭比享受租賃補(bǔ)貼的家庭面積多提升25.728m2;在收入效應(yīng)方面,相對(duì)于租賃補(bǔ)貼,配物補(bǔ)租政策顯著提升了保障對(duì)象的收入增長(zhǎng)率,提升幅度達(dá)29.5%,而住房券則顯著降低了保障對(duì)象的收入增長(zhǎng)率,降低幅度達(dá)7.2%;在通勤費(fèi)用方面,相對(duì)于租賃補(bǔ)貼,住房券和配物補(bǔ)租政策均顯著提升了保障對(duì)象的通勤成本,其對(duì)保障對(duì)象通勤費(fèi)用的提升概率均在30.2%左右。基于研究結(jié)論,本文提出建立以租賃式為主體的住房保障體系;充分發(fā)揮市場(chǎng)機(jī)制的作用,給予保障對(duì)象以市場(chǎng)選擇權(quán);政府籌資回購(gòu)符合條件的商品房充當(dāng)公共租賃住房房源,打通商品房與政策性住房通道;實(shí)行租補(bǔ)分離的管理制度,租金收取與補(bǔ)貼支出分類管理,提高補(bǔ)貼效率和管理效率;加強(qiáng)房源信息與保障人群信息系統(tǒng)建設(shè),保證住房保障管理的規(guī)范高效。
[Abstract]:Since the combination of low-rent housing and public rental housing, China's housing security supply system has been gradually adjusted and improved, and the construction of a rental housing security system with public rental housing as the main body has become the future development direction.In this process, the formulation of housing security subsidy policy is an important issue to be solved.Therefore, it is of great practical significance to analyze the effect of the existing housing subsidy policy, and to evaluate the existing housing subsidy policy can provide a favorable reference for the government to make a decision.In order to evaluate the policy effect of rent subsidy, housing voucher and ligands, this paper uses microscopic data of six urban protected households in Hubei Province in 2013, adopts Tobitroy Heckman model and Ordered Probit model to analyze the living area.The effects of three kinds of housing subsidy policies on income level and commuting cost were evaluated.In order to overcome the possible endogenous problem of explanatory variables, this paper uses the "counterfactual" tendency score matching method to obtain the net effect of subsidy policy.The results show that: in the aspect of living level improvement, the ligands rent supplement has a great effect on the living level of the guaranteed object, but there is no significant difference between the housing voucher policy and the rental subsidy policy on the living level of the guaranteed object.In terms of income effect, compared with the rental subsidy, the ligands subsidy policy significantly increased the income growth rate of the guaranteed objects.In terms of commuting expenses, relative to the rental subsidy, the housing voucher and the housing voucher policy have significantly increased the commuting cost of the guaranteed object, while the increase of income of the guaranteed object has been significantly reduced by the housing voucher as well as the housing voucher as well as by 7.2% of the total amount of commuting expenses, as compared with the rental subsidy.The probability of improving the commuting cost is about 30.2%.Based on the conclusion of the research, this paper puts forward to establish the housing security system with lease as the main body, give full play to the role of the market mechanism, and give the security object the market option.The government raises funds to buy back the commodity house that accords with the condition to act as the public rental housing source, opens the commercial house and the policy housing channel, implements the rent compensation separation management system, the rent collection and the subsidy expenditure classification management, enhances the subsidy efficiency and the management efficiency;Strengthen the building of housing information and crowd information system to ensure the housing security management norms and efficiency.
