【摘要】：以1978—2015年國務院及各部委單獨或聯(lián)合頒布的1521條產(chǎn)學研協(xié)同創(chuàng)新政策為研究對象,在對政策文本量化處理的基礎上,運用社會網(wǎng)絡分析法繪制政策文本的主題關鍵詞及其演進的知識圖譜,并對不同階段的焦點主題進行深入分析。研究發(fā)現(xiàn):中國產(chǎn)學研協(xié)同創(chuàng)新政策的主題主要集中在創(chuàng)新發(fā)展、科技創(chuàng)新、經(jīng)濟社會發(fā)展、人才培養(yǎng)和公共創(chuàng)新服務5個方面,具體表現(xiàn)為29個關鍵詞;政策演進經(jīng)歷了起步探索期、緩慢發(fā)展期、快速發(fā)展期和重點突破期4個階段,不同階段具有不同的政策重心;科技成果轉(zhuǎn)化、技術創(chuàng)新、產(chǎn)業(yè)發(fā)展、平臺建設、人才培養(yǎng)和合作路徑是產(chǎn)學研協(xié)同創(chuàng)新政策持續(xù)支持的熱點主題關鍵詞。
[Abstract]:Based on the quantitative analysis of the policy texts, 1521 cooperative innovation policies issued by the State Council and various ministries and commissions from 1978 to 2015 are taken as the research object. Mapping the thematic keywords of policy texts and their evolving knowledge using social network analysis, The research finds that the theme of cooperative innovation policy in China is mainly focused on five aspects: innovation development, scientific and technological innovation, economic and social development, talent training and public innovation service. The policy evolution has experienced four stages: starting exploration period, slow development period, rapid development period and key breakthrough period. Different stages have different policy focus; scientific and technological achievements transformation, technological innovation, industrial development, The platform construction, talent training and cooperation path are the hot topic key words that support the innovation policy of industry, university and research.
