【摘要】：隨著城市的發(fā)展,人們對(duì)民防設(shè)施的需求越來越大。民防設(shè)施建設(shè)的融資問題也變得越來越突出。本論文在參考國(guó)內(nèi)外文獻(xiàn)的基礎(chǔ)上,結(jié)合S市民防設(shè)施建設(shè)的實(shí)際融資情況,提出對(duì)S市民防設(shè)施建設(shè)富有針對(duì)性的融資模式。首先,通過對(duì)S市民防設(shè)施建設(shè)的融資現(xiàn)狀進(jìn)行分析,從而找出S市民防設(shè)施建設(shè)在融資中存在的問題:S市民防設(shè)施供給短缺;S市民防設(shè)施建設(shè)投資主體單一,資金來源渠道少;S市民防設(shè)施運(yùn)營(yíng)效率低下;法律建設(shè)滯后。其次,通過分析國(guó)外民防設(shè)施建設(shè)的融資模式,其中有四個(gè)典型的融資模式:法國(guó)模式、美國(guó)模式、日本模式、英國(guó)模式,S市可從中找出可借鑒之處,從而找到解決S市民防設(shè)施建設(shè)融資問題的方向�？山梃b之處有:國(guó)外民防設(shè)施建設(shè)投入的法律法規(guī)相對(duì)完善;國(guó)外政府對(duì)民防設(shè)施建設(shè)的財(cái)政投入增加;市場(chǎng)資金積極投入到民防設(shè)施建設(shè);民防設(shè)施建設(shè)的規(guī)劃要完善,設(shè)計(jì)要先進(jìn),管理要嚴(yán)格。最后,民防設(shè)施建設(shè)融資的改革趨勢(shì)應(yīng)該是以財(cái)政投資為主導(dǎo),市場(chǎng)資金為主要來源,自籌資金為補(bǔ)充的多渠道融資。本文提出適應(yīng)新形勢(shì)的S市民防設(shè)施建設(shè)中的融資模式,S市可成立民防設(shè)施建設(shè)融資平臺(tái),通過融資平臺(tái)利用BOT融資方式、TOT融資方式、ABS融資方式等市場(chǎng)化融資方式來實(shí)現(xiàn)民防設(shè)施建設(shè)資金來源的多元化,以彌補(bǔ)民防設(shè)施建設(shè)資金的不足。
[Abstract]:With the development of the city, people demand more and more civil defense facilities. Civil defense infrastructure financing problems have become increasingly prominent. In this paper, based on domestic and overseas references, combined with the actual situation of the construction of civil defense facilities financing in the city of S, presented to the S civil defense facilities targeted financing mode. First of all, through the analysis of the financing situation of civil defense facilities in the city of S, so as to find out the civil defense facilities S financing problems: shortage of civil defense facilities in S City, S city civil defense facilities; the single investment, sources of funds; S City Civil Defense facilities operation efficiency is low; legal construction is lagging behind. Secondly, through the analysis of the construction of the foreign civil infrastructure financing mode, there are four typical financing modes: the French model, American model, Japan model, the British model, S can find out the reference ideas, so as to find To solve the S city civil defense facilities construction financing direction. Reference: the foreign civil infrastructure investment relatively perfect laws and regulations; foreign government financial investment in the construction of civil defense facilities increased; market funds actively involved in civil defense facilities; civil defense facilities planning to improve the design, advanced management, strict finally, the reform trend of civil defense facilities construction financing should be invested by government and market as the main source of funds, multi-channel financing to supplement the funds. This paper proposes to adapt to the new situation of S city civil defense facilities construction financing mode, S can set up the construction of civil defense facilities financing platform, through the use of financing platform BOT financing, TOT financing, ABS financing market financing to realize the diversification of civil defense facilities construction funds, to make up for the civil defense facilities construction funds are not Foot.
