【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展是解決三農(nóng)問題的重大戰(zhàn)略舉措,是黨領(lǐng)導(dǎo)人民在多年探索實(shí)踐中獲得的寶貴財(cái)富,是全面建設(shè)社會主義和諧社會的必然要求,也是踐行科學(xué)發(fā)展觀的重要條件。自2012年以來,鄂爾多斯市在積極堅(jiān)持規(guī)劃城鄉(xiāng)一體結(jié)構(gòu)、統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展的同時(shí)也著力實(shí)現(xiàn)新型城鎮(zhèn)化、工業(yè)化與農(nóng)牧業(yè)現(xiàn)代化。在積極推進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展的過程中,鄂爾多斯市以科學(xué)發(fā)展觀為指導(dǎo),因地制宜,堅(jiān)持走出一條以工促農(nóng)、以城帶鄉(xiāng)的和諧發(fā)展道路,并做好農(nóng)村勞動力轉(zhuǎn)移到城鎮(zhèn)后的安置工作。集中精力發(fā)展優(yōu)勢產(chǎn)業(yè)和效益產(chǎn)業(yè),拉動社會的就業(yè)與經(jīng)濟(jì)形勢,進(jìn)而形成規(guī)模效應(yīng)。鄂爾多斯市以沿黃新農(nóng)村試點(diǎn)建設(shè)為切入點(diǎn),對全市農(nóng)牧業(yè)優(yōu)化開發(fā)區(qū)產(chǎn)業(yè)布局、村莊布局和人口布局進(jìn)行戰(zhàn)略性調(diào)整,加快發(fā)展城鎮(zhèn)化,大力推進(jìn)城市建設(shè),政府強(qiáng)勢主導(dǎo)轉(zhuǎn)移農(nóng)牧民,在政府的大力推動和扶持下,農(nóng)牧民一直以來保守落后的思維方式逐漸發(fā)生變化,農(nóng)牧民開始嘗試新的生產(chǎn)和經(jīng)營方式,農(nóng)村生產(chǎn)力也隨之大幅提高。鄂爾多斯市統(tǒng)籌城鄉(xiāng)發(fā)展取得的顯著成績以及發(fā)展模式為我國西部地區(qū)乃至全國其他類似地區(qū)提供了可資借鑒的經(jīng)驗(yàn)。
[Abstract]:The overall development of urban and rural areas is an important strategic measure to solve the problems of agriculture, rural areas and farmers. It is also a valuable asset gained by the people under the leadership of the Party in many years of exploration and practice. It is an inevitable requirement for building a harmonious socialist society in an all-round way. It is also an important condition for practicing the scientific development view. Since 2012, Ordos City has actively adhered to the planning of urban and rural integration structure, coordinated development of urban and rural areas, but also focused on the realization of a new type of urbanization. Industrialization and modernization of agriculture and animal husbandry. In the process of actively promoting the overall development of urban and rural areas, Ordos city, guided by the scientific development concept, adheres to the road of harmonious development based on the concept of scientific development and measures to suit local conditions. And to do a good job in the resettlement of rural labor forces after they have been transferred to cities and towns, and concentrate on developing superior industries and benefit industries, so as to stimulate the employment and economic situation of the society. In order to optimize the industrial layout, village layout and population distribution of agricultural and animal husbandry development zones, Ordos City has made strategic adjustments to optimize the industrial layout, village layout and population distribution of the development zones along Huang Xin's rural pilot construction, so as to speed up the development of urbanization. Vigorously promoting urban construction, the government strongly led the transfer of farmers and herdsmen. With the vigorous promotion and support of the government, the farmers and herdsmen have been gradually changing their conservative and backward way of thinking. Farmers and herdsmen have begun to try new ways of production and management. The remarkable achievement and the development pattern of Ordos city as a whole have provided the experience for reference for the western region of our country and other similar areas of the whole country.
