【摘要】：科技在進(jìn)步,時(shí)代在發(fā)展。目前,信息技術(shù)已經(jīng)發(fā)展地相當(dāng)成熟,比如大數(shù)據(jù)、物聯(lián)網(wǎng)、云計(jì)算等。信息技術(shù)已經(jīng)在很多領(lǐng)域得到了良好運(yùn)用,產(chǎn)生了良好的經(jīng)濟(jì)效益、社會效益,改變了許多傳統(tǒng)的發(fā)展模式,提高了許多領(lǐng)域的發(fā)展水平。在招投標(biāo)領(lǐng)域,尤其是建設(shè)工程招投標(biāo)領(lǐng)域,傳統(tǒng)的招投標(biāo)模式下出現(xiàn)了很多難以根除的問題,比如規(guī)避招標(biāo)、地方保護(hù)主義等。這些問題違背了招投標(biāo)的“公開、公平、公正”的原則,嚴(yán)重影響招投標(biāo)的效果,造成極大的浪費(fèi),降低了項(xiàng)目的效益,不利于招投標(biāo)行業(yè)的健康發(fā)展。本文從傳統(tǒng)招投標(biāo)模式中的問題入手,分析招投標(biāo)信息化模式的優(yōu)勢,并針對我國招投標(biāo)信息化發(fā)展中存在的問題,分析其影響因素,結(jié)合國外一些先進(jìn)經(jīng)驗(yàn)并立足我國國情,提出我國招投標(biāo)信息化發(fā)展建議,供有關(guān)部門參考。
[Abstract]:Science and technology are progressing and times are developing. At present, information technology has developed quite maturely, such as big data, the Internet of things, cloud computing and so on. Information technology has been well used in many fields and has produced good economic benefits. Social benefits have changed many traditional development models and raised the level of development in many fields. In the field of bidding, especially in the field of bidding for construction projects, there are many problems that cannot be eradicated under the traditional mode of bidding. For example, circumventing bidding, local protectionism, and so on. These problems violate the principle of "openness, fairness and fairness" in bidding, seriously affect the effect of bidding, cause great waste, and reduce the benefit of the project. This paper starts with the problems in the traditional bidding mode, analyzes the advantages of the information mode of bidding and bidding, and analyzes the influencing factors in the development of the information system of bidding and bidding in our country, which is not conducive to the healthy development of the bidding industry. Combined with some advanced experience of foreign countries and based on the situation of our country, this paper puts forward some suggestions for the development of information system of bidding and bidding in our country for the reference of relevant departments.
