尋甸縣構建食品藥品安全縣鄉(xiāng)村三級監(jiān)管網絡案例研究

【摘要】:食品藥品安全監(jiān)管是政府公共管理職能中的重要環(huán)節(jié),事關人民群眾的身體健康和生命安全,事關國計民生和社會和諧穩(wěn)定。在中國,農村食品藥品安全監(jiān)管是整個食品藥品安全監(jiān)管工作中最薄弱的環(huán)節(jié)。為了進一步創(chuàng)新食品藥品監(jiān)管體制,加強食品藥品安全監(jiān)管,實現(xiàn)食品藥品安全監(jiān)管無縫隙、全覆蓋,確保偏遠農村食品藥品安全,保障人民飲食用藥安全有效,自2010以來,尋甸縣積極開展了食品藥品安全縣鄉(xiāng)村三級監(jiān)管網絡建設實踐。本文從“城鄉(xiāng)一體化”概念出發(fā),闡述了尋甸縣食品藥品安全縣鄉(xiāng)村三級監(jiān)管網絡建設的現(xiàn)狀,對尋甸縣食品藥品安全縣鄉(xiāng)村三級監(jiān)管網絡建設案例進行分析,從尋甸縣在建設過程中責任體系建設、監(jiān)督檢查權下放、監(jiān)管網絡建設保障工作三個方面進行了探究,具體內容如下:1.尋甸縣在縣鄉(xiāng)村三級監(jiān)管網絡建設過程中責任體系建設。從組織機構、工作制度、考核機制三個方面進行分析。組建了鄉(xiāng)鎮(zhèn)(街道)食品藥品監(jiān)管理辦公室,明確了食品藥品監(jiān)督管理辦公室人員;建立了縣食品藥品檢驗所;制定了工作職責、管理辦法、工作目標責任書;簽訂了目標責任書;建立了監(jiān)管辦公室考核機制,與政府考核目標掛鉤等措施推進基層落實食品藥品安全責任。2.尋甸縣在縣鄉(xiāng)村三級監(jiān)管網絡建設過程中監(jiān)督檢查權變化。分析了監(jiān)督檢查權變化以前的情況、監(jiān)督檢查權的變化與及監(jiān)督檢查權變化后的情況。3.尋甸縣在縣鄉(xiāng)村三級監(jiān)管網絡建設過程中保障工作。分析了申請政府立項建設、建章立制、地方政府配合、職能部門牽頭等四個方面的工作情況。得出領導重視是監(jiān)管網絡建設得以實施的重要保障,充足的經費是建設得以順利運轉的關鍵的啟示。結合中國現(xiàn)狀,提出了解決當前中國食品藥品監(jiān)管縣鄉(xiāng)村三級網絡建設問題的方法及對策。由此得出建設我國食品藥品安全監(jiān)管網絡,農村食品藥品安全監(jiān)管是重中之重,落實基層政府責任,整合各方管理資源,加快檢驗監(jiān)測體系建設,加大宣傳及教育力度,促進社會參與監(jiān)管等,是構建食品藥品安全監(jiān)管“城鄉(xiāng)一體化”建設的重要舉措的結論。
[Abstract]:Food and drug safety supervision is an important link in the government's public management function, which concerns the health and safety of the people, the national economy and the people's livelihood and social harmony and stability. Food and drug safety supervision in rural areas is the weakest link in the whole food and drug safety supervision work. In order to further innovate the food and drug regulatory system, strengthen food and drug safety supervision, and realize food and drug safety supervision without gaps, it will cover all of them. To ensure food and drug safety in remote rural areas and to ensure the safety and effectiveness of food and drug use, since 2010, Xundian County has actively carried out the construction practice of three-level supervision network of food and drug safety county and village. This paper starts from the concept of "integration of urban and rural areas". This paper expounds the current situation of the three-level supervision network construction of the food and drug safety county, township and village in Xundian County, analyzes the case of the three-level supervision network construction of the food and drug safety county and township village in Xundian County, and analyzes the responsibility system construction in the construction process of Xundian County. Three aspects of supervision and inspection decentralization, supervision and network construction security work have been explored. The specific contents are as follows: 1.Construction of responsibility system in the process of county and village three-level supervision network construction in Xundian County. From organization, work system, The assessment mechanism was analyzed in three aspects. The township (street) food and drug supervision and administration office was set up, the personnel of the food and drug supervision and administration office was clarified; the county food and drug control office was established; and the work responsibilities and management measures were formulated. A letter of responsibility for the objectives of the work; a letter of responsibility for the objective; an examination mechanism for the supervisory office was established; Linked to the government's assessment objectives, and other measures to promote the grass-roots implementation of food and drug safety responsibility .2. Xundian County in the county and rural three levels of supervision and control network construction process of supervision and inspection power changes. The situation before the change of supervision and inspection rights was analyzed. The change of supervision and inspection right and the situation after the change of supervision and inspection power. 3. The guarantee work of Xundian County in the process of county and village three-level supervision network construction. This paper analyzes the application for government project construction, the establishment of rules and regulations, and the cooperation of local governments. It is concluded that leadership attention is an important guarantee for the implementation of regulatory network construction, and adequate funding is the key inspiration for the smooth operation of the construction. Combined with the current situation in China, This paper puts forward the methods and countermeasures to solve the problem of the three-level network construction of the county, township and village in China's food and drug supervision, and draws the conclusion that the construction of the food and drug safety supervision network in China, the most important of which is the rural food and drug safety supervision, and the implementation of the responsibility of the grass-roots government. The conclusion of the construction of food and drug safety supervision "urban-rural integration" is to integrate all kinds of management resources, speed up the construction of inspection and monitoring system, strengthen propaganda and education, and promote social participation in supervision.
